Guernsey’s States approved a tax package that includes a 3% goods and services tax (GST), prompting garage owner Dave Beausire to warn that administering it could add significant work for his business. The 3% rate is the proposed starting rate, not the only rate: the official proposition schedules increases to 4% and then 5%, subject to independent review. The BBC reported that the package is due to begin in 2029, but that timing is conditional on mitigation measures being operational.
Why the garage owner is concerned
Dave Beausire of Le Mont Saint Garage told the BBC that a business buying goods wholesale and then selling them at retail could face extra administrative work. He estimated that his business would need at least one additional person to administer GST. That is Beausire’s estimate about his own wholesale-and-retail operation, not an established employment impact for all businesses.
“GST for business like ours, that buys in wholesale goods and then retails them out, it’s going to cost me at least another person to administer it.” — Dave Beausire, Le Mont Saint Garage, BBC News report.
The Guernsey Retail Group also told the BBC that some retailers operating in Jersey spent around one day per quarter completing GST paperwork. The Group suggested the burden might be similar in Guernsey; this is a reported comparison, not a confirmed Guernsey filing requirement or estimate.

What the States approved—and how the rates are scheduled
On 6 October 2026, Guernsey politicians approved the Policy & Resources tax package by 22 votes to 17, according to BBC News. The package includes GST alongside changes to income tax and social security, a new annual vehicle tax, higher corporate taxes and government savings.
| Stage | GST rate and safeguard |
|---|---|
| First year of implementation | 3%, under the official proposition. |
| After 24 months | Scheduled to rise to 4%, subject to independent Fiscal Policy Panel assurance. If the Panel does not support the increase, it is deferred for at least 12 months. |
| After 48 months | Scheduled to rise to 5%, subject to the same independent assurance and deferral safeguard. |
These stages and safeguards are set out in the official tax reform propositions. So approval of a 3% starting rate does not mean the rate is fixed at 3% indefinitely.

When GST is expected to start—and what can delay it
The BBC reported that the package is due to come in during 2029, after the earlier expectation of 2028 changed following updated estimates of corporate-tax revenue. That is reported planned timing, not an unconditional commencement date.
The official proposition makes GST commencement dependent on specified protections being in place. It says the Policy & Resources Committee must defer commencement if the conditions cannot be met, and revise the timetable. These conditions include:

A joint assurance report must address readiness across legislation, staffing, systems, payroll interfaces, assessment arrangements and payment processes. The proposition states: “the Policy & Resources Committee shall defer the commencement of GST where any of the conditions in this Proposition 6(a) cannot be met.” This is wording in the official proposition, not a statement by a named politician.
Which businesses would have to register?
The BBC report describes a registration threshold of more than £300,000 in taxable sales over a 12-month period. On the arrangements it reports, businesses below that threshold would not have to charge GST and could not reclaim GST on costs, but could choose to register voluntarily.

The Guernsey Retail Group reported that 95.4% of respondents to its survey had “moderate” or “high levels” of concern about GST, as reported by the BBC. The report does not give the sample size or methodology, so the figure should not be treated as a representative measure of all Guernsey businesses.
