The Bank of Russia announced that public use of the digital ruble would begin on 1 September 2026. But its official launch notice and the latest pilot figures available here do not verify the claim that accounts topped 220,000 in the first month—or establish the central bank forecast needed to call that nearly four times expectations. The figure should be treated as unconfirmed unless its source defines the count, reporting period and forecast being compared.
What is known about the first month?
The Bank of Russia’s 31 August 2026 announcement set 1 September 2026 as the public launch date and said individuals could use the digital ruble if they wished. The announcement describes how people can access accounts and the monthly top-up limit, but it does not report a first-month account total. Bank of Russia, “Digital ruble launched” (31 August 2026).
The latest pilot snapshot cited by the Bank here is older and measures something different: as of 30 June 2025, participants had opened about 2,500 wallets and made about 100,000 transactions. Participants came from more than 150 localities. Those are pilot figures, not public-launch results. Why the “nearly 4X” comparison is not established
A fourfold comparison requires both a measured result and a comparable forecast. The official launch announcement does not substantiate the reported 220,000 accounts, and the cited pilot report does not supply a forecast for first-month public accounts. Without the original source for both numbers, it is not possible to check whether “accounts” means opened accounts, active users or another measure, or whether the forecast covers the same period and population.

How Russians can access the digital ruble
Individuals who choose to use it can open a digital-ruble account in the digital-ruble section of a connected bank’s app. The Bank of Russia says individuals may transfer up to ₽300,000 per month from bank accounts to their digital-ruble accounts. Businesses have no top-up limit under the arrangement described in the launch notice. The notice also says consumer digital-ruble transactions are fee-free. The digital ruble is an additional form of national currency, alongside cash and non-cash rubles. The Bank of Russia’s rollout announcement says people decide for themselves whether to pay in digital rubles; the obligations it describes concern covered banks and retailers, not individual consumers. The central bank’s July 2025 timetable phases in readiness and acceptance duties. The thresholds below refer to the announcement’s specified bank categories and retailers’ prior-year revenue. Retail outlets with annual revenue below ₽5 million are exempt from the acceptance obligation.

These are staged obligations for institutions and covered retailers, not a requirement that every consumer open or use a digital-ruble account.
