The exact match for “Urban Construction Prices in Pakistan 2021” is a Pakistan Bureau of Statistics (PBS) table reporting selected urban construction and energy item prices for September 2021. It compares named urban centers and gives prices in item-specific units; it is historical data, not a current price list or a complete estimate for building a house.
What the September 2021 table contains
PBS published the table, titled “Urban Inter-City Consumer Prices of Construction and Energy Items,” in its Monthly Bulletin of Statistics, October 2021, table 7.9.1. Its observations are for September 2021. The selected entries cover building materials, labor and services, paint, petrol, and diesel, with urban centers listed for comparison.
The table is useful for finding a dated price for a particular item in a particular city. It does not provide a single national construction-price figure. For example, in September 2021 PBS listed local cement in Rawalpindi at Rs 667.95 per 50 kg bag and in Karachi at Rs 714.52 per 50 kg bag. These are individual city entries, not a published national average.

How to compare the figures fairly
Compare like with like: use the same reporting month, urban center, item specification, and unit. A cement price per 50 kg bag cannot be compared directly with a brick price per 1,000, nor should a city observation be treated as a countrywide average. When looking across different items, keep materials, labor or services, and fuel distinct rather than combining unlike units into a single cost.
For comparison with a different PBS bulletin, check its reporting month rather than assuming it repeats September figures. The December 2021 Monthly Bulletin, for example, has a separate table 7.9.1 for November 2021. The month, city, item specification, and unit should travel with every amount you quote.

What these prices do—and do not—measure
PBS describes the Consumer Price Index (CPI) as a measure of household-consumer price change and separately identifies urban and rural construction-item price tables on its Price Statistics page. The September table is therefore best read as selected item-price observations, not as CPI itself or a construction-cost index.
It is also not a bill of quantities or a complete house-building estimate. A project budget depends on what is built and in what quantities, and may include items and costs the selected table does not cover, such as transport, taxes, contractor overhead, financing, and contingency. A September 2021 entry cannot establish a supplier’s current quote; use a current, dated source for present-day budgeting.
