How to Choose Between Change.org and Other Petition Platforms

The right petition platform depends on your campaign’s next step: public discovery, a focused community, local proof, or ongoing supporter management. Compare delivery, data access, privacy, and current costs before launch.

Choose a petition platform by what your campaign needs after someone signs: public discovery, an established issue community, local proof for a decision-maker, or ongoing supporter management. Change.org is positioned for public petitions and discovery; a focused campaign may fit a cause- or country-specific platform better, while organizers managing an existing supporter list may need an advocacy CRM such as Action Network. Compare delivery, data access, privacy, and cost—not audience claims alone.

Start with the campaign’s main job

There is no universally best petition platform. The right choice depends on whether you need to find new supporters, reach a community that already cares about the issue, demonstrate local backing, or manage relationships with people who have already joined your campaign.

  • Starting without a supporter list: Consider whether the platform offers public discovery and visibility beyond your own channels.
  • Organizing an existing community: Prioritize access to supporter data and connections to your email, event, fundraising, and list-management tools.
  • Seeking a policy change: Check how signatures reach the decision-maker and whether the platform can show geographic support relevant to that official.

Change.org’s own materials describe its service as a public petition platform with discovery and decision-maker tools. Its Help Center also states, “Change.org does not create, endorse, or manage the campaigns on the platform.” That distinction matters: hosting a petition does not mean the platform is running or endorsing your campaign.

Compare platform roles, not just names

Plan what happens after the signature

A signature is not the end of a campaign. Before choosing a host, establish how you will notify supporters, present the petition, and keep people informed about the outcome.

  • Delivery: Does the platform send or facilitate delivery to the intended decision-maker, or will your organizers need to do it?
  • Local proof: Can you identify support by a relevant area, and will that evidence be useful to the official or institution you are targeting?
  • Supporter follow-up: Can you contact signers about next steps, and what permissions or platform rules govern that contact?
  • Visibility thresholds: If a platform describes search exposure, notifications, or outreach at particular signature counts, verify the current thresholds, eligibility, and geography before building a campaign plan around them.

For example, Change.org’s alternatives guide, published June 4, 2026, describes search visibility at five signatures, decision-maker notification at 10, and outreach emails for local petitions at 100 signatures in 30 days. These are Change.org’s claims; confirm that the current rules apply to your petition and location.

Understand reach claims before using them to decide

Change.org’s published audience figures differ across its own pages. Its comparison guide lists 589M+ users and 105,000+ victories, while an alternatives guide published June 4, 2026, says 577 million people are taking action on the platform. Its Help Center says more than 500 million people use it as of 2026.

These are vendor-published figures with different wording and contexts. The sources do not establish a common methodology or independently verified, comparable reach figures for all the alternatives. Use the numbers as platform claims, not proof that one service will deliver more relevant supporters for your particular campaign.

Check signer data and privacy before launch

Change.org’s Help Center article, updated June 4, 2026, says an account requires a name—which may be a pseudonym—an email address, and a password. To support a petition, a person must provide a location; the article says they may provide a postcode and city or town instead of a full street address. Signers can uncheck the option to show their name and comment publicly on the petition.

The same Help Center article says petition starters can download signers’ registered names, approximate location and postcode, country, signing date, and any comment. It says no other personal information is shared with the starter. These are Change.org’s descriptions of its settings and export. Check the current privacy policy and the specific export flow before inviting people to sign, especially for a sensitive campaign.

Do not assume another platform has the same controls or export fields. Compare its privacy policy, what organizers can download, what signers agree to, and how you will protect any data you receive.

Separate petition hosting from supporter management

A petition platform and an advocacy CRM solve related but different problems. Action Network’s petition product page describes signature and traffic-source tracking and list downloads. Change.org characterizes Action Network as an advocacy CRM for email, events, fundraising, and list management.

If your priority is public petition hosting and discovery, assess the petition platform on those terms. If your organization needs to build lasting relationships with supporters across campaigns, evaluate a CRM’s consent, integrations, exports, and follow-up tools. Some organizers may use services at different stages; confirm how any connection works before collecting signatures.

Check the full cost and current terms

Change.org’s official help documentation says starting and signing petitions are free. Its comparison materials also describe optional chip-in prompts and promoted petitions. Review the current terms and any optional payment or promotion flows before launch; pricing and product details can change. Apply the same check to other platforms rather than assuming that basic petition hosting tells you the full cost of running a campaign.

A practical selection checklist

  1. Write down the campaign’s primary outcome and the decision-maker or audience you need to reach.
  2. Decide whether you need public discovery, an existing issue community, local support evidence, or management of an established supporter list.
  3. Trace the signer journey from signing through notification, delivery, and follow-up. Identify which steps the platform handles and which remain yours.
  4. Review the platform’s privacy policy, public-display controls, organizer export fields, and contact permissions.
  5. Check current fees, optional payment prompts, promotion terms, geographic availability, and feature eligibility.
  6. Choose the service whose current capabilities match your campaign’s needs; do not decide on audience totals alone.
