Congress appropriated $2.766 billion in 2025 for border-surveillance technology upgrades and procurement—but the money covers the southwest, northern and maritime borders, not only the U.S.–Mexico border. It is also an authorization to make funds available, not proof that they have already been spent, deployed or shown to work.
How much did Congress authorize?
The 2025 law appropriates $2.766 billion for Customs and Border Protection (CBP) border-surveillance technology upgrades and procurement across the southwest, northern and maritime borders. The funds remain available through September 30, 2029. The statutory line also restricts funding for towers that have not been tested and accepted by the federal government to deliver autonomous capabilities. The Congressional Record’s text of section 60003 sets out the amount, permitted uses and condition.
A separate appropriation in the same section provides $1.076317 billion for non-intrusive inspection equipment, associated civil works, integration of artificial intelligence and machine learning, and mission support to combat illicit narcotics entry across the same three border regions. That is a distinct funding line, not part of the $2.766 billion surveillance figure.
Why does the $6.3 billion figure appear?
The Congressional Budget Office (CBO) summarizes $6.3 billion in CBP technology appropriations under section 60003. It is a broader total than the $2.766 billion surveillance line and includes multiple technology missions. CBO estimates that the section will increase outlays by $6.3 billion over 2025–2034; that is an estimate of when federal spending will occur, not evidence that all the money has already been spent.

The $4.5 billion and $1.2 billion figures are categories within CBO’s broader technology accounting; they are not additional amounts to add on top of its $6.3 billion total. The $2.766 billion statutory surveillance line is narrower than that overall total and applies to three border regions.
What does “surveillance technology” include?
The funding is not limited to towers. The statutory line covers border-surveillance technology upgrades and procurement. In CBO’s wider accounting, technology funding also includes tower and ground-detection systems, inspection and biometric systems, and air and marine platforms. These systems serve different missions: detecting activity, examining conveyances or cargo, processing identity information, and supporting response operations. The listed funding categories do not establish how many systems will be bought, where each will be deployed, or how well any one system performs.

License-plate monitoring is another part of the picture
In a November 2025 investigation, the Associated Press reported that CBP’s Conveyance Monitoring and Predictive Recognition System (CMPRS) processes license-plate images and matches them against established hot lists to help identify travel patterns described as potentially connected to illegal border activity. AP also reported broader access to plate-reader data and described investigative accounts of pattern analysis. Does the appropriation mean the technology is already working?
No. An appropriation makes funding available for specified purposes. It does not show how much has been obligated to contracts, paid out, turned into operational systems, or associated with measurable results. Those are separate stages, and the cited sources do not provide a current, apples-to-apples measure of the effectiveness of the new funding.

A historical DHS Office of Inspector General (OIG) audit illustrates why the distinction matters. Its summary said CBP had deployed about 28 percent of planned southwest-border technology solutions after receiving more than $700 million for new technology since fiscal year 2017. At the time of that audit, most southwest sectors still relied predominantly on obsolete systems and infrastructure. Officials cited insufficient staff to make full use of technology and maintain systems; the audit also identified security vulnerabilities and weak capacity to assess effectiveness. Funding totals describe inputs, not outcomes. To assess whether the spending delivers useful capability, public reporting would need to clarify how much is obligated and spent, what systems are accepted and deployed, where they operate, and whether CBP has the staff and maintenance capacity to use them. Performance measures and security oversight matter too: without them, the amount appropriated cannot tell taxpayers whether the technology improves operations or by how much.

The figures available establish a large congressional commitment to border technology, but they do not settle current obligations, deployment levels, system-level effectiveness or eventual awardees.
