Some federal job applications include a question about an applicant’s commitment to the Constitution, but it is not a test of constitutional knowledge—and under the Office of Personnel Management’s April 30, 2026 guidance, applicants must be allowed to complete the application without answering it. The question is one of four short essays in OPM’s Merit Hiring Plan; coverage depends on the position and announcement, so follow the instructions for the specific vacancy.
What the Constitution question asks
OPM’s Merit Hiring Plan asks applicants to explain how their commitment to the Constitution and the founding principles of the United States inspired them to pursue a federal role. It also asks for a concrete example from professional, academic, or personal experience. This is a request for a personal explanation, not a quiz on constitutional provisions.
The prompt is one of four questions in the plan:
- “How has your commitment to the Constitution and the founding principles of the United States inspired you to pursue this role within the Federal government? Provide a concrete example from professional, academic, or personal experience.”
- “In this role, how would you use your skills and experience to improve government efficiency and effectiveness? Provide specific examples where you improved processes, reduced costs, or improved outcomes.”
- “How would you help advance the President’s Executive Orders and policy priorities in this role? Identify one or two relevant Executive Orders or policy initiatives that are significant to you, and explain how you would help implement them if hired.”
- “How has a strong work ethic contributed to your professional, academic or personal achievements? Please provide one or two specific examples, and explain how those qualities would enable you to serve effectively in this position.”
OPM’s May 29, 2025 Merit Hiring Plan sets a maximum of 200 words per response and includes a certification that answers are in the applicant’s own words, not produced by a consultant or AI such as a large language model. The April 30, 2026 clarification does not restate or expressly rescind those plan requirements. Check the live vacancy and agency application for the instructions that apply to your submission.
Do you have to answer the questions?
No. OPM’s April 30, 2026 guidance says agencies must not disqualify or screen out applicants for not answering the questions. The questions must not be marked as required, and applicants must be allowed to finish the application without responses. This applies to these four Merit Hiring Plan questions; it does not waive other application requirements.

The clarification is in OPM’s Additional Merit Hiring Plan Guidance on Using the Four Short Essay Questions, issued to agency human-resources leadership. It resolves an apparent tension with OPM’s assessment-methods FAQ, which discusses an earlier hiring-reform memorandum eliminating essay-style qualifications demonstrations at the initial application stage. The later, policy-specific guidance addresses these four questions and says they cannot be used to screen applicants out.
Which federal positions are covered?
OPM’s April 30, 2026 guidance identifies mandatory use for positions graded GS 5–15 and Senior Level (SL) or Scientific & Professional (ST) positions. It does not make the questions universal across federal hiring.

The original plan described announcements graded GS-05 or above more broadly; the later OPM guidance provides the more specific current scope. See the April 30, 2026 additional guidance for the policy details.
How to handle the application
- Read the vacancy first. Review its “How to Apply” and “Required Documents” sections. A vacancy announcement supplies the application-specific instructions and identifies documents or assessments relevant to that job.
- Build and review your package in USAJOBS. OPM’s general application process describes selecting a resume and supporting documents, reviewing the package, and continuing to the agency site to complete the application.
- Decide whether to answer the essays. For a covered announcement using these prompts, the April 2026 guidance permits you to leave them unanswered. If you choose to respond, observe the plan’s 200-word cap and authorship certification unless the live instructions state otherwise.
- Complete the remaining steps. Submit all other required materials and finish any agency-site steps or assessments specified in the announcement. Leaving these essays blank does not mean the rest of the application is complete.
These questions are separate from other hiring-plan changes
The Merit Hiring Plan also introduced a two-page resume limit and calls for at least one technical or alternative assessment for candidate ranking. A short eligibility questionnaire may be used at the initial application stage for screening only. These are separate parts of the plan: they do not mean every federal vacancy has identical document, screening, or assessment requirements. Use the individual announcement to determine what applies.
