The announcements concern headquarters, not a confirmed departure of every employee, asset or operating function from Oklahoma.
What is changing at Devon Energy and Expand Energy?

These are separate corporate developments. The reporting does not give enough detail to conclude that the companies have identical reasons for choosing Houston or that all their Oklahoma operations are moving.
Why is Houston the destination?
Devon offered a direct explanation in a company statement carried by the Oklahoma News Report: “In the hypercompetitive market we face today, Houston provides greater access to commercial counterparties. Many of our peers and other industry resources.” The statement identifies access to industry contacts and resources as Devon’s rationale. The report does not provide an equivalent, specific explanation from Expand, so Devon’s stated reason should not be attributed to both companies.
Houston has a notably large energy-sector headquarters base. The Texas Comptroller of Public Accounts’ 2025 report counted 23 energy-sector Fortune 500 headquarters in Texas, 18 of them in the Houston-Pasadena-The Woodlands metro area. The report also gave Houston’s coal/oil/power industry a location quotient of 4.04, based on 2025 Q3 data. These figures show concentration; they do not prove what caused either company’s decision.

The Comptroller’s report cites other Houston headquarters moves as context: NRG Energy relocated from Princeton, New Jersey, in 2021, describing the move as a step that simplified operations; Chevron moved from San Ramon, California, in 2024, citing supplier proximity, a welcoming business environment and lower cost of living. Those companies’ explanations are not evidence of Devon’s or Expand’s motives.
Are Devon and Expand leaving Oklahoma City?
They are planning headquarters moves, but the available reporting does not establish that every local employee, business function or asset will leave. Devon specifically said it planned to keep a significant Oklahoma City presence. The Oklahoma News Report also relayed Mayor Holt’s estimates that about 1,000 Devon employees and about 500 Expand employees would remain in the area. Those figures are estimates reported by the broadcast, not verified corporate counts or guarantees.

The distinction matters: a headquarters is a corporate center, not a complete inventory of a company’s offices, workers, production or property. The cited report says taxable oil-well assets remain in Oklahoma, even as it describes concerns about local employment and income- and sales-tax revenue.
How many jobs or tax dollars could Oklahoma lose?
The cited reporting does not establish a final number of employees who will relocate, a net job-loss figure, a quantified tax-revenue impact or final dates for either move. It therefore does not support a numerical estimate of the economic loss to Oklahoma City or the state. The employee figures attributed to Mayor Holt describe expected employees remaining in the area; they are not a calculation of jobs lost.

For broader context, the Texas Comptroller’s 2025 report summarized Texas Economic Development & Tourism Office data showing 314 corporate headquarters relocations to Texas and 7,360 announced jobs during 2015–2024. Those totals cover reported headquarters moves to Texas across industries, not energy-company moves from Oklahoma specifically, and should not be read as a forecast for Oklahoma.

The Oklahoma News Report presents competing local views. Some voices warned that the changes could weaken employment and income- and sales-tax revenue; the report also notes that oil wells and other taxable assets remain in the state. Other voices argued the departures could push Oklahoma to diversify into areas such as biotechnology, advanced manufacturing and aerospace. Those are concerns and perspectives, not measured outcomes or proof that new industries will replace any losses.

The clearest established change is the planned corporate-headquarters shift to Houston. The scale of any wider effect on jobs, tax collections and Oklahoma City’s energy-sector identity remains undetermined in the cited reporting.
