The public information available does not establish a current official dollar value for El Salvador’s Bitcoin holdings or a published independent audit opinion covering the complete reserve. The clearest reported quantity is the IMF’s estimate of 6,070 BTC in February 2025—a dated figure, not a current balance.
How many Bitcoin does El Salvador’s government hold?
In its February 2025 country report, the International Monetary Fund (IMF) estimated that the Bitcoin Management Agency managed total public holdings of 6,070 BTC, equivalent at the time to around 2 percent of GDP. That is a historical estimate. It should not be read as today’s balance.
A later change in a reported reserve-fund figure does not necessarily mean the government bought more Bitcoin. At a July 24, 2025 press briefing, IMF Communications Director Julie Kozack said “the total amount of Bitcoin held across government-owned wallets remains unchanged,” adding that “the increases in the Bitcoin Reserve Fund relate to movements across various government-owned wallets.” Her statement described the IMF’s account at that time: transfers between government wallets can change a fund’s displayed total without changing aggregate government holdings.
The IMF’s September 3, 2026 staff-level announcement said authorities had provided documentation showing that accumulation since the first program review reflected private donations and that no public resources were used. It also said no further accumulation beyond documented donations was expected. These are the IMF’s reports of documentation provided by the authorities, not a current public wallet tally or an independent audit finding.

How is the reserve valued in dollars?
A BTC balance and a dollar valuation are different pieces of information. To turn a quantity of Bitcoin into a dollar amount, a valuation needs a price source and a timestamp. A market-price calculation could be presented as an estimate if both are specified, but it would not establish the value booked by the government.
The IMF materials cited here report a BTC quantity and describe program-related disclosure commitments, but do not identify an official reserve-wide accounting method, price source, or valuation date. They therefore do not support a current official dollar valuation. The February 2025 estimate’s comparison with GDP is also not a current dollar valuation.

What disclosures exist, and what can they show?
The IMF’s February 2025 program report described commitments to publish public addresses for public-sector cold wallets and Chivo summary financial statements that include transfers to and from the government and liquidity-management policies. Making addresses and statements public can help readers trace disclosed balances and transactions. A blockchain record can show activity for a known address; it does not, by itself, establish that the disclosed address list is complete.
The IMF’s October 1, 2026 review said transparency of public-sector crypto-asset holdings and governance remained priorities. It also reported that majority ownership and control of Chivo had transferred to a private operator, while residual public-sector involvement remained to be unwound. Chivo’s operational ownership should not be treated as proof of who owns or controls the Bitcoin holdings described in reserve disclosures; customer assets and government holdings are distinct scope questions.

Has the reserve been independently audited?
The cited IMF materials do not provide a published independent audit opinion covering all reserve holdings and related records. Wallet visibility, government disclosures, and documentation provided to IMF staff are not substitutes for such an opinion. In particular, the IMF’s September 2026 account of donation documentation should not be described as an independent audit of the reserve.
A comprehensive audit would need to establish what assets are in scope, whether the disclosed wallet set is complete, who controls the signing keys, and how balances and transactions are recorded in government accounts. It would also examine relevant encumbrances, off-chain claims or liabilities, and the financial-statement treatment of the holdings. These are questions an audit would address; their inclusion does not imply that any particular undisclosed asset or liability exists.
