How to Claim and Reconcile Input Tax Credit Under GST

A practical guide to checking GST ITC eligibility, matching GSTR-2B to purchase records, handling exceptions and reporting credit in GSTR-3B.

To claim input tax credit (ITC) under India’s GST, first check that the credit is legally eligible, then reconcile each relevant document in your purchase records with GSTR-2B, and report the eligible amount and any required reversals in GSTR-3B. A match in GSTR-2B is useful evidence for reconciliation, not by itself a decision that the credit can be claimed.

What GSTR-2B tells you—and what it does not

GSTR-2B is a read-only, static, auto-drafted statement on the GST Portal. It is not a return to file. It draws on supplier-filed GSTR-1/1A, GSTR-5 and Input Service Distributor (ISD) GSTR-6 information, as well as import information from ICEGATE. A document shown as available may still be ineligible under the law—for example, because of business-use, apportionment or blocked-credit rules. Conversely, a missing or incorrect document is an exception to investigate; do not treat the statement alone as resolving the legal conditions for a claim.

Reconcile GSTR-2B with your books before filing

  1. Download the statement for the relevant period. On the GST Portal, go to Services > Returns > Returns Dashboard > File Returns, then open the GSTR-2B tile after it has been generated. The portal offers Excel and JSON downloads. Save the period’s statement with your return working papers. GST Portal GSTR-2B FAQ
  2. Match documents to the purchase register and source records. Compare supplier GSTIN, invoice or debit-note number and date, taxable value, tax amounts and place-of-supply details. Check the underlying invoice or other prescribed document, not just the summary totals.
  3. Record exceptions invoice by invoice. Note missing or incorrect records, amendments, credit notes, duplicate bookings, period differences and classification differences. Keep the reason for each difference and the action taken in a dated reconciliation file.
  4. Resolve the exception and assess the claim. Where appropriate, ask the supplier to correct its reporting and retain the correspondence. Check whether a credit note or amendment changes the amount, whether the credit has already been claimed, and whether the document and transaction meet the applicable legal conditions.
  5. Review GSTR-3B and tie it back to the working papers. Use the system-generated values as a starting point, then reconcile the figures to the books and your eligibility assessment. The portal says populated values are presently editable and edited fields are highlighted; an auto-populated figure is not a substitute for review. Confirm that the same credit has not been claimed twice.
  6. Retain the supporting trail. Keep invoices, debit notes, bills of entry, prescribed ISD documents, import records, payment evidence where relevant, supplier follow-ups, the reconciliation and return working papers.
Reconciliation result What to check before reporting
Matched and potentially eligible Confirm legal eligibility, business use, receipt, valid supporting document and that the amount has not already been claimed.
Missing or incorrect in GSTR-2B Investigate the source document and applicable supplier-reporting conditions for the period; seek a supplier correction where appropriate and document the follow-up.
Duplicate or previously claimed Trace the original booking and earlier return working papers so the credit is not claimed again.
Credit note or amendment Match it to the original transaction and determine the required net adjustment under the applicable rules.
Shown as unavailable, or otherwise restricted Review the reason shown and separately test all relevant legal restrictions. The portal’s categories do not cover every possible reason a credit may be unavailable.

Check legal eligibility separately from the portal match

Section 16 of the Central Goods and Services Tax Act generally allows a registered person credit for tax on inputs used or intended for business, subject to statutory conditions. Eligibility is fact-specific: check the applicable Act, rules, notifications and circulars for the tax period and transaction. CBIC: The Central Goods and Services Tax Act

  • Document and transaction: Confirm you hold an appropriate supporting document, such as a supplier invoice, debit note, bill of entry or prescribed ISD document, and that the relevant goods or services were received. Check the document particulars and keep purchase records.
  • Business and supply use: Credit for non-business use is restricted. Where inputs or input services serve both taxable (including zero-rated) and exempt supplies, applicable apportionment rules can limit the credit.
  • Blocked credits: Section 17(5) blocks certain categories, subject to statutory exceptions. Examples include certain motor vehicles, food or catering, membership, personal consumption, gifts or free samples, and lost or destroyed goods. These examples are not a complete eligibility test; check the statutory wording and any applicable exception.
  • Other applicable conditions: Verify supplier reporting, timing, return and payment-related conditions that apply to the transaction and period. An “available” status in GSTR-2B does not establish that all such conditions are met.

The portal identifies some “ITC not available” cases, including items treated as time-barred under Section 16(4) and certain place-of-supply mismatches. Its indicator is not an exhaustive list of legal restrictions, so self-assessment remains necessary. GST Portal GSTR-2B FAQ

Report eligible ITC, reversals and reverse-charge credit in GSTR-3B

After completing the reconciliation and eligibility review, report eligible credit and any required reversals in the applicable GSTR-3B ITC and reversal tables. Review the current form instructions for the tax period rather than relying on an unexplained system-generated figure. For reverse-charge inward supplies, the GST Portal FAQ says the liability is reflected for reporting, while related ITC is taken in the appropriate GSTR-3B table after payment of tax, subject to eligibility. Verify that the reverse-charge tax has been paid and that the credit otherwise qualifies before including it. GST Portal GSTR-2B FAQ

Watch the claim deadline and the 180-day payment rule

Section 16(4) time limit

For the general rule stated in Section 16(4), ITC cannot be taken after 30 November following the end of the relevant financial year, or the date of filing the relevant annual return, whichever is earlier. This is the current general wording reproduced in CBIC Circular No. 237/31/2024-GST; apply the rule to the relevant tax period and check whether a special provision governs the case. The circular also explains retrospective relief under Sections 16(5) and 16(6) for specified older periods and cases. It is not a general extension: verify that the taxpayer and claim meet the provision’s particular conditions. Older material may state a September deadline, but that should not be substituted for the general current wording above.

Payment to the supplier within 180 days

Under the prescribed rules, failure to pay the supplier the value of the supply plus tax within 180 days can trigger a reversal or reporting consequence; credit may be taken again on payment in the prescribed manner. Check the rules applicable to the period, transaction type and any exception before making an adjustment. Do not apply this rule mechanically. CBIC: Input Tax Credit Rules

Keep a defensible reconciliation record

A useful file lets you trace each reported amount from GSTR-3B back to the books, GSTR-2B and the underlying transaction. Retain the period-specific statement, invoice-level match and exception log, eligibility decisions, supporting documents, supplier corrections or follow-ups, payment evidence where relevant, and the return calculation. Because GST treatment depends on facts and rules in force for the relevant period, confirm the current official law and portal instructions before filing or correcting a particular claim.
