Mobile device management (MDM) is an operating cost: organizations pay for software and the work of configuring, securing, supporting, and retiring mobile devices. It can help reduce larger mobile costs when managers use accurate device and service records to adjust plans, cancel unused lines, and consolidate contracts. But federal savings examples do not establish that MDM software itself pays for itself or delivers a typical business return.
What MDM costs—and what it can help control
MDM is part of the ongoing work of managing phones and tablets used for business. That work can include setting security policies, provisioning devices, helping employees, handling departures, and securely retiring or wiping devices. NIST’s SP 800-124 Rev. 2, published in May 2023, treats mobile security as a lifecycle issue that spans deployment, use, and disposal—not simply a software subscription to compare with an assumed saving.
The potential savings usually come from decisions enabled by better visibility, rather than from installing MDM alone. An organization that can connect each device to its service line, user, and business need can review usage, change a poorly matched plan, cancel an unneeded line, or combine purchasing. If it lacks reliable inventory data or does not act on what it learns, management software may add expense without producing those savings.
What reported savings do—and do not—prove

These examples point to opportunities in mobile-service oversight and purchasing, but they concern different programs, dates, and scopes. They should not be added together or treated as comparable measures of a typical organization’s MDM return. The cited sources do not establish a current, representative MDM license price or a general business payback period.

How ownership models change the cost picture
Choosing who owns a device changes who pays for hardware and service; it does not make administration, support, or risk management disappear. NIST’s mobile guidance describes organization-provided and personally owned deployments, while its BYOD resources discuss possible cost and flexibility benefits alongside security and privacy concerns.

NIST’s Mobile Device Security guidance says BYOD and COPE may offer savings and flexibility; that is a possibility, not a measured result that applies to every organization. A BYOD policy can shift hardware costs without eliminating employee support, secure access, privacy communication, or device-removal work.

Build a business case from your own numbers
A useful comparison counts the full cost of each model over the device lifecycle, then identifies which expenses a proposed MDM program could actually change. Avoid treating all mobile spending as avoidable: security controls, support, and replacement devices may remain necessary even if service plans are optimized.
- Count devices and lines. Reconcile the device list with carrier bills, users, and business purposes. Flag missing, duplicate, unassigned, or retired devices and lines.
- Review utilization and plans. Compare actual service use with the plan on each line. Estimate savings only for plan changes or cancellations the organization can implement, including any applicable contract constraints.
- Price administration and support. Include MDM/EMM subscriptions, setup and integration, policy configuration, onboarding and offboarding, help-desk time, employee training, and ongoing oversight.
- Compare ownership choices. For organization-owned, COPE, and BYOD, include hardware purchases and replacements, carrier payments or reimbursements, lost-device handling, and employee support. Document which costs move to employees rather than disappear.
- Include security and retirement needs. Account for required controls, data protection, privacy practices, and secure removal of organizational access and information at device retirement.
- Check purchasing flexibility. Assess whether contracts can be consolidated, whether the management approach covers the platforms in use, and whether standards-based controls allow data export or a future vendor change. NIST NCCoE notes that standards-based controls can reduce long-term costs and vendor lock-in, but does not give a universal monetary return.
- Compare scenarios over the same period. Set out expected recurring costs and one-time implementation costs beside realistic, attributable service or labor reductions. Treat uncertain savings as estimates, not guaranteed MDM payback.
When MDM is more likely to save money
MDM is most plausibly a cost-control tool when an organization has enough devices or lines to make oversight material and can use its records to take action. GAO found that decentralized management and incomplete inventories made it harder for federal agencies to monitor usage, decide whether to cancel a device or change its service plan, and identify contracts suitable for consolidation.

- There is an inventory problem: Devices, users, and service lines are not consistently reconciled.
- Usage can inform decisions: The organization has reliable usage information and a process to review it.
- Purchasing can change: It can alter plans, cancel unnecessary lines, or consolidate contracts when the evidence supports doing so.
- Controls meet a real need: Security, onboarding, support, and retirement requirements justify the management work, regardless of whether a direct service saving is realized.
If the organization already has an accurate inventory, competitive service arrangements, and little scope to change plans or purchasing, cost savings may be limited. MDM may still be justified by security and operational needs, but those benefits should be evaluated separately from claimed savings.
