What BIR Form 2551Q is—and who should check it
Form 2551Q is used to report quarterly percentage tax. BIR’s form listing includes persons with gross annual sales and/or receipts not exceeding ₱3,000,000 who are not VAT-registered, as well as specified classes of businesses and franchisees. That threshold describes one listed class; it is not a complete eligibility test for every taxpayer. Check your BIR registration, activity, applicable elections, and current rules before filing. This overview does not determine a particular taxpayer’s rate, taxable base, exemptions, or liability. Those depend on the taxpayer’s facts and the current applicable instructions and law.

Use BIR’s official Form 2551Q listing to locate the return. BIR also provides electronic filing through eFPS and the eBIRForms package. Which route applies can depend on the taxpayer’s circumstances; the available information does not establish universal eligibility rules for either channel, so check BIR’s current filing instructions for your registration.

BIR’s eFPS service provides a Form 2551Q return workflow and payment facility. Start at the eFPS Form 2551Q return page and follow the instructions applicable to your account.
eBIRForms
BIR’s 2025 notice, Revenue Memorandum Circular No. 049-2025, identified Offline eBIRForms Package version 7.9.5 and described Form 2551Q alphanumeric tax code enhancements related to advance percentage-tax payments made through Form 0605. That is the version cited in the 2025 notice, not confirmation that it remains the latest package in 2026. Check BIR for the current package and instructions before downloading or filing. When Form 2551Q is due
The general deadline stated in BIR’s Form 2551 instructions is on or before the 25th day of the month following the close of the quarter. The instructions describe exceptions for specified amusement taxes and taxes on overseas messages, for which a 20-day period applies. Consult the BIR Form 2551 guidelines and instructions to determine whether an exception applies.
Do not assume the general deadline is the final date for every filing period. BIR issues quarter-specific calendar entries and may announce extensions. Check the current BIR tax calendar and applicable circulars for your quarter; for example, BIR issued RMC No. 012-2026 and RMC No. 062-2026 in 2026.

How to tell whether an eFPS payment went through
Filing or sending a payment instruction is not the same as a completed payment. BIR’s eFPS payment page warns: “The acknowledgement receipt or confirmation page does not mean that the payment transaction has been executed.” It says the page notifies you that the bank received payment instructions. - Submit the payment instruction through the applicable eFPS workflow.
- Check the bank or payment channel for confirmation that the transaction was completed, rather than treating the instruction acknowledgement as proof of payment.
- Retain the completed payment record along with your return filing confirmation and other relevant tax records.
The key distinction is between confirmation that instructions were received and evidence that funds were transferred. Keep the record showing completion.

Choosing between eFPS and eBIRForms
Both are BIR electronic filing routes, but they are not interchangeable for every taxpayer by default. Check which route applies to your registration and current BIR requirements, and confirm that you are using the current form or software package. For eFPS, separately verify payment completion through the bank or payment channel; an acknowledgement of instructions alone is insufficient.
