Ontario’s Starlink plan is no longer moving forward: the province says it stopped partnering with Starlink for its Ontario Satellite Internet (ONSAT) Program in March 2025. The original announcement aimed to connect 15,000 underserved homes and businesses, but that was a target—not a confirmed connection count. The official pages reviewed do not establish how much was ultimately spent or what the cancellation cost.
What Ontario originally planned
In November 2024, Ontario announced Starlink as the provider for ONSAT, a provincial satellite internet procurement managed by Infrastructure Ontario. The plan focused on rural, remote and northern locations where fibre-optic or fixed wireless service was unavailable.
The announcement described a target of 15,000 unserved or underserved homes and businesses and service speeds of 50 Mbps download and 10 Mbps upload. Ontario expected eligible service to become available in June 2025, with registration details to follow in spring 2025. Those figures were program targets and projected timing, not proof that service launched or premises were connected. When did Ontario end the Starlink partnership?
Ontario says it was no longer partnering with Starlink for ONSAT as of March 2025. That update supersedes the earlier expected June 2025 availability date; the date should not be described as a completed launch. The province’s current connectivity page and Infrastructure Ontario’s ONSAT project page record the change.

What does the $100 million figure mean?
The official pages cited here do not itemize the $100 million figure or document a final contract expenditure, cancellation payment, or taxpayer loss. It therefore cannot be treated from these sources as the amount Ontario paid Starlink. Nor can it be divided by 15,000 to produce an established cost per home or business: the target was a planned reach, and the relevant spending and contract details are not established in the cited material.
What internet options is Ontario considering now?
Ontario says it will continue exploring fibre, fixed wireless and satellite to extend high-speed internet access in rural, remote and northern communities. The current provincial page does not name a replacement ONSAT provider. It also does not provide comparable current prices, latency figures or provider-by-provider coverage data, so the available information does not support ranking those technologies for individual locations.

How the original provider was selected
Infrastructure Ontario began the procurement with a request for qualifications in August 2023 and shortlisted two satellite internet providers. The request for proposals began in January 2024 and closed in May 2024; Starlink was selected and announced in November 2024. The award notice also said the contract required direct engagement with impacted Indigenous communities to help eligible households and businesses access the program and, where feasible, create employment, contracting and training opportunities.
