France’s competition authority raised concerns about competition in generative AI in a June 2024 opinion, and Reuters reported days later that the authority was preparing a formal statement of objections against Nvidia. Those are different things: the opinion discussed potential risks in the sector, while the Reuters report described an anticipated procedural step. Neither establishes that Nvidia was found to have broken competition law.
What are the French antitrust charges against Nvidia?
The phrase “antitrust charges” can overstate what the available public record establishes. On 2 July 2024, Reuters reported, citing people with direct knowledge, that France was set to issue Nvidia a statement of objections over alleged anticompetitive practices. A statement of objections is a procedural document setting out allegations for a company to answer; it is not a final finding of infringement or a fine. Reuters’s report is available at Reuters.
Separately, the Autorité de la concurrence—the French competition authority—published an opinion on competition in generative AI on 28 June 2024. It identified possible risks in the sector, including concerns relating to Nvidia’s CUDA software and investments in AI-focused cloud providers. Why did the authority focus on Nvidia?
Generative AI relies on several connected layers rather than a single product market: specialized processors, computing capacity in the cloud, data, skilled workers and financing. The authority’s opinion describes companies as operating at different points in this value chain and examines how access to those inputs can affect competition and entry. Nvidia appears in that analysis as an important supplier of computing components, but the opinion does not establish a market-share figure or a legal finding of dominance.

CUDA and software dependence
CUDA is Nvidia’s software platform for programming its GPUs. Software compatibility can matter alongside chip availability: developers who build systems around a particular platform may face added work when moving to a different one. In its 28 June 2024 opinion, the authority described CUDA as “the only one that is 100% compatible with the GPUs that have become essential for accelerated computing.” That is the authority’s characterization in its opinion, not a court finding that Nvidia unlawfully restricted competition.
Cloud access and investment relationships
The authority also raised concerns associated with Nvidia’s investments in AI-focused cloud providers such as CoreWeave. Cloud providers supply computing resources to companies that may not own large amounts of specialized hardware. The competition question is whether relationships between a chip supplier and cloud providers could affect access, choices or the ability of rivals to compete; the opinion identifies a potential risk, not proof that access was denied or that an antitrust violation occurred.

Hardware, software and cloud concerns are connected
A chip’s usefulness depends partly on the software developers can use with it and the computing services through which they can access it. That means scrutiny of GPU supply, CUDA compatibility and cloud-provider relationships fits into a broader examination of the AI infrastructure market. The authority’s opinion supplies context for that scrutiny, but it does not by itself confirm the specific allegations Reuters said were expected in a statement of objections.

The sources available for this account do not establish whether the Autorité later issued a public statement of objections, closed an investigation or reached a final decision. The authority’s activity summary published on 8 January 2026 does not name Nvidia in its summary of 2025 decisions, but that omission is not a definitive case-status check. The summary is available from the Autorité de la concurrence. Accordingly, the available record does not confirm a French fine or final infringement decision against Nvidia.

What this means for the AI chip market
The scrutiny highlights the competition issues regulators may examine as demand for generative-AI computing grows: access to specialized processors, the cost of changing software ecosystems, and the terms on which companies obtain cloud computing capacity. These are relevant to market structure because they can shape which firms can build or offer AI services. They should not be confused with a conclusion that Nvidia’s conduct was unlawful.
