The 2025 Emergency Commodity Assistance Program (ECAP) is closed: the USDA Farm Service Agency (FSA) accepted applications from March 19 through August 15, 2025. ECAP was a one-time payment for eligible 2024 crop-year commodities. It used eligible acreage and fixed per-acre rates—not a producer’s measured production loss—to calculate assistance.
What ECAP was—and its current status
FSA administered ECAP to help eligible agricultural producers address increased input costs and falling commodity prices for the 2024 crop year. The American Relief Act, 2025 made up to $10 billion available for the program; that figure is the authorized ceiling, not the amount paid. FSA’s current program page reports that more than $8 billion has been paid, but its reviewed text does not state the snapshot date for that figure, so it should not be read as a final audited total. FSA’s ECAP program page has the current program information.
The application period ran from March 19 to August 15, 2025. It has ended, and producers cannot submit a new ECAP application now.
Who and what acreage could qualify
In general, a producer needed to be actively engaged in farming, have an interest in input expenses for an eligible commodity, and report eligible 2024 planted or prevented-planted acreage to FSA on form FSA-578. Prevented planting also required a CCC-576 notice of loss. FSA allowed late-filed acreage reports through the August 15, 2025 ECAP deadline.

Eligible commodities
The federal notice’s list included barley, canola, crambe, corn, dry peas, extra-long-staple and upland cotton, flax, large and small chickpeas, lentils, mustard, oats, peanuts, rapeseed, rice, safflower, sesame, sorghum, soybeans, sunflower and wheat. Honey, wool and mohair were ineligible. The word “commodity” did not mean every farm product qualified; see the FSA ECAP FAQs and the Federal Register program notice for the official rules.
How acreage was treated
- Qualifying acreage could be intended for harvest, haying, grazing, silage or a similar purpose.
- Prevented-planted acreage counted at 50 percent of the reported acres.
- Some subsequent-crop and double-crop acreage could count for both eligible plantings.
- Where acreage had multiple intended uses, only one intended use could be counted. If producers shared input costs, acreage allocation depended on each producer’s proportional share of those expenses.
- Volunteer, experimental, green-manure and left-standing acreage did not qualify.
Eligible acreage had to be physically located in the United States or its territories. Informal joint-operation members applied based on their share of reported acres, while foreign persons or entities had to meet 7 CFR Part 1400 requirements. Complex ownership, crop-use or location situations depended on the facts; FSA county offices were the program contact for those questions.

How ECAP payments were calculated
FSA’s guidance states: “Payments are based on acreage not production.” In practical terms, the payment calculation multiplied the commodity’s flat per-acre rate by the applicant’s eligible reported acres. It was not based on how much crop the producer actually harvested or on a measured loss in output.
The Federal Register notice set commodity rates using the greater of a defined economic-loss measure or a minimum-rate formula. Its corn example gives a rate of $42.91 per acre; that example is not a rate for other crops. The notice explains the method in the formal ECAP notice.

FSA initially factored payments at 85 percent. Its current page says a subsequent payment equal to 14 percent of the gross ECAP payment brought the final factor to 99 percent. These payment factors describe the proportion paid under the program calculation; they are separate from the individual payment limits.
Payment limits and income certification
The payment cap was $125,000 if less than 75 percent of the applicant’s average gross income for 2020–2022 came from farming, ranching or forestry. The cap was $250,000 if at least 75 percent came from those activities. Eligible applicants could submit the optional CCC-943 certification to qualify for the higher limit.

FSA distinguishes average gross income from adjusted gross income (AGI): for ECAP, gross income means total income before adjustments or deductions. The distinction and certification rules are addressed in the ECAP FAQs.

For the 2024 crop year, FSA listed AD-2047, CCC-902, AD-1026 and SF-3881 among the forms to have on file. Legal entities might also need CCC-901, and CCC-943 applied where relevant. During the application period, submissions could be made in person, through Box/OneSpan, by fax or online with a secure Login.gov account. These are historical application details; they are not a route to file a new application after the deadline.

ECAP is not the same as other USDA disaster aid
ECAP provided acreage-based economic assistance for eligible 2024 commodities. Other USDA programs address distinct losses and have their own eligibility rules and application periods. FSA’s 2023/2024 Supplemental Disaster Assistance overview describes programs including:
- Supplemental Disaster Relief Program (SDRP): Addresses specified crop losses through Stage 1 and Stage 2. The overview lists September 30, 2026 as its application deadline.
- On-Farm Stored Commodity Loss Program and Milk Loss Program: The overview lists January 23, 2026 as the end of signup for these programs.
- Emergency Livestock Relief Program (ELRP): Addresses specified livestock losses.
Those programs are not extensions or continuations of ECAP, and ECAP’s August 15, 2025 deadline does not determine their status. Check each program’s own FSA information for current eligibility and application details.
