Why IBM Acquired Oracle Consultancy AST

IBM’s AST deal adds Oracle implementation expertise and public-sector experience to its consulting practice, but IBM has not disclosed financial terms or an exact closing date.

IBM announced on January 16, 2025, that it intended to acquire Applications Software Technology LLC (AST), a global Oracle consultancy. The strategic aim was to add consulting capacity for Oracle cloud deployments and transformations, particularly for public-sector clients. IBM’s announcement did not disclose a purchase price, and its current pages confirm AST is being integrated into IBM without stating the transaction’s exact completion date.

What IBM announced and why

IBM said AST would build on its 2024 acquisition of Accelalpha and strengthen its ability to help organizations deploy and manage Oracle cloud solutions and get value from them. IBM highlighted clients in North America, the UK and Ireland, with particular attention to local governments and K-12 education. It also cited commercial work in manufacturing, energy and consumer packaged goods.

IBM described public-sector cloud transformations as challenging because they can involve legacy-system transitions, scarce skills, and security or compliance demands. That is IBM’s rationale for the deal, not an independently measured finding about public-sector projects.

Kelly Chambliss, IBM Consulting’s senior vice president for the Americas, said in the announcement that public-sector cloud transformations often require a consulting partner with industry, domain and technology expertise. AST’s then-CEO, Justin Winter, said joining IBM would create opportunities for employees and expand solutions for customers. Both statements were issued by the companies involved.

What Applications Software Technology does

AST is a business and technology consultancy focused on Oracle implementations and business-process redesign. IBM said AST had been an Oracle partner since 1996. At the time of the announcement, its headquarters were in Lisle, Illinois, with teams across the United States, the UK, Canada and India.

IBM listed AST’s expertise in Oracle Fusion Cloud ERP and related applications, Oracle Cloud Infrastructure (OCI), JD Edwards and NetSuite. The listed Fusion Cloud areas included:

AST also brought Salesforce and MuleSoft expertise and partnerships, according to IBM’s announcement.

How the deal fits IBM’s Oracle practice

IBM’s current Oracle Consulting page describes services across Oracle Cloud applications, infrastructure, migrations and managed services. IBM says the practice has more than 10,000 Oracle Cloud consultants and thousands of successful projects; those are current IBM-published marketing figures, with no publication year displayed, and are not stated to be results of the AST acquisition.

IBM’s current AST page describes the company as moving beyond the acquisition phase while IBM integrates teams, methods and capabilities. It highlights public-sector and ERP transformation, Oracle Cloud applications and platform technology, managed services, automated testing and cloud assessments. The page also reports 300+ successful cloud projects in the public sector and 500+ agentic AI certified consultants. IBM does not display a publication year for those figures, which are company-reported rather than independently validated.

When did IBM’s AST acquisition close?

IBM’s January 16, 2025 announcement said it expected the deal to close in the first quarter of 2025, subject to customary closing conditions and regulatory approvals. That was a forecast, not a confirmed closing date. IBM’s current AST page says integration is underway, but the reviewed IBM pages do not give an exact completion date.

What IBM did not disclose

IBM did not disclose financial terms in its acquisition announcement. The available IBM materials therefore do not establish the transaction’s purchase price or valuation.

What the acquisition means for organizations considering Oracle services

The deal adds AST’s listed Oracle implementation capabilities and public-sector experience to IBM’s consulting organization. IBM’s stated service scope now covers Oracle applications, infrastructure, migration and managed services, while its AST page emphasizes integration work and public-sector transformation.
