Workplace monitoring can raise stress—but the evidence is more nuanced than “out of control”

Workplace monitoring covers very different tools. Studies find small average associations with stress and job satisfaction, while mouse-jiggler reports highlight how activity targets can miss real work.

Workplace monitoring is not one tool, and its effects are not the same for every worker. A 2022 meta-analysis found small average associations between electronic monitoring and more stress and lower job satisfaction, but no relationship with performance. Official and parliamentary reports also describe workers using mouse jigglers to meet activity targets; they do not establish how common that practice is.

What “workplace monitoring” can mean

Monitoring can include computer activity tracking, cameras, microphones, GPS or app-based monitoring, and wearable sensors. Employers have cited purposes such as performance oversight, coaching, remote-work oversight, safety, and security. Those stated purposes do not, by themselves, establish that a particular system is effective or that every employer uses it.

The experience depends on what is collected, how continuously it is collected, how the data are used, and whether the measure reflects the work. A camera used for a specific safety purpose is not interchangeable with software that logs keystrokes or mouse movement.

What studies say about stress, satisfaction, and performance

Average associations in a 2022 meta-analysis

Rudolf Siegel, Cornelius J. König, and Veronika Lazar synthesized 70 independent samples and 233 effect sizes. Their results describe small average associations, not proof that monitoring caused a particular worker’s outcome:

These correlation values are not percentages, and they do not mean that every monitored employee becomes more stressed or less satisfied. The meta-analysis gives an overall pattern across samples, not an individual prediction.

A 2024 study of Canadian workers

Paul Glavin, Alex Bierman, and Scott Schieman analyzed a national sample of 3,508 Canadian workers. Perceived surveillance was indirectly associated with greater psychological distress and lower job satisfaction through stress proliferation—the way stressors can extend into other parts of life or work. The authors also reported a positive direct association between perceived surveillance and job satisfaction. The result is therefore more complex than a claim that surveillance invariably reduces satisfaction.

What a 2025 review adds

Cornelius J. König’s 2025 review describes overall performance effects as neutral, alongside a small positive association with strain and a small negative association with job attitudes. It cautions that outcomes may differ with individual traits, job characteristics, and national and regulatory settings. These findings support concern about how monitoring is designed and experienced, not the blanket conclusion that all monitoring is harmful or “out of control.”

Why activity tracking can miss the work

A mouse that is still does not prove that an employee is idle. Reading a printed document, taking a phone call, helping a colleague, making notes, or working through a calculation on paper can all involve little or no mouse activity. Keystroke totals, screen time, physical location, and task duration likewise do not establish the quality of someone’s work or the soundness of their judgment.

That does not mean every activity measure is useless in every role. It means a measure should fit the task it is supposed to represent. As Dr Jake Goldenfein, Senior Lecturer at the University of Melbourne and Chief Investigator at the Australian Research Council Centre of Excellence for Automated Decision-Making and Society, told a Victorian parliamentary inquiry: “If you are doing it in order to really increase throughput in a warehouse, that is one thing, but if you are doing it in ways that just make sure your staff are sitting at their desks and tapping a key every once in a while, then you are not getting productivity.”

Mouse jigglers are a reported response, not a measured trend

The U.S. Government Accountability Office says perpetual monitoring has led some workers to game activity systems with meaningless tasks, including jiggling a mouse to meet arbitrary milestones. A 2025 inquiry by the Legislative Assembly of Victoria’s Economy and Infrastructure Committee also describes reported mouse jigglers that simulate movement, as well as placing weight on keyboard keys and covering laptop cameras.

Those accounts document examples, not a prevalence survey. They do not establish how many workers use mouse jigglers, or how use varies by occupation, location, or remote-work status. The reported behavior is evidence that some targets can invite gaming; it is not evidence that mouse movement reliably measures work. The Victorian committee’s Finding 5 states: “Research shows that workplace surveillance is unlikely to significantly improve workers’ productivity and can produce counterproductive behaviours instead.” That is the committee’s finding, not a universal scientific law.

How to assess a monitoring system at work

For a worker trying to understand a system—or a manager reviewing one—these questions can make its practical impact clearer. They are a reader-oriented framework, not a validated scoring tool or legal checklist.

Question Why it matters
What purpose does the employer say the monitoring serves? A measure should be judged against its stated purpose rather than treated as useful simply because it produces data.
What data are collected, and at what level of detail? Knowing whether a system records broad patterns or detailed activity helps explain what can be inferred from it.
Is collection continuous or limited to a task, time, or safety need? The scope and duration affect how intrusive monitoring feels and what it can capture.
Have workers received clear notice and a chance to participate in the discussion? Clarity can help workers understand what is being recorded and why.
Can workers understand or challenge the measures applied to them? People need a way to identify when a metric misrepresents their contribution.
Is performance judged by work quality or by activity proxies? Mouse movement and keystrokes may not reflect important parts of a job.

What workers can do when a metric misrepresents their work

  1. Ask what is recorded and why. Request a plain-language explanation of the data, the monitoring purpose, and how results are used. This is a practical step, not a statement about any specific legal entitlement.
  2. Describe work the metric misses. Give concrete examples such as calls, reading, paper-based calculations, or assistance to colleagues, and explain how those activities contribute to the job.
  3. Ask how the measure can be reviewed. If a dashboard or score is used to assess performance, ask how errors or missing context can be raised and considered.
  4. Check the relevant workplace policy or representative. Rules and protections vary by jurisdiction, so the sources discussed here should not be treated as legal advice for a particular country or workplace.
