Amkor’s best-supported European expansion story is in Porto, Portugal: the company said it had broken ground on a factory expansion there and partnered with GlobalFoundries (GF) to connect GF’s wafer production with Amkor’s semiconductor packaging and test services. The companies announced the cooperation on January 16, 2024; that announcement does not establish the Porto expansion’s cost, capacity, job count, completion date, or current operating status.
What Amkor announced in Porto
On January 16, 2024, Amkor and GF marked the start of a European strategic partnership at Amkor’s Porto facility. GF said it had been transferring equipment from its Dresden site to Porto since February 2023. Amkor reported that 50 tools had been transferred and that first customer products were being qualified on the installed GF tools. The equipment was described as GF’s 300 mm bump and sort lines moving to Amkor’s IATF 16949-certified Porto plant. Amkor’s announcement details the cooperation and transfer.
The equipment transfer is part of the partnership; it is distinct from the separate factory expansion Amkor said had recently broken ground in Porto. The announcement gives no investment amount, planned capacity, employment target, or construction timetable for that expansion. Nor does its 2024 qualification update establish the site’s status in 2026.
How the partnership fits into chipmaking
Semiconductor production involves different stages. Wafer fabrication creates chips on silicon wafers; bumping and sorting prepare and assess wafers or dies for subsequent steps. Outsourced semiconductor assembly and test (OSAT) providers package chips and perform testing. Amkor’s 2025 annual report describes packaging and test as services that follow wafer fabrication and outlines the company’s business across those stages.

The Porto cooperation connects GF wafer production with bumping and sorting at Amkor’s site, alongside Amkor’s broader assembly and test business. It is not an announcement that Amkor is building a wafer-fabrication plant in Portugal. The annual report provides company-wide context, not Porto-specific capacity or operating details.
Why the companies say it matters
Amkor and GF presented the arrangement as a way to support more regionalized European semiconductor production and strengthen supply for automotive and other critical-chip markets. Amkor executive vice president Kevin Engel described their shared aim as stabilizing “a robust and resilient European automotive supply chain.” Those are the companies’ stated goals, not proof that this partnership by itself resolves Europe’s supply vulnerabilities. For customers, the industrial logic is to link wafer production and later processing steps within a European supply-chain arrangement. The announcement does not quantify how much production this would support or how many customers or vehicles might ultimately be served.
