What is reportedly being considered?
Moneycontrol reported on 24 August 2026 that the Central Board of Indirect Taxes and Customs (CBIC) had formed a working group to consider unified handling of GST audits and investigations for businesses operating in multiple states under one PAN. The report’s unnamed sources expected the group to submit a report in August and suggested a possible introduction within six months. The proposal’s stated aim is to coordinate audit and investigation administration for a business across its state operations. The report does not establish the final scope, operating arrangements, legal instrument or transition process.
Would it change registrations or return filing?
According to an unnamed source quoted by Moneycontrol, state registrations and routine state-wise return filing would continue under the contemplated approach. It should therefore not be read as a move to one GST registration for a multi-state business or a consolidated return that replaces state-level filings. How does the proposal differ from existing joint-audit guidance?
The GST Council Secretariat’s Model All India GST Audit Manual already discusses coordinating joint audits where taxpayers under the same PAN operate across multiple locations or tax administrations. It proposes coordination through a committee and selection based on criteria or risk parameters agreed between administrations, with GSTN data among the contemplated inputs. That manual is procedural model guidance, not proof that the newly reported CBIC working-group proposal has been approved. Nor does coordinated joint-audit guidance itself establish a universal single authority for every audit or investigation. The two concepts should not be treated as interchangeable.

What could change for businesses if the proposal proceeds?
The Moneycontrol report describes businesses facing proceedings in multiple states, requests for similar records, and potentially inconsistent views by tax authorities. Grant Thornton Bharat partner Manoj Mishra characterized the fragmented approach as causing “duplication of proceedings, inconsistent positions by tax authorities, repetitive data submissions and avoidable compliance costs.” That is an expert’s assessment quoted in the report, not an official finding or a measured estimate of costs. Central coordination could reduce repeated requests and improve consistency, but any actual effect would depend on the final rules and how they are applied. Rahul Shekhar, partner for indirect tax at Nangia Global, said the extent of cost savings could not be assessed at that stage and would depend on the framework’s final scope and modalities. No government-published figure in the reviewed material quantifies the number of businesses affected or expected savings.

What remains unknown?
- Whether CBIC or the GST Council has formally approved or notified the framework.
- Whether it would cover audits alone, or also investigations and other departmental proceedings.
- Which authority would coordinate or conduct proceedings and how state tax administrations would participate.
- The legal instrument, effective date and transition arrangements.
Until these details are published, multi-state businesses should not assume that the proposal changes their current registrations, filing duties or need to engage with state tax administrations.
