Donald Trump threatened an additional 100% tariff on Chinese goods on October 10, 2025, but that statement was a threat—not evidence that the tariff took effect. Later US policy described a different arrangement: a reduced fentanyl-related tariff rate and a suspension of heightened reciprocal tariffs through November 10, 2026. Those measures do not mean every Chinese import faced a total duty of 10%.
What Trump threatened on October 10, 2025
Trump’s post followed China’s export controls. He first described a “massive increase” in tariffs as a policy under consideration, then specified a possible additional 100% tariff. As quoted by the Associated Press, Trump wrote that the United States would impose a 100% tariff “over and above any Tariff that they are currently paying,” starting November 1, 2025, “or sooner” depending on further Chinese actions. The AP account of the October 10 statement describes a proposed future measure, not an enacted tariff schedule.
Did the additional 100% tariff take effect?
The later US government material cited here does not establish that the threatened additional 100% tariff took effect as announced. Instead, the White House’s November 2025 fact sheet describes a trade arrangement that removed 10 percentage points from the cumulative rate imposed to curb fentanyl flows and continued the suspension of heightened reciprocal tariffs on China through November 10, 2026. The White House fact sheet concerns those later measures, which should not be confused with Trump’s October threat.
What the later tariff measures mean for imports
US Customs and Border Protection described a 10% reciprocal tariff for covered Chinese imports entered before November 10, 2026, in addition to other applicable duties. CBP’s guidance therefore does not say that all Chinese products faced only a 10% total duty. The reciprocal tariff is one measure; the fentanyl-related rate and other applicable product duties are separate considerations. A product’s total duty can depend on its customs classification and the measures applicable to that item.

After a Trump-Xi meeting, the United States and China released lists of nonsensitive products for tariff cuts, according to the Associated Press. AP reported that the list of US goods entering China covered 1,619 items. It also reported Capital Economics economist Leah Fahy’s estimate that the average US tariff rate on China would decline from around 22% to roughly 20.5%. That estimate describes an aggregate average, not a tariff rate applicable to every product. AP’s report on the product lists and estimate is a later development, distinct from the October 2025 threat.
How to check the duty on a particular product
Neither the threat nor the aggregate rate estimates establish the complete duty for every Chinese product or importer. For an individual import, check the current customs classification and all duties that apply to that item. The Office of the United States Trade Representative maintains an official index of presidential tariff actions; CBP guidance addresses the applicable import measures. Do not use an average rate or the reciprocal-tariff figure alone to estimate a specific shipment’s total charges.
