Auckland Council said operators sent vehicle data to Ride Report about every five minutes. Vehicles marked “unknown” did not appear on the real-time map and did not count toward fleet caps. The council said a private individual provided evidence of anomalies on 2 August 2024. Ride Report’s subsequent analysis was consistent with the allegations and the council’s own findings. Auckland reported that from 26 July 2023 to 15 August 2024, Beam exceeded its Tier 1 and Tier 2 allocations by almost 40%. Its permitted total was 1,400 scooters: 450 in Tier 1, 450 in Tier 2 and 500 in Tier 3. The council said preliminary analysis suggested a peak of as many as 530 additional vehicles in “unknown” status, while noting that establishing an exact total required further investigation. Auckland Council said its Ride Report analysis did not find similar activity by other providers. That statement is limited to the analysis and period the council described; it should not be read as a finding about every operator or market.

Beam’s response and later compliance measures
In a 12 February 2025 statement, Beam said it had retained Corrs Chambers Westgarth in August 2024, which engaged Pitcher Partners to conduct an independent analysis. Beam said the analysis was complete and that Corrs had written to partner councils offering settlement or adjustments to affected councils. Beam said it would implement recommendations including an internal compliance officer, training for staff and directors, tighter approvals for reporting methods and product changes, an independent audit, and an enhanced whistleblowing process. It also described Vianova data auditing, dashboard alerts and automated deployment safeguards.
