The public record does not show that FAA layoffs caused, enabled, or funded a SpaceX profit. It does show that the FAA reportedly tested Starlink terminals and that an FAA official told Congress he understood Starlink had a contract. A contract could generate revenue, but the cited record does not establish its value, terms, or any connection to staff cuts.
What is known about Starlink’s FAA involvement?
The FAA reportedly tested three terminals
In a February 26, 2025, letter, Senator Edward Markey said the FAA had announced tests of three Starlink terminals: one at a site in Atlantic City and two at non-safety-critical sites in Alaska. Markey asked the FAA for the contract award, whether it was competitively bid, its value, and whether further deployments were required or optional. His letter establishes that he raised those questions; it does not supply the answers.
An FAA official said he understood a contract existed
At a May 2025 House hearing, FAA official Chris Collins said, “Our understanding is that there is a contract with Starlink, but it——” He was interrupted before adding detail. The surrounding exchange records that he could not provide the contract’s value and said he would follow up. The testimony therefore supports an official’s understanding that a contract existed, but does not establish its financial terms, procurement history, scope, or whether it replaced an earlier arrangement.
What do the FAA layoffs establish?
In a May 2025 interview published by the Department of Transportation, Secretary Sean Duffy said air traffic controllers and FAA safety positions were excluded from probationary employee dismissals and that many dismissed employees had returned. Asked whether Elon Musk had asked him to cut air traffic controllers, Duffy said: “He never called me and said, ‘Cut air traffic control.’ He would never do that.” These are Duffy’s statements about the dismissals, not an independent review of every position or employee affected.

A separate staffing figure should not be conflated with those dismissals. The Department of Transportation Office of Inspector General’s March 24, 2026, audit reported that the FAA Contract Tower Program was roughly 18 percent understaffed as of April 2025. The program covers 266 contract towers staffed by more than 1,500 controllers. That is a specific program-level measure, not a vacancy rate for the entire FAA, and the audit figure does not show that probationary dismissals caused the shortfall.
Why the commercial and regulatory overlap draws scrutiny
The FAA also regulates SpaceX launch activity. The agency says it analyzed SpaceX’s proposal to raise the number of Starship/Super Heavy orbital launches at Boca Chica from five to as many as 25 a year, and that licensing requirements must be met before it grants a license modification. This is evidence of an ongoing regulator-company relationship; it does not establish that the FAA gave SpaceX preferential treatment or that staffing cuts benefited the company.

In March 2025 Senate floor remarks, Senator Richard Blumenthal said three SpaceX engineers had received conflict-of-interest waivers to work on FAA matters because those matters had “direct and predictable effects upon the financial interests of SpaceX.” That is Blumenthal’s characterization, not a final finding of a conflict or misconduct. The remarks alone do not establish the waivers’ full terms or the engineers’ work.
