For Philippine public-school teachers, the SY 2023–2024 Individual Performance Commitment and Review Form (IPCRF) was part of DepEd’s multi-year RPMS-PPST performance-management guidance. Under the adjusted schedule, review and assessment ran through September 15, 2024, followed by teacher eIPCRF uploading and submission through September 30, 2024. Those dates are historical, not current-cycle instructions.
What the SY 2023–2024 IPCRF covered
DepEd Memorandum No. 008, s. 2023 established RPMS-PPST guidance for three school years: “This guidelines shall cover three (3) SYs: SY 2022-2023, SY 2023-2024, SY 2024-2025.” The guidance describes a performance cycle for teachers, with the IPCRF and Teacher’s Portfolio identified as tools for performance assessment. How the performance cycle was organized
The multi-year guidance set out four phases, with roles distributed across ratees, raters and approving authorities. Its phase timing is relative to the school year and is separate from the later adjusted submission dates.
- Performance planning and commitment: establish performance expectations and commitments.
- Performance monitoring and coaching: monitor progress and provide coaching during the cycle.
- Performance review and evaluation: assess performance using the IPCRF and Teacher’s Portfolio, alongside the specified classroom observations.
- Performance rewarding and development planning: address recognition and development planning after evaluation.
What teachers used for assessment and submission
The guidance names the IPCRF and Teacher’s Portfolio as assessment tools. The memorandum does not prescribe a particular portfolio brand or physical organizer; teachers could use a binder or another system as a practical way to keep materials organized, but that is not a specified DepEd requirement. For SY 2023–2024, DepEd’s adjusted instructions directed teachers to use the eIPCRF tool and the online eIPCRF Consolidation System for uploading and submission. DepEd announced the extension of SY 2023–2024 submission into September in its July 23, 2024 update. The later adjusted memorandum set the dates above. Read DepEd’s July 2024 announcement.
Who the eIPCRF instructions applied to
The adjusted schedule discusses school-based personnel broadly but distinguishes teachers’ eIPCRF submission from the IPCRF process for other school-based personnel. The eIPCRF tool and online consolidation route should therefore not be assumed to apply identically to every personnel category.

What changed for the following school year
In July 2024, DepEd said school-level RPMS activity for SY 2024–2025 would be deferred. In February 2025, it issued interim Performance Management and Evaluation System (PMES) guidance for teachers for that school year, stating that teachers would complete the three-year assessment cycle under the earlier multi-year guidance. These later developments reinforce why the 2024 eIPCRF deadlines should not be reused as current instructions. Read the interim PMES guidance for SY 2024–2025.
Teachers checking requirements for a later school year should consult the latest DepEd issuance for that cycle, including its applicable forms, tools, assessment requirements and deadlines.
