Define what good work looks like, rule out options that fail your legal, privacy, or integration requirements, then compare the remaining providers on output quality, reliability, total cost, and the terms for the exact service route you plan to use.
Start with the business task and its cost
Before comparing vendors, write down the task the AI should perform and how you will judge whether it succeeds. “Summarize customer calls” is a starting point; a useful evaluation also specifies what the summary must capture, which errors are unacceptable, and who will check the result.

Estimate the financial stakes as well as the technical ones. For example, compare the expected cost of processing a task—including review or correction—with the time or expense it may save. Do not treat a fluent answer as a successful one if staff must spend more time verifying or repairing it than the task would otherwise take.
- Workload: List the actual tasks, edge cases, and expected input and output sizes.
- Success measure: Define a consistent scoring rubric, such as completeness, correctness, format, or time saved.
- Failure boundary: Decide which mistakes are tolerable, which require human review, and which rule out automation.
- Constraints: Record relevant data categories, required regions and systems, expected volume, and any legal, security, or contract requirements.
OpenAI’s model-selection guidance notes that capabilities, available tools, reasoning settings, and usage limits can differ by product and model version. That makes a vendor’s general reputation or a benchmark result a poor substitute for testing the configuration your business would actually use.

Compare the access route as well as the model
A business may buy a ready-made application, call a model provider’s API directly, or access models through a cloud-hosted catalog. These are different ways to procure and operate AI; they can change integration work, billing, controls, and which organization processes the data.

The Federal Trade Commission identifies AWS Bedrock, Microsoft Azure AI Model Catalog, and Google Vertex AI as examples of model-as-a-service offerings. A cloud catalog does not, by itself, establish that every model available through it has identical data handling. Anthropic’s retention documentation distinguishes its direct API route from access through AWS and Google cloud platforms, where processor roles differ. Confirm the roles and terms for the service you intend to deploy rather than inferring them from the model’s name.
Build a shortlist around non-negotiable requirements
First eliminate routes that cannot meet a hard requirement. Then select a small number of plausible candidates to evaluate. Assess each against the same criteria so that a feature list or sales demonstration does not obscure a poor fit for the actual workload.
- Task quality: Does it produce correct, usable results on representative work, including edge cases?
- Latency and reliability: Does it finish within the workflow’s needs, and how does it behave at expected usage? Obtain current service commitments directly; the sources cited here do not provide a comparable uptime assessment.
- Total cost: What is the expected cost per accepted or completed task at your volume and configuration?
- Privacy and retention: How are inputs and outputs used, retained, monitored, and deleted? What residency options and exceptions apply?
- Operational fit: Are the required models, tools, usage limits, regions, identity controls, monitoring, and application integrations available?
- Portability and support: What would it take to change models or routes, and what support commitments does the contract provide?
These criteria are a procurement checklist, not a vendor scorecard. No comparable provider ranking for uptime, portability, support, or performance is established here; obtain the relevant commitments and test results for your own candidates.
Run a fair evaluation on representative work
Use the same evaluation set, instructions, and scoring approach for every candidate. Build the set from real business tasks, include difficult cases, and handle sensitive data under company policy. For consequential decisions, have qualified people review the outputs rather than relying on an automated score alone.
- Write the evaluation brief. Record the task, success and failure criteria, data categories, expected volume, required systems, and required regions.
- Apply the hard gates. Remove candidates that do not meet legal, security, or integration requirements for the intended use.
- Prepare representative examples. Include ordinary cases and edge cases; define the expected result or scoring rubric before comparing outputs.
- Test the production-like configuration. Use the intended model, route, settings, tools, and service tier where possible. Record output quality, completion time, failures, and usage.
- Estimate the cost per task. Use measured or representative input and output volumes and include the proposed region and processing options.
- Review the proposed terms. Confirm retention, data-processing roles, regional availability, controls, billing, and support commitments for the exact configuration.
- Begin with a scoped deployment. Monitor quality, cost, and failures in use, and revisit the choice when model versions, pricing, or terms change.
Repeat enough runs to see whether results are consistent. A single successful demo does not show how a service will handle the range of business inputs or the variability of routine use.

Use each shortlisted service’s current pricing documentation and your workload estimate. Model the expected prompt and response volume for the selected model, then account for configuration-specific charges such as regional processing or platform and infrastructure fees where applicable. Billing arrangements and rates can change, so verify them against the proposed deployment immediately before procurement.
A practical comparison is:
Estimated cost per accepted task = expected service and platform charges for the workload ÷ number of tasks that meet your acceptance criteria.

Include failed or unusable attempts in the numerator if they incur charges. If outputs need human review or correction, account for that work separately when deciding whether the task is economically worthwhile. Compare candidates using the same workload and acceptance standard; the cheapest request is not necessarily the least expensive completed business task.
OpenAI’s published pricing documentation includes a regional-processing surcharge for eligible models and configurations, illustrating why an advertised rate may not describe the full cost of a particular deployment. There is no synchronized head-to-head price comparison here, and model rates and configurations change. Check each provider’s current terms rather than treating rates from different pages or dates as directly comparable.
Read privacy terms for the exact product and route
Do not use a general claim about a provider as a substitute for the terms governing the product, account, and access route you plan to buy. Check whether inputs and outputs are used for training, how long they are retained, what abuse-monitoring exceptions apply, how deletion works, where processing occurs, and which organizations act as processors.
OpenAI’s business data privacy material states: “We don’t train our models on your organization’s data by default.” OpenAI presents this as the default for its listed business products and API; it should not be generalized to every provider, product tier, or route. OpenAI also documents organization-level controls such as Zero Data Retention or Modified Abuse Monitoring for eligible configurations, along with regional options for supported services. Confirm eligibility and configuration-specific conditions with the current documentation and contract.
For a cloud-hosted route, identify both the platform and model-provider terms that apply. Anthropic’s documentation distinguishes direct API access from certain AWS- and Google-hosted access in how processor roles work. A “no training” statement alone does not answer questions about retention, monitoring, deletion, residency, or the identity of processors.
Make the decision and keep it reviewable
Choose the candidate that clears your hard requirements and performs best against the business outcome you defined, at an acceptable cost and operational risk. Keep a short record of the evaluation set, configuration, results, pricing assumptions, and contract terms behind the choice. That gives the business a basis to review the decision if workload, model version, price, or data terms change.
This is a vendor-selection framework, not a legal opinion, security audit, or hands-on performance comparison. Have the people responsible for legal, privacy, security, procurement, and the business process review the requirements within their areas before production use.
