The threat was conditional and is not evidence that the tariff took effect. A November deal announcement and a later U.S. critical-minerals policy action changed the picture, but the available sources do not independently establish the measures’ exact status on October 4, 2026.
What did Trump threaten?
In a social-media post quoted by the Associated Press on October 10, 2025, Trump said the United States would impose a 100% tariff on Chinese imports starting November 1, 2025, “or sooner,” depending on China’s further actions. He described it as being “over and above” tariffs already being paid. He also raised the possibility of U.S. export controls on critical software.
This was a public, conditional threat—not confirmation that an additional 100% tariff was enacted. The cited Associated Press account does not establish that it took effect.
What export controls did China announce?
On October 9, 2025, China announced expanded export controls on rare-earth elements and related technology. The Associated Press reported that the rules extended licensing requirements to foreign companies and to products containing Chinese-origin rare-earth material, including goods made outside China.

That description matters: the measures were expanded controls and licensing requirements, not a reported blanket ban on every rare-earth export. The Associated Press said the overseas enforcement plan was not immediately clear.
What did the November deal announcement say?
On November 1, 2025, the White House said a Trump-Xi deal would suspend global implementation of China’s October 9 controls and provide general licenses for exports of rare earths and several other critical minerals. The White House also said the United States would keep heightened reciprocal tariffs suspended through November 10, 2026, while a 10% reciprocal tariff remained in effect during that period.

Why do processing and magnets matter as much as mining?
Rare earths feed industrial and defense supply chains, but mining is only one stage. Minerals must also be separated and processed, and some are made into permanent magnets used in downstream products. A country can mine ore yet remain exposed if it depends on foreign processing or imported magnets.

A January 14, 2026 presidential proclamation said the United States produced mined, unprocessed rare-earth oxides but lacked sufficient processing capacity and relied on imported rare-earth permanent magnets. The proclamation summarized U.S. exposure across critical minerals as of 2024: 100% net-import reliance for 12 minerals and at least 50% net-import reliance for 29 more. These are figures reported by the White House, not independently verified here.
The proclamation put the supply-chain issue this way: “Mining a mineral domestically does not safeguard the national security of the United States if the United States remains dependent on a foreign country for the processing of that mineral.” The White House had earlier framed processed critical minerals and derivative products as relevant to defense systems and industrial resilience in its April 15, 2025 fact sheet describing a Section 232 investigation. That is the administration’s rationale.

How did U.S. policy shift after the tariff threat?
Immediate trade pressure
The October 10 threat used the prospect of a sharply higher tariff to pressure China, with the possibility of export controls on critical software also raised. A tariff can affect the cost of importing goods, but the cited material does not establish that this particular additional tariff was imposed or quantify any effect on consumer prices.
Negotiations and longer-term supply options
The November White House account described a negotiated pause in the expanded controls and a continued suspension of heightened U.S. reciprocal tariffs. In January 2026, a presidential proclamation focused on negotiations with trading partners over processed critical minerals and derivative products under Section 232. It directed negotiations and reserved the possibility of later import adjustments depending on their outcome. That was a broader supply-chain policy action; it is not evidence that the October 2025 China tariff threat became policy.

A U.S.-Australia framework announced October 20, 2025, set out another intended approach: cooperation on mining, separation, processing, financing, permitting, recycling, and geological mapping. The framework records policy intentions, not proof that projects were completed or that new capacity came online.
Quick Recap
What is established—and what remains uncertain?
