Hang up or stop replying, do not click links or send anything, and verify the issue through contact information you find independently on SSA.gov or Medicare.gov. A legitimate callback is possible in limited situations, but caller ID, a badge image, or an official-sounding name does not prove who contacted you.
Red flags that point to a payment scam
Many government-impersonation scams follow the same pattern: the caller claims to represent a trusted agency, invents a problem or prize, creates pressure to act immediately, then dictates how to pay. Treat the contact as suspicious if it includes any of these demands or tactics:
- A threat that your Social Security number, benefits, or account will be suspended unless you pay immediately.
- Threats of arrest or legal action meant to make you act before checking the claim.
- Instructions to move money to a “protected” or “safe” account, or to pay with gift cards, cash, cryptocurrency, prepaid debit cards, or a wire transfer.
- A demand for secrecy, or an offer to send someone to collect cash or precious metals.
- A claim that you must pay or provide personal information to receive a cost-of-living adjustment or benefit increase.
- An offer of money, gifts, free care, or medical equipment in exchange for your Medicare number.
SSA says it will not suspend your Social Security number or threaten arrest to force immediate payment, and it will not demand payment by gift card, cash, cryptocurrency, prepaid debit card, or wire transfer. Medicare warns people not to trade their Medicare number for money, gifts, free services, or equipment.
Official-looking details are easy to fake
Scammers can spoof a government phone number on caller ID, use a real employee’s name, send a badge image or official-looking letter, or imitate an agency account. A familiar number or convincing credential is not authentication. SSA also warns that legitimate companies and other agencies cannot transfer a phone call directly to SSA or its Office of the Inspector General; someone who claims to be transferring you directly is using a scam tactic. If you need to contact an agency, end the call and start a new one using its official contact information.

When an agency call might be legitimate
Not every agency callback is fraudulent. SSA employees may call in some business situations, such as after you recently applied for benefits, when an existing recipient’s record needs an update, or when you asked for a phone call. For problems with an SSN or record, SSA typically mails a letter. Medicare may call in limited circumstances, including when you requested a callback, when a plan contacts an existing member, when an agent who helped you enroll follows up, or when Medicare follows up on a suspected-fraud report.
The safest test is not whether the caller sounds plausible; it is whether you can verify the matter independently. If an unexpected call includes a payment demand, threat, or request for sensitive details, end the conversation and contact the agency using a number from its official website or printed on official agency material.

How to respond to a suspicious contact
- Pause. Fear and urgency are part of the pressure tactic. Take time to consult someone you trust if you feel unsettled.
- End the contact. Hang up, stop replying, and do not follow a claimed transfer to another agency or police department.
- Do not pay or disclose. Do not send money, share banking details or identity information, or move funds to a supposedly protected account.
- Avoid links and attachments. Do not click a link in a suspicious message or open its attachment.
- Verify independently. Navigate to SSA.gov or Medicare.gov yourself, or use a number printed on an official card or agency document. Ask whether the agency needs anything from you.
- Report the attempt. Use the program-specific reporting routes below; government impersonation can also be reported to the FTC at ReportFraud.ftc.gov.
Protect your Medicare number and check claims
Your Medicare card has a unique Medicare number, not your Social Security number. Medicare says to protect it as carefully as a credit card. Do not give it to an unsolicited caller, emailer, or visitor; share it only with appropriate health providers, plans, or trusted people who need it for Medicare-related work. Medicare advises against sharing the number with someone who contacts you unless you gave permission in advance.
Review Medicare notices and claims against your own records. Check whether the dates, services, and supplies match care you actually received, and question unfamiliar items with Medicare or the provider. A caller’s claim that you need a “new” Medicare card or that an unfamiliar medical-equipment claim requires you to provide personal information is a reason to verify, not comply.

Where to report Social Security and Medicare scams

For a Medicare report involving a particular claim, gather the service or item, date, amount Medicare approved and paid, the Medicare Summary Notice or claim date, and why the payment seems wrong. For an allegation not tied to one claim, note what happened, where and when it happened, and any supporting evidence. Do not postpone urgent account protection while collecting details.

If you sent money
Stop communicating with the scammer and block the number or email. SSA advises reporting stolen money to local police and using the FTC’s guidance on what to do if you were scammed.

If you shared identity or account information
If you shared my Social Security credentials, change the password. Sign in to or create a my Social Security account to protect it and watch for unauthorized address or direct-deposit changes. SSA recommends placing a fraud alert with Equifax, Experian, and TransUnion and reporting identity theft at IdentityTheft.gov if your information was misused.
If your Medicare number may have been misused
Contact Medicare through the official 1-800-MEDICARE route and review claims for services or supplies you do not recognize. Report suspicious billing through Medicare or HHS OIG.

How common are government-impersonation losses?
The FTC reported that people who lost money to government-impersonation scams filed more than 375,000 reports and reported losses exceeding $900 million in 2025, according to its September 25, 2026 post. Those figures cover government impersonation overall, not Social Security and Medicare scams alone.
