How to Build an Emergency Fund When Borrowing Costs Are High

A practical plan for choosing an emergency-fund target, saving consistently, and limiting costly borrowing when an unexpected bill arrives.

Start with a small, realistic cash target and build it consistently. An emergency fund can help cover an unexpected repair, medical bill, or loss of income without adding borrowing costs. You do not have to wait until you can save a large, idealized amount: the CFPB says even a small reserve can provide some financial security.

What an emergency fund is—and what it is not

An emergency fund is money set aside for expenses that are both unexpected and difficult to postpone, such as a car or home repair, an unplanned medical bill, or an interruption in income. It is a cash buffer, not a general-purpose savings goal.

Predictable costs—such as annual insurance premiums, school expenses, or routine vehicle maintenance—are better handled with separate budget lines or sinking funds. They may be large, but they are not surprises if you can plan for them.

Choose a first target based on your likely shocks

Begin with the kinds of unexpected expenses your household is most likely to face and what those expenses have cost before. A car-dependent household might prioritize a repair; someone with variable income might focus first on covering essential expenses during a slow period. The target should reflect your circumstances, including household obligations and income stability—not a universal rule.

The CFPB’s 2015 Your Money, Your Goals toolkit uses $500 and then $1,000 as illustrative savings milestones, while explicitly noting that the right amount varies by need. Treat them as possible stepping stones, not inflation-adjusted recommendations or a required minimum. Its guide to building an emergency fund, last modified October 29, 2025, likewise recommends choosing a goal around the unexpected expenses you have faced.

The CFPB’s Saving for financial shocks and emergencies material says, “About half of households are considered financially fragile, which means they’re not sure they could come up with $2,000 in 30 days if they had to.” That statement is not a 2026 estimate; it illustrates why a modest, usable reserve can matter.

Work out an amount you can save reliably

Review when money comes in and when essential expenses and bills are due. The goal is to find a contribution that fits your actual cash flow, rather than setting an ambitious number that forces you to borrow again before payday.

  • Track income and spending across a typical month, including the timing of bills and paychecks.
  • Identify a small amount you can set aside after essential expenses are covered.
  • If a due date makes cash flow especially tight, ask the creditor whether it can be changed.
  • Save a little more in weeks when you have room, rather than treating the contribution as all-or-nothing.

The CFPB’s emergency-fund guide includes cash-flow planning suggestions and tools. A notebook can help record dates and amounts, but the important part is seeing when money is available; a paper system is optional.

Make contributions repeatable without risking an overdraft

Choose a saving method that suits how predictable your income is. With steady pay, an automatic transfer or payroll split can make contributions routine. With irregular income, flexible deposits from stronger-cash-flow weeks may be safer than a fixed transfer that could leave checking short.

Automation can reduce the effort of remembering to save, but it does not make an unaffordable contribution safe. Monitor checking balances and adjust the amount or timing if cash flow changes. CFPB evidence reviewed in 2020 describes automatic enrollment and escalation features as ways to raise participation and deposits; it does not identify a particular current account as best.

Choose a place that is safe and accessible

There is no single account type that fits everyone. The CFPB lists a dedicated bank or credit-union account, a prepaid card, and cash as possible ways to hold emergency savings. Compare options using these practical criteria:

  • Safety: Consider the risk of loss, theft, or damage. Cash can be immediately available, but can also be lost, stolen, or destroyed.
  • Access: Check how quickly you can withdraw or use the money, including any access limits or conditions.
  • Separation: A dedicated account may make the reserve easier to distinguish from spending money.
  • Fees and conditions: Review account fees and any balance or withdrawal requirements before choosing.
  • Temptation: Consider whether keeping the money closely linked to everyday spending makes it more likely to be used for non-emergencies.

CFPB’s 2020 evidence synthesis reports that consumers are sensitive to savings-account fees and that low-cost savings products tend to improve take-up and savings. Those findings support comparing costs, but they do not establish current interest rates or a universally best account.

Set a use rule—and rebuild after a withdrawal

Decide what counts as an emergency before one happens. A necessary repair, unexpected medical cost, or income interruption can fit the purpose; a predictable annual bill generally belongs in a separate budget category. If you use the reserve, resume contributions as your circumstances permit. The aim is a usable buffer, not a balance you are never allowed to touch.

Why saving matters more when borrowing is expensive

Borrowing to cover a shock can add interest and fees and commit future income to repayment. Advance savings may reduce those costs. The CFPB’s 2015 toolkit explains this trade-off and notes that repeated short-term borrowing can make an initial cash shortfall more expensive.

In a CFPB payday-loan example, a typical fee is described as $15 per $100 borrowed. Borrowing $300 would mean repaying $345 after a couple of weeks. If the borrower pays another $45 fee to roll the loan over and still owes $345, the example totals $90 in fees to borrow $300 for a month. This is an illustration, not a quote for every lender or jurisdiction; state rules on rollovers differ. The CFPB’s payday-loan explanation also describes a broader fee range of $10–$30 per $100 borrowed in its 2024 review.

If an expense arrives before your fund is ready

Do not assume a loan is the only option, but do not assume alternatives will be available to everyone. First establish the amount due, the deadline, and what happens if payment is delayed. Then compare the full cost and repayment schedule of any borrowing with options such as negotiating a bill or asking about lower-cost assistance.

  • Ask the provider or creditor whether a payment arrangement or due-date change is possible.
  • Check whether a lower-cost borrowing option is available to you, and compare all fees, interest, and repayment dates.
  • Before accepting short-term credit, make sure you can repay it without immediately needing another loan.
  • If you use savings alongside another option, preserve enough cash for essential needs where possible.

Availability and eligibility vary, so confirm the terms directly with the provider. If you borrow, include repayment in your budget and restart emergency contributions when cash flow allows.
