There is no universal “labour charges HSN code.” When labour is supplied as a service, classify the actual work under its applicable Service Accounting Code (SAC); then separately determine whether that activity is taxable, exempt, or treated differently under GST. The words “labour charges” alone are not enough to establish either the code or the GST rate.
Is there an HSN code for labour charges?
Not one that applies to every labour charge. HSN is generally associated with goods, while SAC classifies services. The correct classification depends on what the supplier actually does and the arrangement under which the work is performed. For an invoice, use a specific service description and its matching SAC rather than treating “labour charges” as a complete classification.
The official e-invoice guide provides item details for identifying whether an item is a service and entering an HSN/SAC code and description: IRP e-invoice guide. Its interface supports code lengths of two, four, six, or eight digits; that interface description does not by itself establish which length is legally required for every taxpayer or invoice.
How to identify the right code and GST treatment
- Describe the work. Record the actual activity, not just the phrase “labour charges.” Include the work’s scope and whether materials or goods are supplied or incorporated.
- Identify the arrangement. Determine whether the payment is wages for employment, an independent contractor’s service, job work, or labour bundled with goods or another service.
- Classify the service. Match the activity to the applicable service heading and SAC in current official classification materials. Do not infer a code from the customer’s description alone.
- Check taxability separately. Review the current GST rate and exemption notifications for the service and the transaction’s facts. A correct SAC does not, by itself, establish that GST is payable or determine the rate.
- Enter invoice details accurately. In invoicing software, mark the line as a service, enter its SAC and use a description that reflects the work. Confirm the applicable code-digit rule for the taxpayer, transaction and invoice type before issuing the invoice.
The exact result can depend on the work, contract scope, whether materials are supplied, the customer and project type, and any exemption conditions. Where those facts are not known, a single code or rate cannot be given reliably.

Is GST applicable to labour charges?
It depends on whether the underlying activity is taxable. CBIC’s Sectoral FAQ answers “Should GST be charged on labour charges in an invoice?” with: “Yes, if the activity is taxable.” That answer does not assign a SAC or declare all labour charges taxable at one common rate. Check the classification and the applicable rate or exemption for the actual service in the current official materials: CBIC Sectoral FAQ.
Pure-labour construction exemptions are limited
The reviewed rate notification includes nil-rated entries for certain specified pure-labour construction contracts, including qualifying work under Housing for All or PMAY and work on a single residential unit outside a residential complex. Those entries are conditional; the words “pure labour” do not create a general exemption for construction labour or other services. Check the relevant notification and verify that every condition for the particular project and contract is met: CBIC rate notification.

How labour charges differ by arrangement

How many digits should the HSN or SAC have on an invoice?
Do not treat an old threshold summary or the options shown in an invoicing interface as a complete statement of current legal requirements. CBIC’s 2021 press release described requirements effective 1 April 2021: taxpayers with more than ₹5 crore turnover in the preceding financial year were to furnish a six-digit HSN or SAC on invoices for taxable supplies of goods and services; taxpayers with turnover up to ₹5 crore were to use a four-digit HSN on B2B invoices. What to check before issuing the invoice
- Does the description identify the work actually performed?
- Is the payment employment salary, independent service work, job work, or part of a broader supply?
- Are materials or goods included in the contract?
- Does a specific exemption apply, and are all of its conditions satisfied?
- Have you checked the current rate notification and the applicable HSN/SAC digit rule for this taxpayer and invoice?
