Confirm the correct purchase order and supplier account, enter the invoice and requested backup in that system, submit it once, save the confirmation, and use the portal to track it. Government agencies do not share one universal invoice portal, and required fields, documents, contacts, and payment terms vary.
Before submitting, identify the right route
Start with the customer agency’s instructions and the governing purchase order, contract, or task order. Check whether the agency requires a particular supplier portal, e-invoicing network, email or PDF process, or another method specified by the contract. Do not assume that a portal used by one government customer accepts invoices for another.
For example, the U.S. Treasury’s Invoice Processing Platform (IPP) serves enrolled federal agencies; it is not a universal federal payment portal. Treasury describes IPP as a secure, web-based centralized program that supports invoicing from purchase order through payment notification, and says it is provided at no cost to agencies and vendors. Get the invoice and supplier account ready
- Confirm the customer and order: Check the agency, purchase order or contract number, and any billing-office details against the invoice and contract.
- Check account and order status: Make sure the supplier account is active and the correct order is available in the portal. Confirm that its remaining balance can cover the invoice if the portal requires it.
- Prepare required information: Enter the fields the contract and portal mark as required. The requirements are not uniform across agencies, so do not rely on another agency’s invoice checklist.
- Gather requested backup: Attach supporting documents only when the contract, agency, or portal requests them. Treasury’s IPP instructions include an attachment step for backup information when applicable.
Eligibility can be portal-specific. For the GSA Web Vendor process described by GSA, the purchase order must already appear in the system with an available balance, and its Designated Billing Office must be the Fort Worth Finance Center. GSA Web Vendor invoice instructions.

Submit the invoice once, then keep the receipt
- Sign in to the portal or follow the channel specified by the agency.
- Select the purchase order or contract that matches the invoice and customer.
- Complete the required invoice fields and attach requested supporting documents.
- Review the identifiers, amounts, and attachments before submitting.
- Submit through that channel and save the confirmation, invoice number, or receipt.
Do not send the same invoice through another channel unless the agency tells you to. GSA warns that submitting again by fax, mail, email, or another electronic route can delay payment; its instructions also say a submitted invoice cannot be deleted. If you find an error after submitting through GSA Web Vendor, contact GSA customer support rather than sending a duplicate. California’s Department of General Services likewise cautions that multiple submissions can delay payment.
Track the invoice and understand its status
Use the portal that received the invoice to check progress. Treasury says IPP vendors can search by invoice number or purchase order and view linked invoices. An acknowledgement or approval does not by itself mean the money has reached your account.

| Draft | The invoice has not been submitted. |
| Pending Approval | The buyer has received the invoice and it is still routing for approval. |
| Approved to Pay | The invoice is approved, but no payment date has been set yet. |
| Scheduled To Pay | A payment date has been scheduled; this is not the same as a paid status. |
| Paid | The buyer issued payment and the supplier received funds; remittance information is available in IPP. |
| In Exception or Rejected | The invoice needs attention or the buyer decided not to pay it. Check the portal’s details and contact the agency or support contact for that system. |
These status definitions are specific to Treasury’s IPP guidance; other portals may use different labels. No single payment timeline applies to all government invoices: use the terms in your contract and the agency’s instructions.

U.S. federal agencies enrolled in Treasury IPP
Treasury’s illustrated IPP workflow is to sign in, select “Collector,” authenticate through ID.me or Login.gov, find the relevant open purchase order, choose it, select “Create Invoice,” complete required fields, attach backup if applicable, and select “Submit.” Follow the agency’s current instructions rather than applying these steps to a different portal. The Treasury guides list the Accounts Payable Help Desk at 304-480-8000, option 7, and [email protected], with weekday hours; confirm current contact details and hours on the live IPP vendor instructions and IPP status guidance.

GSA Web Vendor
GSA’s online route is available only when its specified purchase-order and billing-office conditions are met. Select the purchase order matching the invoice and contract identifiers, include supporting documents if required, and use GSA’s support route for a submitted error. GSA says invoice visibility may not be immediate, so allow processing time rather than sending the invoice again through another channel. Consult the GSA instructions for its applicable process.
California Department of General Services
California DGS encourages electronic PDF submissions through its Invoice Payment Portal. The portal allows users to track invoices and receive email notifications when submissions are received, completed, or commented on. DGS describes alternate routes for cases when the portal cannot be used and directs vendors to public procurement payment-history resources for status checks. United Kingdom contract context
For the UK, Cabinet Office guidance on the Procurement Act 2023 says contracting authorities must accept and process electronic invoices in the required standardized form when they are not disputed. Contract terms still matter for how and when a supplier submits an invoice. This is UK-specific legal context, not a universal portal procedure. See the Cabinet Office Procurement Act 2023 guidance.

If something goes wrong
- The purchase order is missing or unavailable: Check that you are in the agency’s required portal and signed in under the correct supplier account. Ask the agency or portal support contact whether the order is enabled for invoicing.
- You discover a mistake after submission: Do not create a second submission automatically. Check the portal’s correction procedure or contact its named support team; in GSA Web Vendor, GSA says a submitted invoice cannot be deleted and directs vendors to customer support for errors.
- The invoice is in exception or rejected: Read the reason shown in the portal and follow the agency’s stated correction or dispute instructions. Do not assume that editing or resubmitting is appropriate without checking the process.
- You see no payment after approval: Check whether the portal shows a scheduled date, then review the contract’s payment terms and the portal’s remittance information when available. Approval is not confirmation that funds have arrived.
