A toy may capture a child’s voice, send it for processing and return a spoken response—but designs differ, and the app or outside providers may collect information too. The practical answer is to check each toy’s data flow, permissions, retention and controls before buying or setting it up.
How an AI interactive toy responds
A typical interaction has three parts: a microphone or other sensor captures input, software interprets it, and the toy responds with speech or another action. Some processing may happen inside the toy; other products depend on a phone app, a manufacturer’s online service, or outside providers such as speech-recognition companies. The FBI’s Internet Crime Complaint Center (IC3) cautions that connected toys, partner apps and the home Wi-Fi network can all affect security (IC3 advisory).
One documented example is Curio Interactive’s Grok, a plush rocket-shaped toy with a voice box. In a 2024 study, researchers reported that initial setup required Wi-Fi through a companion app and that users could then have English-language conversations through its ChatGPT voice interface. This describes the product and configuration the researchers examined; it is not a description of every AI toy or confirmation of Grok’s current software behavior (Pavliv, Akbari and Wagner, 2024).
What the Grok test did—and did not—show
The researchers observed continuous outgoing network traffic while their tested toy was switched on, including when it was not reacting to a wake word. They reported a stream of roughly 30 kb/s and said its rate was consistent with a good-quality audio stream at 256 kbps. They interpreted the observation as a potential audio-surveillance risk. It is a technical finding about one tested toy and configuration, not evidence that all AI toys continuously transmit audio, nor a finding about later software versions.

What information a toy or its app may collect
There is no single data flow shared by all AI toys. The categories below are possibilities documented by regulators or in the specific study cited; they do not mean every product collects all of them.
- Voice and conversations: A microphone can capture speech from a child and potentially other people within earshot. IC3 says interactions are typically sent to manufacturer or developer servers or cloud services, and third-party voice-recognition providers may be involved.
- Details shared during play or setup: In the Grok study, onboarding asked for a child’s name, interests, favorite toy and a home tour. Researchers said the privacy policy described these details as optional, but that the optional nature was not made clear to the child during onboarding.
- App and device identifiers: The FTC explains that persistent identifiers can count as personal information under COPPA in relevant circumstances. These may relate to an app or device rather than something a child says aloud (FTC COPPA FAQ).
- Location or other app data: In September 2025, the FTC announced an action alleging that Apitor’s Android companion app enabled a third party to collect children’s precise location data without notifying parents and obtaining consent. This is an allegation in a specific enforcement matter, not proof that robot toys generally collect location (FTC Apitor announcement).
- Incidental household details: Ordinary conversation can reveal a child’s name, school, likes, dislikes or activities. IC3 also warns that information may be audible in the toy’s surroundings.
Where information can travel
A possible pathway is sensor to toy software, then to a companion app or manufacturer service, and on to an outside provider for speech recognition or another function. A toy may use only some of these links, and the available sources do not establish a universal architecture. The app matters: the FTC’s 2025 Apitor announcement concerned allegations about a third-party software development kit (SDK) in an Android companion app, illustrating that collection can occur beyond the toy’s own hardware.

IC3 recommends checking for encrypted connections and authenticated Bluetooth pairing as protections against unauthorized access or eavesdropping. Encryption and pairing safeguards address security in transit or access; they do not by themselves tell a parent what information a company stores, how long it keeps it, or who can use it.
What U.S. COPPA means for connected toys
In the United States, the Children’s Online Privacy Protection Act (COPPA) can apply to online services—including mobile apps and Internet of Things devices such as smart toys—that are directed to children under 13 and collect, use or disclose children’s personal information. It can also apply to some general-audience services with actual knowledge that they are doing so. The FTC’s FAQ says the rule was amended on April 22, 2025.

Covered operators generally must post a privacy policy, give parents direct notice and obtain verifiable parental consent before collecting a child’s personal information, subject to limited exceptions. The FTC treats a child’s voice recording as personal information. It describes a narrow enforcement-policy exception for audio collected solely as a substitute for written words to fulfill a verbal request and retained only briefly, alongside clear notice of audio use and the deletion policy. That is not a blanket exemption for voice-enabled toys. COPPA’s application depends on the service and facts; it is not a certification that a particular toy is safe or private.
Questions to ask before buying or setting up a toy
Use the product’s privacy policy, setup screens and app-permission prompts to get specific answers. If the manufacturer does not explain a point clearly, treat that uncertainty as part of the decision.

- Identify the sensors and their triggers. Does the toy have a microphone, camera or other sensor? What activates it—such as a button or wake word—and is there a visible or audible indication when recording or collection is active?
- Find out what works offline. Does play require an account, Wi-Fi or a companion app? Can you turn off the microphone, connection or data collection on the toy itself, or use it in a non-connected mode?
- Trace the information. What is collected during play, where is it stored, which companies or providers can access it, and how long is it retained? Look for named processors rather than relying only on broad assurances.
- Check parent controls. Can a parent review or delete the child’s information and stop future collection? Find out where those controls are and whether an account is needed to use them.
- Review app permissions. Check what the companion app requests, especially location access, and whether the policy names third-party processors. An app can introduce data collection beyond the toy’s sensors.
- Check connection security. Does the provider explain whether network connections are encrypted and Bluetooth pairings authenticated?
- Read the terms before purchase. The UK Information Commissioner’s Office (ICO) recommends clear privacy information before purchase and setup. Its connected-toy guidance also recommends clear identification of who processes transmitted data and visible recording indications, with practical ways to turn listening off or use a non-connected mode where practicable (ICO connected-toy guidance). Those are UK regulator recommendations; they are useful questions for parents elsewhere, not U.S. legal requirements.
Comparing two toys on privacy
A useful comparison is about actual controls and information flows, not an overall label such as “AI” or “smart.” Compare the same points for each product:

The cited sources provide evaluation criteria, not a verified head-to-head ranking of current toys. They also do not establish current privacy policies, retention periods, deletion workflows or availability across a representative range of products. A product-specific choice therefore depends on checking that product’s current policy, setup requirements and app permissions.
