A polished listing, convincing paperwork or access to the building is not enough on its own. Mumbai Police says a police NOC is not required to rent a flat or house, but tenant information is a separate administrative step—not proof of ownership.
1. View the apartment you are being offered
Arrange an in-person viewing before transferring a token, deposit or other advance. Check that the unit, building, floor, furnishings and amenities match the listing and what you were told. If you cannot visit, a live video call may help you assess the conversation, but it does not establish that the person owns the apartment or has permission to rent it.
If access is refused until you pay, pause. Do not treat a claimed viewing or security fee as proof of a scam by itself, but do not pay before you can independently verify the property and the person offering it.
2. Verify the person’s identity and authority
Ask whether the person is the owner, an authorized representative or a broker, and request evidence appropriate to that role. Compare names and property details across the documents shown and the proposed leave-and-license agreement. If someone other than the owner is negotiating, contact the owner using contact information obtained independently—not only a number supplied by the intermediary.

A building or society office may be able to confirm whether someone is known there or has access. That can be useful context, but access alone does not prove authority to rent the flat. A professional-looking identity document or ownership document should also be checked against the agreement and other independently obtained information.
3. Check the written agreement and payment route
Make sure the terms are specific
Before signing or paying, insist on a written leave-and-license agreement that accurately identifies the parties and premises. Check the term, rent, deposit, payment schedule, deductions, maintenance responsibilities, notice terms and handover conditions. Resolve inconsistencies before proceeding rather than relying on a verbal assurance that they will be corrected later.

Check registration details independently
A Maharashtra registration-service provider describes free and paid e-search options for checking registered leave-and-license agreements through the government portal, as well as online e-registration. Use the government portal to confirm the current search route and compare the result with the signed copy; do not rely only on a screenshot or a broker’s claim that registration is complete. Keep payment traceable
Pay only through a traceable method and to the contracting party identified in the agreement. Keep the listing, messages, agreement draft, receipts and payment reference. Urgency, a price that seems unusually low, a story about an overseas or military owner, or an upfront fee is not by itself proof of fraud; each is a reason to slow down and verify independently. If the recipient, authority or terms cannot be checked, do not transfer money.

4. Complete tenant information through the correct police route
Mumbai Police states: “Police NOC is not required for renting Flat/House.” It says tenant information can be submitted online, directly at the concerned police station, or by registered post to that station. The online service applies to properties within Brihanmumbai Police Commissionerate limits; do not assume it covers the wider Mumbai metropolitan region. For a property outside those limits, check the process with the relevant local police authority. Check Mumbai Police tenant-information instructions.
Mumbai Police says an OTP is sent to the owner’s contact and that landlord and tenant are responsible for truthful information. Filing the form or receiving an OTP is an administrative step, not a title search or verification that the person offering the flat has authority to rent it. 5. Treat MahaRERA as a separate question
A MahaRERA portal entry should not be presented as universal proof that a rental listing is genuine or that a person is authorized to rent a particular apartment. The available official portal identification does not establish that an ordinary rental broker must be registered for every rental, or that a project registration validates control of an individual unit. 6. If you suspect payment fraud, act promptly
If a suspected scam involved an online payment, call Mumbai Police cyber helpline 1930 promptly and notify your bank or payment provider. Mumbai Police describes the helpline as connected with I4C to support prompt response and attempts to freeze funds; neither a freeze nor recovery is guaranteed.
