China’s policy is often described as a ban on Intel and AMD processors in government computers, but the official desktop procurement standard reviewed does not state a blanket, nationwide brand prohibition. It requires specified public buyers to include CPU and operating-system security-and-reliability evaluation requirements in procurement documents. Other units may omit those requirements. Separate reporting described a phase-out of U.S. microprocessors, but the distinction matters: a procurement assessment rule is not the same as an unconditional ban on every Intel- or AMD-based computer.
What the official rule requires
A December 16, 2023 standard issued by China’s Ministry of Finance and Ministry of Industry and Information Technology addresses desktop computer procurement. It tells buyers to tailor requirements to the intended use and treats starred indicators in the standard as substantive procurement requirements. For covered desktop purchases, the buyer must include the requirement that the CPU and operating system meet the applicable security-and-reliability evaluation requirements. The official standard uses procurement language, rather than announcing a direct restriction on all sales of named processor brands.
The standard also provides for supplier undertakings as bid-stage documentation. Buyers may not require tests or certificates at that stage; testing may be part of contract acceptance when necessary. Buyers can set higher requirements to meet actual needs, but not beyond those needs.
Which buyers are covered?
The mandatory CPU and operating-system evaluation requirement applies to desktop purchases by Party and government organs at town-and-township level and above, as well as specified directly affiliated or department-affiliated support institutions. The standard says other units may omit the requirement. That scope is narrower than a claim that every government-linked organization must stop buying Intel and AMD computers.

Why headlines call it a ban
On March 24, 2024, Reuters reported—citing the Financial Times—that China had introduced guidance to phase out U.S. microprocessors from government personal computers and servers. That is a reported characterization of the policy. The official 2023 desktop standard is more specific: it establishes procurement requirements for covered buyers, rather than expressly naming Intel and AMD as prohibited brands. Reuters’ report concerns both PCs and servers, while the cited official standard discussed here concerns desktop procurement.
A March 2024 summary from Japan External Trade Organization (JETRO) said the processor list included Chinese brands Loongson, Phytium, Zhaoxin, Huawei Kunpeng and Shenwei, alongside Intel and AMD. A brand’s appearance in a list does not by itself establish that every model is currently eligible, or that every buyer has the same assessment obligation. JETRO’s account does not establish model-by-model eligibility in 2026.

What the 2026 procurement notice does—and does not—show
A central-government desktop and desktop-host framework procurement notice published July 14, 2026 covers central government departments and their affiliated administrative and public institutions. It sets out when bulk centralized procurement or framework products may be used. The framework is effective through June 30, 2027, with a possible extension if a replacement framework is not ready; the notice says policy changes will be announced separately. The 2026 notice refers buyers to a separate product roster and does not itself identify eligible CPU models or prove a blanket brand ban.
The 2023 standard and 2026 framework notice serve different purposes. The former sets desktop procurement requirements, including the evaluation condition for specified buyers; the latter governs a central-government purchasing framework. The available notice text does not establish the current model roster or how fully the rule has been implemented across central and local bodies.

Does this affect ordinary consumers?
The sources concern government procurement. They do not establish a ban on consumers in China buying Intel- or AMD-based computers, and the government purchasing requirements should not be treated as a retail restriction. Nor do the cited notices quantify how many agencies have completed any transition.
