The RBI’s outer limit for an eligible failed transfer is T+1; for a merchant payment debited without confirmation, it is T+5. A duplicate payment marked successful is a different problem: report both transactions, but do not assume those failed-payment deadlines guarantee a duplicate refund.
First, identify what happened before paying again
Open your UPI app’s transaction history and check the status of the payment. Ask the intended recipient or merchant to confirm receipt before retrying: a pending transaction may still be resolving, and paying again could create a second debit.
For each relevant entry, note the transaction reference, date, amount and status. Keep the corresponding bank-statement entries and any complaint reference you receive. These details help your bank or the UPI service investigate.

Know which RBI deadline applies
The Reserve Bank of India’s Circular DPSS.CO.PD No.629/02.01.014/2019-20, dated 20 September 2019 and effective 15 October 2019, sets outer limits for the domestic transaction cases below, where both the originator and beneficiary are in India. RBI defines T as the calendar date of the transaction, so T+1 and T+5 are calendar-day limits, not business-day counts. The circular says participants should aim to resolve cases faster than these outer limits.

These are different situations: do not apply the T+1 transfer deadline to a merchant-confirmation failure. RBI says compensation, where due, must be credited to the customer’s account automatically, without waiting for a complaint or claim. See the RBI circular on turnaround times for failed transactions.
If a failed or pending payment has not been refunded
- Check the status and receipt. Review the transaction in your UPI app and ask the recipient or merchant whether the money arrived. Avoid making another payment until you know whether the first one settled.
- Contact your bank if needed. NPCI’s UPI FAQ advises customers to contact their bank if a failed-transaction refund has not arrived within one hour. That is NPCI FAQ guidance; the RBI T+1 and T+5 limits above are the formal outer turnaround times for the specified cases. NPCI’s FAQ also describes a pending debit with delayed beneficiary credit as a delay at the beneficiary bank and says the money will reach the beneficiary within 48 hours. The FAQ page does not show a publication or revision date, so treat that statement as FAQ guidance rather than the RBI deadline. Read the NPCI UPI FAQ.
- Raise a complaint through your bank or UPI app. Give the bank the transaction reference, date, amount and relevant statement entry. If you use the app’s grievance option, include the same details and keep the complaint number.
- Track the case. NPCI says customers can check a transaction or complaint’s final status with the member bank or institution using transaction details or the complaint reference. Its UPI dispute redressal page provides complaint and status-check information.
- Escalate an unresolved failed-transaction case. If the relevant RBI turnaround time passes without redress, the RBI circular identifies the Reserve Bank – Integrated Ombudsman Scheme, 2021, as amended from time to time, as an escalation route. The circular states: “Customers who do not get the benefit of redress of the failure as defined in the TAT, can register a complaint with the Reserve Bank – Integrated Ombudsman Scheme, 2021 (as amended from time to time).” See the RBI circular for the provision.
If you were charged twice for one payment
When both entries show successful, do not treat the second debit as a failed transaction automatically. The RBI turnaround limits described above cover specified failures—beneficiary not credited in a transfer, or merchant confirmation not received—not every case where two payments appear for one purchase.

Contact your bank or UPI app and provide both transaction references. Ask it to verify whether both payments settled, and whether the recipient or merchant received both. Keep the complaint reference and check its status with the bank or institution. The official sources cited here do not establish a separate automatic reversal deadline for a duplicate successful payment, so ask the bank to investigate rather than rely on a promised T+1 or T+5 refund.
