The public reporting does not identify a complete list of recipients or establish how many officers ultimately received awards. It therefore does not support a claim that every TSA employee who worked during the shutdown received $10,000.
Did recipients need perfect attendance?
Noem said perfect attendance was not the only basis for selection, according to AP. The report described exceptional effort as a factor, including an officer who worked all scheduled shifts and volunteered for extra shifts. That example illustrates the kind of contribution reported; it is not a complete eligibility rule for every recipient.

A separate federal award should not be confused with the TSA bonuses: the U.S. Department of Transportation announced on November 20, 2025, that 776 air traffic controllers and technicians were eligible for $10,000 awards. In March 2026, the White House issued a memorandum directing the Homeland Security secretary, in coordination with the Office of Management and Budget director, to use funds with a reasonable and logical connection to TSA operations to provide compensation and benefits that would have accrued to TSA employees during a subsequent DHS shutdown, consistent with applicable law. Senator Ruben Gallego also introduced a bill proposing a 10% bonus for employees reporting during that later shutdown. A proposed bill is separate from the 2025 awards and is not evidence that all workers in 2025 qualified. Senator Ruben Gallego’s announcement
