Sens. Elizabeth Warren and Bernie Moreno have proposed removing the cap on earnings subject to Social Security payroll tax. The 2026 taxable maximum reported by the Associated Press is $184,500, so lifting the cap would bring earnings above that amount into the tax calculation. The senators said they were working on legislation, but the available sources do not establish a final bill, how newly taxed earnings would affect future benefits, or an official actuarial score for this proposal.
What would the proposal change?
Under the current rule described by the Associated Press, Social Security payroll tax applies to earnings only up to a yearly taxable maximum. For 2026, that maximum is $184,500. Warren and Moreno propose removing the cap, which would subject earnings above the threshold to Social Security payroll tax as well. The $184,500 figure applies to 2026; it is not a permanent threshold. Associated Press
The senators’ joint statement says they are working on legislation “to remove the cap on Social Security taxes.” Their argument is that most workers pay the tax on all of their earnings, while the highest earners pay it on only a portion. They say high earners should contribute the same percentage of income as other workers. These are the sponsors’ stated rationale, not an independent estimate of the plan’s effects. Sen. What is still unknown about taxes and benefits?
The available public statements do not spell out the proposal’s tax design in detail. In particular, they do not establish whether earnings newly subject to tax above the cap would count toward a worker’s future Social Security benefit. Nor do they provide a final bill text, an implementation date, or a proposal-specific official actuarial estimate. Those details matter: the amount of new revenue and any resulting benefit changes cannot be determined from the announced direction alone.

The Social Security Administration’s Office of the Chief Actuary lists estimates for various proposals, but the recent entries visible on its page do not include a Warren–Moreno proposal estimate. No dollar revenue estimate or number of solvency years should therefore be attributed to this proposal on the basis of the available official information. How does the proposal relate to Social Security’s funding outlook?
ABC News reported that the 2026 Trustees outlook projected reserve depletion in 2032 under its reported baseline, or in 2034 if the old-age and disability funds were combined. Those are projections, not guaranteed deadlines, and they describe the program’s funding outlook—not the effect of Warren and Moreno’s proposal. The available sources do not quantify how much, if anything, this specific proposal would change those dates. ABC News

Reserve depletion would not mean Social Security disappears. The Associated Press explains that, if Congress made no changes, incoming revenue would still support benefit payments, but at reduced levels because scheduled costs would exceed available revenue after reserves were exhausted. In a joint statement dated June 23, 2026, the senators said they were working together on legislation. ABC News reported on July 2, 2026, that legislation reflecting the proposal had not been introduced by that date. These are dated status reports; the available sources do not establish what happened after July 2. Treat the idea as a proposal, rather than enacted law or an introduced bill, based on that reporting.
