Its 2028 figures are policy targets, not reported achievements.
What is Asia Silicon Valley 3.0?
The Executive Yuan describes ASVDP 3.0 as a response to generative artificial intelligence and the twin transition to digital and net-zero business models. The plan runs from 2025 through 2028 and focuses on applying emerging technologies in industry, helping startups find capital and customers, and expanding Taiwanese companies’ international reach.
For the National Development Council (NDC), the plan rests on three connected pillars. Together, they describe a route from technology development to pilots, commercial adoption, and exports:
- AI and AIoT applications: Support generative AI, miniaturized AI, 5G and satellite networks, and AIoT products and services.
- A startup “rainforest”: Bring together public and private capital, companies, research institutes, proof-of-concept projects, tax incentives, and talent measures.
- Global digital expansion: Use Startup Island TAIWAN, overseas bases, and exported smart solutions to connect Taiwanese startups with foreign markets.
Why are startups central to the plan?
Startups are intended to turn technology priorities into products and services that can be tested, adopted, and scaled. A startup developing an AIoT solution, for example, may need more than technical development: it also needs a potential customer willing to run a pilot, capital to refine and scale the product, talent to deliver it, and access to buyers outside Taiwan.

The NDC’s “rainforest” metaphor describes those mutually reinforcing relationships rather than a single startup program. The policy mechanisms it identifies include public and private investment, corporate and research partnerships, proof-of-concept projects, tax incentives, and talent measures. Proofs of concept are particularly important in this model: they give startups a way to work with established companies or research institutes on applications before pursuing wider commercialization.
The plan also signals the kinds of technologies and business activity it wants to encourage. It names generative and miniaturized AI, 5G—including private networks—and satellite connectivity, alongside AIoT applications and net-zero pilot sites. That is a policy direction, not evidence that every startup in Taiwan works in these fields or receives government support.

What does “startup rainforest” mean in practice?
It means linking resources that are often treated separately: financing, technical collaboration, early customers, skilled people, and routes to market. A startup could work with a corporation or research institute on a proof of concept, seek private or public capital to develop the solution, and then pursue customers and partnerships overseas. The intended benefit is a reinforcing cycle: pilots can help establish commercial demand, while investment and international connections can help a promising solution grow.
The policy names several forms of support, but the official figures provided for the plan are aggregate ecosystem statistics and targets. They do not establish which individual companies have participated in a particular pilot, received a specific investment, or achieved an export or exit. The NDC’s published description also does not provide a definitive list of startups that embody ASVDP 3.0.

What are Taiwan’s 2028 targets?
The NDC’s ASVDP 3.0 goals include technology-market, commercialization, funding, and international-expansion measures. These are targets for 2028; they should not be read as outcomes already achieved.

These measures cover different things and should not be collapsed into a single score of startup success. Market share and solution exports concern commercial reach; funding concerns capital; bases indicate overseas infrastructure; and exits concern company outcomes. The published target figures do not, on their own, explain the accounting definitions or measurement methods for each measure.

What do the startup figures say about Taiwan’s starting point?
In its background for ASVDP 3.0, the NDC reported a 2023 baseline of more than 7,400 domestic startups and four Taiwanese unicorns. It also reported that startup funding rose from US$840 million in 2015 to US$2.22 billion in 2023. Comparing those two reported figures, the 2023 amount was about 2.6 times the 2015 amount; the figures are aggregate funding totals, not a measure of what any individual company raised or earned.
That baseline provides context for the plan’s larger funding ambition, but it is not a forecast of startup returns or proof that public investment will produce a particular outcome. The stated figures do not identify how much funding came from each type of investor or how funds were distributed among companies.

How does Taiwan plan to connect startups with overseas markets?
The NDC names Startup Island TAIWAN as the national startup brand and identifies Tokyo and California’s Silicon Valley as key markets for overseas bases and exchange. The plan’s international component is therefore more than a general call to export: it pairs a national brand and overseas presence with the objective of taking smart solutions to global markets.
For a startup, the policy logic is to connect a solution developed or piloted in Taiwan with overseas relationships and buyers. However, the stated goals do not identify the locations of all three intended bases, name particular participating startups, or guarantee that a company will secure market access by using these channels.
What does the plan mean for founders and people assessing startup finance?
ASVDP 3.0 can help founders identify the sectors and ecosystem links the government wants to encourage. Its clearest practical signals are to consider AIoT and related network technologies, look for opportunities to work with corporations or research institutes on pilots, and build toward exportable applications. The plan also points to public and private capital, tax incentives, talent measures, and overseas connections as parts of the broader support environment.
Those signals are not a financing offer or a promise of eligibility. The policy description does not specify individual grant terms, investment conditions, application windows, or expected returns. Founders should distinguish the plan’s aggregate targets and mechanisms from the terms of any specific program or deal; investors should not treat the 2028 goals as a guarantee of commercial performance.
