Google vs. OpenAI vs. Visa: Who Controls AI Commerce?

Google, OpenAI and Visa are not competing on one shopping protocol. Their race spans product discovery, merchant checkout, payment authorization and trust.

Google, OpenAI and Visa are not building three versions of the same shopping protocol. Google is developing ways for agents and merchants to communicate and complete commerce workflows; OpenAI and Stripe are connecting ChatGPT to merchant checkout; Visa is focused on authenticating and processing agent-originated payments across different systems. The threat to AI commerce is not simply that standards may compete. It is that the companies controlling discovery, authorization and payment may also shape what people buy—and who bears the cost when an agent gets it wrong.

What agentic commerce means—and what it does not

Agentic commerce is a purchase journey in which software does more than recommend a product. An agent can interpret a person’s preferences and constraints, compare products, assemble a cart, request authorization and send structured checkout instructions to a merchant. The merchant still has to accept and fulfill the order.

A chatbot that suggests a laptop is not, by itself, agentic commerce. Nor is a payment API that lets software charge a card, a retailer’s assistant that only searches its own catalog, or a bot that clicks through a normal website. The meaningful shift occurs when an agent can carry an authorized request through a merchant’s commerce systems.

That distinction matters because announcements about AI shopping often describe different stages: discovery, product recommendations, cart building, payment authorization or a complete transaction. A protocol for one stage does not automatically solve the others.

The protocol map: different layers, overlapping ambitions

These are not interchangeable standards. Google describes UCP as compatible with A2A, AP2 and MCP, while Visa says Intelligent Commerce Connect can accept payments through multiple protocols, including ACP, UCP and AP2. Those are compatibility and product claims, not proof that every combination is already interoperable in production. An endorsement, pilot, developer preview and live merchant integration are different things.

Google’s approach: agents, payments and commerce workflows

A2A connects agents, not checkout systems

Google announced Agent2Agent (A2A) on April 9, 2025 as an open protocol for agent interoperability. It addresses how one agent can discover another agent’s capabilities and communicate with it. In a purchase journey, that could matter when a shopper’s agent needs to interact with merchant, logistics or service agents.

A2A is not a payment standard. It does not, by itself, establish that an instruction came from the account holder, authorize a card charge, determine product ranking or decide who pays for an erroneous order. Google’s A2A announcement describes the communication layer.

AP2 addresses payment intent and authorization

Google announced the Agent Payments Protocol (AP2) on September 16, 2025 as an open protocol for agent-driven payments. The problem it targets is not just transmitting payment data: a merchant needs a credible way to establish that an agent’s request reflects what the user permitted.

There is a major difference between a person approving one purchase, delegating a bounded mandate, and allowing an agent to spend under a standing permission. A robust implementation must make the boundaries legible: the merchant or category, amount, time window, cart changes and whether a credential can be reused. If the final price or shipping cost changes, the system needs a rule for whether the agent must ask again. AP2 should be understood as an authorization layer, not a complete commerce ecosystem. Google’s AP2 announcement sets out its intended role.

UCP gives agents and merchants a commerce language

Google’s Universal Commerce Protocol (UCP), announced in January 2026, is intended to standardize programmatic exchanges between AI agents and merchant backends. Google Merchant Center documentation describes journeys that include product discovery and checkout in Google AI Mode and Gemini, as well as post-purchase workflows. UCP is designed to work alongside A2A, AP2 and MCP, rather than replace every agent or payment protocol.

Google announced UCP with collaborators including Shopify, Etsy, Wayfair, Target and Walmart, and endorsements from payment and commerce companies including Visa, Mastercard, Stripe, PayPal and Adyen. That list signals interest, not necessarily production support by every named company. Merchants should verify their own platform’s eligibility and implementation status. Google Merchant Center’s UCP documentation describes the merchant-facing scope.

Google’s strategic advantage is its position in product discovery through Search, AI Mode and Gemini. If an agent’s shopping journey begins there, the platform can influence which products are surfaced before checkout begins. UCP may standardize how commerce data and actions move, but it cannot by itself make product presentation neutral.

OpenAI and Stripe: turn ChatGPT into a checkout surface

OpenAI launched ChatGPT Instant Checkout and the Agentic Commerce Protocol (ACP), co-developed with Stripe, on September 29, 2025. At launch, OpenAI said U.S. users on ChatGPT Free, Plus and Pro could buy from U.S. Etsy sellers in chat. The initial experience supported single-item purchases; Shopify merchants, multi-item carts and broader merchant and regional availability were described as coming later or planned. Availability should be checked against current program terms rather than inferred from that launch announcement.

OpenAI said merchants remain the merchant of record and handle fulfillment, returns and customer support. It also said merchants pay a small fee on completed purchases without specifying the amount. This allocation preserves the merchant’s operational role even as ChatGPT becomes the customer-facing transaction interface. OpenAI’s launch announcement gives those launch details and says product results were ranked by relevance rather than checkout participation; that ranking statement is OpenAI’s own claim.

How ACP checkout works

Stripe’s documentation describes a sequence in which the customer expresses intent, the agent sends a CreateCheckoutRequest, and the seller returns checkout state. The agent and seller can exchange UpdateCheckoutRequest messages as the user selects options such as shipping. The agent then provisions a Shared Payment Token scoped to a merchant and cart total; the seller sends a CompleteCheckoutRequest, creates a PaymentIntent and confirms the transaction.

The token’s merchant-and-amount scope is important: it is designed to avoid handing an agent an unrestricted card credential. It does not eliminate the need to verify what the user intended, handle price changes, or resolve a disputed purchase. Stripe says ACP is an open specification that can connect AI applications to existing merchant backends and can work with payment infrastructure beyond Stripe. Its documentation also labels some integration paths private preview, so published protocol documentation should not be read as universal availability. ACP’s strategic bet is that ChatGPT can link product discovery, recommendation and checkout, while merchants retain their commerce systems. That could reduce bespoke integrations if other agents adopt the specification. But an open protocol does not guarantee distribution: ACP’s reach depends on consumer use of ChatGPT, merchant participation, product visibility and support across other agent platforms.

Visa: trust and payment infrastructure across protocols

Visa’s Trusted Agent Protocol (TAP), announced October 14, 2025, focuses on secure communication between agents and merchants. Visa’s materials emphasize distinguishing legitimate shopping agents from malicious bots, authenticating agents and giving merchants visibility into agent-originated transactions. Its developer documentation also discusses signature-based authentication, cardholder verification and passkey provisioning for future agent instructions.

Visa’s April 8, 2026 announcement of Intelligent Commerce Connect makes its broader position clearer: Visa describes the service as an on-ramp that is protocol- and token-vault-agnostic and can support ACP, UCP, AP2 and other payment protocols through one integration. At announcement, it was in pilot with select partners, not established as universally available. Visa’s developer materials also describe an MCP server that can connect agent workflows to Visa Intelligent Commerce APIs, Visa Token Service APIs and Visa Developer Platform services. Visa is therefore not simply another rival storefront protocol. It is both a protocol designer and a payments-network company that could supply authentication, tokenization and acceptance services even if another company controls the conversation. Its opportunity is to become useful at the payment boundary across competing agent ecosystems. Its risk is that merchants and partners may prefer other infrastructure or find the integration economics unattractive.

Where the competition really is

The contest is over control of several connected chokepoints: who introduces products, whose agent interprets a user’s request, which merchant interface receives the order, how authorization is proven, and which party owns the data and support relationship afterward. A technically open protocol can coexist with a commercially powerful platform that controls onboarding, ranking, access to customer intent or transaction telemetry.

  • Discovery and ranking: Search, Gemini or ChatGPT can influence which items the user considers. Merchants need to know whether results reflect relevance, price, sponsored placement, commission, participation or platform rules.
  • Merchant integration: Businesses may face separate requirements for product feeds, agent capability, checkout, payment, fraud signals, returns and order status. One reusable integration is valuable only if platforms implement compatible semantics and errors.
  • Customer relationship: The merchant may fulfill an order while the AI platform owns the conversation and purchase history. Data access, support routing and permission to market to the buyer should be explicit.
  • Payment and liability: A token or authenticated agent can reduce exposure to stolen credentials, but does not determine who is responsible for a misleading recommendation, an unauthorized mandate, a mistaken item or a refund that fails.
  • Commercial incentives: Agent recommendations can commoditize brands if they steer consumers toward the lowest price. Merchants must weigh incremental sales against fees, fraud losses, returns, service costs and loss of interface control.

Stripe has described bespoke integrations for each agent as a fragmentation problem in its account of developing an open commerce standard. Fragmentation could raise costs, but it does not follow that several protocols will make AI commerce fail. They may converge at some layers while competing at others. The harder question is whether shared identity, authorization, error handling and conformance testing emerge alongside shared message formats.

Failure cases protocols still have to handle

Intent is not authorization

“Find me the cheapest laptop” is a search request, not permission to buy one. A safe flow distinguishes research, recommendation acceptance, cart creation, final payment approval and any ongoing authorization. A user who approves one purchase has not necessarily authorized future reorders.

Prices and inventory can change

An item may become unavailable or its price may change between recommendation and checkout. The flow needs clear rules for taxes, shipping, backorders, substitutions, quantity limits and minimum order values. If the total changes, an agent should not silently treat the earlier approval as approval of a different transaction.

Recurring charges are not ordinary checkout

A cart-scoped, one-time payment token is not the same as permission for a subscription, auto-renewal, replenishment order, usage-based bill or a free trial that converts to paid service. Those cases require understandable duration, amount and cancellation controls; a secure one-time purchase mechanism does not establish them automatically.

Valid identity can still accompany a bad instruction

Authentication can help distinguish a known agent from a forged bot, but a legitimate agent can still misunderstand a request or be manipulated by a merchant, product feed or third-party tool. Misleading claims, hidden fees, commission-driven recommendations, overbuying and misuse of personal data remain possible. Authentication answers who sent a request, not whether the request is wise or faithful to the user’s interests.

Merchant-of-record status does not settle every dispute

OpenAI’s announced ACP model leaves the merchant as merchant of record, with responsibility for fulfillment, returns and customer support. That is relatively clear for a straightforward single-merchant order. Harder cases arise when an agent combines goods from several merchants, negotiates a custom bundle, buys asynchronously or reorders automatically. Protocol announcements do not, on their own, establish the legal allocation of responsibility among the user, agent provider, developer, merchant, processor, network and identity provider.

How merchants and developers should evaluate the options

Do not choose a protocol based only on a launch logo or an “open” label. Evaluate actual access, control and operational maturity for the transaction you expect to support.

  • Reach: Identify which consumer surfaces can send orders, and confirm country, account, category, approval and merchant limits.
  • Integration burden: Determine whether the implementation uses a product feed, REST API, MCP server, checkout session or full agent interface. Confirm that existing inventory, tax, fulfillment, fraud and returns systems remain authoritative.
  • Authorization: Check how tokens or mandates are scoped by merchant, amount, cart and time; whether each purchase requires confirmation; and how users can revoke or audit standing permissions.
  • Identity and fraud: Ask how the merchant distinguishes authenticated agents from scraping bots, what signatures or passkeys are used, and what happens when a verified agent sends a harmful instruction.
  • Customer ownership: Establish which party receives buyer identity and contact details, owns purchase history, handles service and can contact the customer later.
  • Presentation and ranking: Verify how titles, images, variants, availability and claims are represented, and whether merchants can audit why products are recommended.
  • Maturity and portability: Look for stable specifications, versioning, backward-compatibility rules, conformance tests and production references. Confirm whether the business can use the protocol without locking payment processing or its commerce stack to one provider.

For a merchant already dependent on Google product discovery, UCP and Merchant Center readiness are relevant to evaluate. A merchant seeking ChatGPT distribution should examine ACP and Instant Checkout eligibility; Stripe’s documentation says OpenAI-approved U.S. businesses can access relevant payment flows, but the program’s current terms and preview status matter. Large merchants, acquirers and payment platforms may evaluate Visa’s authentication and multi-protocol services. Smaller sellers may get more value first from accurate structured catalogs, reliable inventory, ordinary checkout and fraud controls than from building a complex agent interface.

None of these options guarantees traffic, conversion or revenue. The cited announcements describe capabilities, intended integrations and pilots, not a reliable commercial return for an individual business.

The likely outcome is a layered market, not one protocol winner

Google, OpenAI and Visa are pursuing different but overlapping positions: Google has discovery and commerce workflow ambitions, OpenAI wants ChatGPT to become a transaction surface, and Visa is positioning payment trust and acceptance as infrastructure that can span agent systems. Their protocols may coexist technically while the companies compete for commercial control.

For consumers, the decisive test is whether an agent can show what it will buy, explain the total, ask for the right level of permission and make correction or refund straightforward. For businesses, it is whether they can participate without losing visibility into authorization, economics and customer obligations. The protocol race becomes a threat when those safeguards and the power to shape transactions sit outside the view of the person paying.
