It was not a $1 billion construction budget for the data center alone, and the project was not announced as complete. On May 6, 2026, Semafor reported that it was unlikely to proceed because of power-capacity concerns; that report did not establish a formal cancellation.
What Microsoft and G42 announced
On May 22, 2024, Microsoft and G42 announced a broad digital-investment package with Kenya’s Ministry of Information, Communications and the Digital Economy. Microsoft said G42 would lead arrangement of an initial $1 billion investment across the package—not solely for building the data center. The proposed facility was one of several parts of a wider effort to develop Kenya’s digital ecosystem. Microsoft’s announcement described the center as a G42-led project with partners, running Microsoft Azure in a planned East Africa Cloud Region.
Where it was planned
The proposed campus was to be located in Olkaria, Kenya. The plan described a facility powered entirely by renewable geothermal energy and designed to conserve water. Those were announced design intentions, not independently verified operating characteristics.
What the capacity figures meant
In a separate announcement, G42’s EcoCloud described the proposed facility as having 100 MW of initial capacity, with potential to reach 1 GW. These were planned capacity figures, not evidence of installed or operating capacity. G42’s EcoCloud announcement is the source for those figures.

Why the data center was part of a larger package
Microsoft’s announcement framed the investment as a digital-ecosystem initiative, not just a construction deal. Alongside the proposed data center, the package included work on local-language AI, skills and innovation, connectivity, and secure cloud services. Microsoft identified these as additional pillars.
- Local-language AI: Research and development of models in Swahili and English, including AI-for-good work and collaboration with local universities.
- Skills and innovation: An East Africa Innovation Lab, AI skills training, and support for startups.
- Connectivity: Investment in international and local connectivity.
- Cloud services: Collaboration with Kenya on safe and secure cloud services.
What happened to the project?
Semafor reported on May 6, 2026 that the project was unlikely to go ahead. Its account said developers had not broken ground and that the government had not approved a project concept note presented to unlock funding. The report linked the stalled proposal to concerns about whether Kenya could supply enough power for a facility of the proposed scale. It does not establish a formal cancellation, and the sources cited here do not confirm a redesign, restart, or launch of the cloud region. Semafor’s May 2026 report is the source for this status update.

Why geothermal power did not settle the capacity question
The original plan emphasized geothermal energy and renewable-power design. The later concern was broader: whether sufficient power capacity would be available for a large new data center. A stated renewable-energy source does not by itself establish that the grid or project could reliably supply the required amount of electricity.
Semafor reported that President William Ruto said the center’s demand would amount to a third of Kenya’s then-total installed capacity of around 3,000 MW. That figure and comparison are attributed to Semafor’s account of Ruto’s remarks, not an independent technical assessment here. Semafor quoted Ruto: “To switch on that one data center, we would need to shut off power for half the country,” followed by, “That’s when I knew there was a problem.”

How to read the original timeline
Microsoft said in 2024 that the East Africa Cloud Region was targeted to become operational within 24 months of signing definitive agreements. That was a target tied to a future agreement date, not an achieved launch date. Microsoft’s announcement does not, by itself, confirm that the region opened.
