In February 2023, a report said China Telecom and China Mobile had withdrawn their combined 20% stake in SEA-ME-WE 6, a proposed subsea cable system. That was a funding and participation development—not a report that an operating cable had been cut or removed. The available sources do not establish the project’s current ownership, construction, or operating status.
What was reported in February 2023?
Data Center Knowledge reported on February 10, 2023, citing the Financial Times, that China Telecom and China Mobile pulled out of the proposed SEA-ME-WE 6 project and its combined 20% stake. The Financial Times headline described China pulling back from a global subsea cable project as U.S. tensions mounted; its accessible page does not provide the full article text. Data Center Knowledge’s report is therefore the basis for the specific account here.
SEA-ME-WE stands for Southeast Asia, Middle East, and Western Europe. Data Center Knowledge described SEA-ME-WE 6 as a proposed $500 million cable system intended to connect those regions. Those details are figures and descriptions from the 2023 report, not confirmation of the project’s present-day scope or status.
Who were the companies, and what roles did they have?
| Company | Role described in the 2023 report |
|---|---|
| China Telecom | Reported investor that withdrew, together with China Mobile, from a combined 20% stake. |
| China Mobile | Reported investor that withdrew, together with China Telecom, from a combined 20% stake. |
| SubCom | Reported as the company selected for the construction contract. |
| Hengtong Marine | Reported as the competing cable provider for the contract. |
Data Center Knowledge said SubCom was selected over Hengtong Marine. Its report presents that contractor choice in connection with the withdrawal, but the available sources do not establish the companies’ complete decision-making process or prove a single motive for the Chinese telecoms’ move. Read the report’s account of the contract selection.

What could the withdrawal mean for connectivity?
A proposed international cable system can matter to telecom operators and data-center networks because it represents a potential route for carrying communications between regions. If an investor withdraws before construction or operation, the immediate issue is the project’s funding and participation—not the sudden loss of service from a cable already in use. The 2023 account connected SEA-ME-WE 6 to data-center connectivity, but does not quantify any expected capacity, traffic, price effect, or service disruption.
Whether a funding change delays, reshapes, or ends a project depends on facts not established in the accessible reporting, such as replacement financing, revised ownership, construction decisions, and the status of permits and contracts. The withdrawal report alone cannot show which outcome followed.

Why was the story framed as geopolitical competition?
Data Center Knowledge cited Omdia analyst Alan Howard, who interpreted the withdrawal against a backdrop of U.S. restrictions and tension over participation in internet infrastructure. Howard pointed to cable landing denials and U.S. actions affecting China Telecom and China Mobile. That is attributed analysis about the broader political context, not documentary proof that a particular U.S. action caused either company to withdraw.
Howard also described the geopolitical environment as deteriorating in remarks published in February 2023, referring to the Russia war in Ukraine and its implications for U.S.–China relations. Those remarks are a historical assessment from that reporting period, not a current forecast. The phrase “cable wars” is a headline framing for infrastructure competition; it does not mean that a military conflict occurred over SEA-ME-WE 6.

What is known about SEA-ME-WE 6 now?
The cited material establishes what was reported in February 2023, but it does not verify SEA-ME-WE 6’s current ownership, construction, or operating status. It would therefore be inaccurate to describe the project as completed, canceled, or still under construction on this evidence alone. A current-status claim requires newer reporting or an authoritative project update.
