When the Device You Use Determines the Price You Get

A device can influence an online price or promotion through channel, account, location and behavioral signals. Here is what the evidence shows, what incognito and VPNs cannot do, and a controlled way to compare the same final price.

Your device can influence the price, ranking, discount, or offer you see, but “an expensive phone means a higher price” is too simple. Sellers and their pricing partners may combine device, browser, app, location, account, browsing behavior, inventory, and timing signals. A difference between two screens is evidence that the offers differed—not proof that the device alone caused the difference.

What “device-based pricing” actually means

Several different practices are often collapsed into one alarming phrase. Separating them makes a price comparison easier to interpret.

Dynamic pricing

Dynamic pricing changes with demand, inventory, capacity, timing, or market conditions. An airline fare can change because a fare bucket sold out; a hotel can reprice as rooms fill. Dynamic pricing is not automatically personalized and is not automatically unlawful.

Personalized pricing

Personalized pricing uses information associated with a customer or inferred about that customer to vary a price or discount. The information might include purchase history, location, loyalty status, or shopping behavior.

Price steering

Price steering changes which products, sellers, or search results you see. Showing a premium product first can increase your spending even when the listed price of each product is unchanged.

Channel pricing

An app, mobile website, desktop website, reseller, or physical store may have different promotions, fees, or fulfillment economics. An app-only rate is a channel offer, not necessarily a surcharge on desktop users.

Surveillance pricing

The Federal Trade Commission (FTC) uses “surveillance pricing” for using personal information—such as location, demographics, browsing history, or shopping history—to categorize consumers and set targeted prices or offers. A device can be one input into that broader data system.

Price discrimination

In economics, price discrimination means charging different buyers different prices related to willingness to pay or market segmentation. The term describes an economic practice; it does not by itself establish that conduct is illegal.

How a device can become a pricing signal

The FTC says websites and apps may collect information through cookies, pixels, mobile advertising identifiers, account data, browsing behavior, cart contents, device type, and browser type. See its consumer explanation at How websites and apps collect and use your information.

  • Operating system and browser: A request can reveal whether it came from iOS, macOS, Windows, Android, a particular browser family, and sometimes a version.
  • App versus website: Apps can carry member status, app-only campaigns, or an advertising identifier; mobile and desktop sites may use different checkout flows.
  • Network and location: An IP address can provide approximate location. Country, region, language, currency, taxes, and delivery options may then change.
  • Cookies and persistent identifiers: These can connect a visit with earlier searches, carts, or advertising activity.
  • Device fingerprints: A combination of screen, browser, operating-system, and configuration attributes may help recognize a returning environment even when one cookie is absent.
  • Account and loyalty status: Login state, membership tier, negotiated rates, or saved payment and delivery details can change an offer.
  • Behavioral signals: Repeated visits, mouse movements, abandoned carts, and search or purchase history can be used by some pricing systems to tailor promotions or presentation.

Device detection is not the same as knowing what the device cost or what you earn. A site may identify an iPhone without knowing whether it is new, refurbished, borrowed, financed, or several years old.

What regulators and studies actually establish

FTC investigation of pricing intermediaries

In July 2024, the FTC ordered eight companies that offer pricing or recommendation products to provide information about their use of consumer data, including location, demographics, credit history, browsing history, and shopping history. The orders targeted intermediaries serving retailers and other businesses: FTC issues orders to eight companies.

In January 2025, the FTC reported initial findings that intermediaries had access to direct, inferred, first-party, and third-party data. The agency described potential uses of browsing behavior, mouse movements, abandoned carts, location, and consumer characteristics to tailor prices or promotions. The materials said the intermediaries had worked with at least 250 clients across sectors including grocery and apparel. Those findings describe capabilities and examples under examination; they do not prove that every retailer uses individualized prices or that every device-related difference resulted from surveillance pricing. European mystery shopping

An EU study used mystery shopping across 160 e-commerce websites in eight countries, covering products and services such as televisions, sports shoes, hotels, and airline tickets. Many sites personalized rankings or offers based on the route used to reach them, including mobile access, search engines, price-comparison sites, or prior online behavior. That supports the conclusion that channel and access route can affect what shoppers see; it does not establish that mobile access always produces a higher final price. The study is available from the European Commission.

Academic and technical work

Research has tested whether airline prices varied with operating system, browser, geography, cookies, and other system characteristics, including the study at MDPI. Earlier exploratory work examined combinations of IP address and device or configuration attributes as “system fingerprints” (arXiv). These studies concern particular markets and periods. They are not a universal rule for all airlines, retailers, or devices.

Is the “Apple users pay more” claim proven?

No general rule has been established that iPhone or Mac users routinely pay more. Particular studies, reports, or experiments may find device-related differences, but device type can be correlated with many other variables:

  • location, currency, taxes, or delivery region;
  • app use, browser settings, cookies, and login state;
  • loyalty or customer segment;
  • inventory timing and fare availability;
  • the travel or shopping channel used.

To attribute a difference to an Apple device, a comparison would need to hold constant the seller, product, date and time, location, account, cookies, currency, payment method, inventory, taxes, fees, and checkout stage while changing only the device or operating system. Anecdotes rarely control those variables.

Where device-related differences are plausible

Area What may vary What a difference does—and does not—show
Flights and hotels Fare or room inventory, member and app rates, currency, taxes, and booking channel Shows that offers differed; it does not identify the cause without controlled conditions.

Why prices change when device targeting is absent

  • Inventory or a fare bucket changed between requests.
  • A promotion expired or a test group received a different offer.
  • Taxes, resort, delivery, service, or payment fees appeared at checkout.
  • A comparison site showed a cached price or routed you to another seller.
  • Currency conversion, country, ZIP code, or delivery address changed.
  • You compared refundable and nonrefundable products.
  • The app supplied a legitimate member or app-only rate.
  • You were logged into a different account or loyalty tier.

Compare the same product and the final payable total—not only a headline search result.

How to test a suspected device difference

Use a one-variable-at-a-time comparison and record the result.

  1. Write down the exact item or itinerary, dates, quantity, seller, currency, country and ZIP code, delivery address, and checkout options.
  2. Check the same account on the same device, then repeat in another browser.
  3. Compare a normal session with a cleared session or private window.
  4. Compare logged-in and logged-out states, noting any membership benefit.
  5. Compare the desktop website, mobile website, and official app.
  6. Use another device on the same network, then—only where lawful and permitted—another network or location.
  7. Advance each test to the same checkout stage and include taxes, delivery, service, resort, and payment fees.
  8. Save timestamps, screenshots, URLs, seller names, and the final all-in totals.

A price difference is evidence of a difference, not proof of the mechanism. If the seller changes inventory or currency between steps, the test cannot isolate the device.

Does incognito mode, clearing cookies, or switching devices help?

Private browsing

Incognito or private browsing can limit locally stored history and some cookies. It does not hide your IP address, approximate location, device and browser characteristics, logged-in identity, payment details, account status, or behavior during the current session. Treat it as one clean comparison, not anonymity.

Clearing cookies

Clearing cookies can remove a remembered cart or session and may produce a different offer. It can also remove a loyalty state, make the price worse, or prevent you from reproducing the original result.

Changing devices

A new device changes several variables at once—browser, operating system, storage, app state, and sometimes network. That makes it useful for spotting a difference but poor for proving causation.

VPNs and location changes: useful experiment, unreliable “hack”

A VPN may change the apparent network location, but it does not necessarily change the seller’s account, device, cookie, or payment profile. It can alter currency, taxes, eligibility, or delivery terms; trigger fraud checks; cause a transaction to be rejected; violate site terms; or produce a worse price. Do not assume that a VPN lowers airfare, hotel rates, or any other price.

For privacy-oriented testing, readers may review Proton VPN or Mullvad VPN, but neither is a guaranteed discount tool. Account switching can reveal a member offer, while creating multiple accounts to evade restrictions may violate terms and makes the comparison harder to interpret.

Practical ways to protect your budget and privacy

  • Compare the seller’s website, official app, and at least one reputable comparison service.
  • Check the final total, including mandatory taxes and fees.
  • Test logged-in and logged-out states when practical, and note what each account is entitled to.
  • Use a private window as a comparison route, not as proof that you are unidentifiable.
  • Disable unnecessary app tracking and review personalization and data-sharing settings.
  • Use historical tools to distinguish ordinary time-based movement from a session-specific change. Keepa and CamelCamelCamel track supported Amazon listings; availability and features can vary.
  • For broad checks, use Google Shopping, Google Flights, or KAYAK, then confirm the total on the booking or selling provider’s page.
  • For a separate privacy-focused browser session, consider Firefox, Brave, or DuckDuckGo. Blocking trackers can affect site functions and does not make you anonymous at checkout.
  • Save evidence when a material change is repeatable and the seller’s explanation is unclear.

What U.S. rules currently cover

The FTC’s Unfair or Deceptive Fees Rule took effect on May 12, 2025. It principally covers live-event tickets and short-term lodging, requiring disclosure of mandatory fees and prohibiting certain misleading pricing practices. It is not a general ban on dynamic or personalized pricing. The FTC’s frequently asked questions are at this FTC page and this related version.

The FTC states that businesses may use dynamic pricing based on demand or inventory when the pricing information is not misleading. Concealing mandatory charges or presenting a misleading total is a separate issue from changing a price algorithmically. Whether data use is unfair, discriminatory, or unlawful can depend on the sector, the data involved, the jurisdiction, and the specific facts.

The useful question to ask

Instead of asking whether an iPhone is being charged more, ask: What data and channel conditions are shaping this offer, and can I compare the same final price under controlled conditions? That question accounts for device signals without treating every price change as device discrimination.
