The right choice depends on workload, utilization, existing licenses, and how much administration your organization can absorb.
This guide evaluates 2025 pricing and review evidence, with product-status and pricing checks performed August 16–18, 2026. Prices and availability can change by region, configuration, and date.
Quick verdict
- Best managed developer environment: Google Cloud Workstations, particularly for Google Cloud-native teams that need reproducible Linux-oriented workstations.
- Best predictable Windows desktop: Windows 365 Business or Enterprise, when every user needs a persistent personal Cloud PC.
- Best for Microsoft licensing leverage and pooled desktops: Azure Virtual Desktop, provided you have Azure and VDI expertise.
- Best AWS-native persistent desktop: Amazon WorkSpaces Personal, with monthly or hourly options.
- Best for occasional users: A pooled or streamed design can cost less than a dedicated desktop if applications, profiles, and session persistence work acceptably.
These are workload-fit conclusions, not controlled speed or reliability rankings.
What counts as a cloud workstation?
The term covers three different products:
- Managed developer workstations: Google Cloud Workstations provides centrally configured development environments backed by virtual machines and persistent disks.
- Persistent Cloud PCs: Windows 365 and Amazon WorkSpaces Personal give each user a personal operating-system desktop.
- Pooled, multisession, or streamed desktops: Azure Virtual Desktop and services such as Amazon WorkSpaces Applications can share hosts or stream applications to reduce idle capacity.
Before comparing prices, establish whether you need a complete Windows or Linux operating system, a development environment only, a disposable session, persistent user storage, GPU acceleration, browser access, or a native remote-desktop client. A general office Cloud PC is not automatically suitable for large builds, containers, CAD, or machine learning.

Strong use cases
- Distributed engineering teams and contractors who need rapid onboarding and offboarding.
- Secure environments where source code or customer data should not remain on endpoints.
- Developers using thin clients, Chromebooks, macOS, Linux, or low-powered laptops.
- Standardized toolchains, reproducible images, GPU development, CAD, visualization, simulation, and machine learning.
- Organizations replacing on-premises VDI or shutting down machines outside working hours.
Poor fits
- Users dependent on specialized USB devices, cameras, printers, smart cards, or other peripherals that do not redirect reliably.
- Unreliable networks or highly latency-sensitive graphics and collaboration workflows.
- Teams that leave hourly workstations running continuously.
- Small groups that only need an ordinary laptop and have no security or deployment requirement.

Google Cloud Workstations pricing and review
Google Cloud Workstations uses Compute Engine and Persistent Disk resources. The official pricing page lists a $0.05 per vCPU-hour workstation-management fee and a $0.20 per cluster-hour control-plane fee; compute, persistent disks, and GPUs are billed separately. The cited examples use us-central1, so another region can produce a different bill. See Google’s pricing page.
Configurations define the machine type, base editor and development environment, storage, networking, identity, and optional GPU. Automatic inactivity shutdown is important: management billing starts when a workstation starts and continues until it stops. Confirm whether stopping the VM ends each meter and remember that persistent disks, snapshots, and backups can remain billable.
Google’s official illustration for 100 developers reports $7,336 in monthly workstation usage plus a $144 cluster fee, or $7,480 total ($74.80 per developer). That is a vendor example for its stated configuration and usage assumptions—not an independent benchmark or guaranteed quote.
Workstations are strongest when a platform team can manage IAM, VPC placement, images, quotas, and infrastructure as code. They are less attractive to a small business seeking a simple fixed-price Windows desktop.

These are US examples shown on Microsoft’s Enterprise pricing page; country, plan availability, taxes, and account context can change the displayed price. Business pricing likewise varies by detected geography.
Business can be purchased without the Enterprise prerequisites. Microsoft says Enterprise requires Windows Enterprise, Microsoft Intune, and Microsoft Entra ID P1 licensing; details are in the Windows 365 FAQ. A predictable subscription is valuable for full-time users, but wasteful for contractors who connect only a few days each month. Cancellation also invokes Microsoft’s retention and deletion policies; review the applicable terms at Microsoft’s product page.
Azure Virtual Desktop pricing and review
Azure Virtual Desktop (AVD) separates the Microsoft-managed control plane from customer-managed session hosts, applications, profiles, networking, and governance. It supports personal desktops, pooled desktops, Windows 10/11 single-session, and multisession host pools. Azure bills compute by usage (including per-second billing where applicable), while storage, profiles, networking, monitoring, and backup add separate lines.

AVD can beat dedicated desktops when autoscaling and multisession keep utilization high. It also demands more expertise: image versioning, FSLogix profiles, host-pool sizing, identity, network design, and recovery all affect cost and user experience. Microsoft positions it for organizations with VDI implementation expertise, not buyers wanting a turnkey personal PC.

Amazon WorkSpaces pricing and review
Amazon WorkSpaces Personal supports monthly subscriptions and hourly metering, including AutoStop-style use for intermittent users. AWS’s published example lists a Windows Standard WorkSpace at $44 per machine per month. Its Ubuntu Power example is $7.25 per month plus $0.66 per hour in the cited US West (Oregon) example. These are region-, bundle-, operating-system-, and date-sensitive illustrations; verify the live calculator at AWS pricing.
Also check the broader WorkSpaces pricing page for directory, storage, networking, and third-party software. Citrix, Dizzion, Leostream, Omnissa, and Workspot products are separate purchases where applicable.
WorkSpaces integrates naturally with AWS identity, networking, and security. User reviews on Gartner Peer Insights and an AWS community discussion include anecdotal complaints about connection quality, video conferencing, collaboration, and software-engineering fit. Those reports are not controlled tests and may reflect particular regions, clients, or workloads.
Product names matter: WorkSpaces Personal is different from WorkSpaces Pools, WorkSpaces Applications, AppStream 2.0, and WorkSpaces Core. AWS says WorkSpaces Pools will stop accepting new customers on July 31, 2026, directing new nonpersistent-desktop customers toward WorkSpaces Applications; that is a current-status change, not a 2025 pricing condition.

Use the same worksheet for every provider. Record currency, region, date, configuration, billing term, and utilization.

Scenario 1: full-time developer
Model one persistent workstation for roughly 160–220 billed hours per month, plus storage and backups. Compare a fixed subscription with a usage-priced workstation only after adding management and platform fees.

Use roughly 40–80 hours per month and enable automatic stop. Hourly WorkSpaces or a stoppable Google workstation may outperform a full Windows 365 subscription, provided startup time and persistence are acceptable.
Scenario 3: GPU or CAD user
Price the exact GPU, host, disk, bandwidth, quota, and region. GPU supply and regional rates vary, so one published GPU figure is not a universal benchmark.
Scenario 4: 100-user engineering team
Compare 100 dedicated desktops with pooled or multisession hosts. Include control-plane, directory, profile, image, monitoring, and administrator time. High utilization can favor pooling; low utilization can make dedicated subscriptions easier to justify.

- Development: Measure compile time, IDE indexing, Docker and Kubernetes workflows, terminal and SSH behavior, Git operations, and remote debugging.
- Remote experience: Test latency, reconnects, image quality, audio/video, high-DPI scaling, multi-monitor use, clipboard, file transfer, webcam, printer, smart-card, and USB redirection.
- Reliability: Check region availability, startup time, quota failures, host recovery, persistence after restart, and backup restoration.
- Security: Verify identity integration, network isolation, encryption, privileged access, endpoint data exposure, audit logs, and compliance responsibilities.
- Recovery: Ask what survives restart or deletion, how quickly a replacement is built, and whether the environment is reproducible from code.
Which service should you choose?
Choose Google Cloud Workstations if
Your primary need is a centrally managed developer environment, your team already uses Google Cloud IAM and VPCs, and automatic stopping plus reproducible configurations matter more than a simple invoice.

Choose Windows 365 if
Every user needs a personal Windows desktop and predictable monthly budgeting. Include Enterprise prerequisites and accept that occasional users may be uneconomical.
Choose Azure Virtual Desktop if
You have Microsoft licensing and Azure/VDI expertise, need pooled or multisession desktops, or can gain savings through autoscaling and high concurrency.
Choose Amazon WorkSpaces if
Your organization is AWS-native and wants managed Windows or Linux desktops with monthly or hourly billing. Validate collaboration, peripheral, and regional performance with a pilot.
Choose an alternative if
A local workstation, on-premises VDI, GPU instance with a remote-access layer, or application streaming better matches latency, peripheral, offline, or utilization requirements.
Common cost traps
- Idle leakage: A closed laptop does not necessarily stop a cloud workstation. Define inactivity, test shutdown, and verify which meters stop.
- Storage creep: Repositories, artifacts, profiles, snapshots, and backups can exceed the VM cost.
- Licensing assumptions: Existing Microsoft 365 may provide AVD access rights, but Azure compute still costs money; Windows 365 Enterprise has its own prerequisites.
- Network surprises: Cross-region datasets, large downloads, VPN, NAT, and security appliances can create egress and connectivity charges.
- Administrative labor: Image maintenance, patching, profile repair, quotas, monitoring, and incident response belong in total cost.

Is Windows 365 cheaper than Azure Virtual Desktop?
Not universally. Windows 365 is easier to budget with a per-user subscription, while Azure Virtual Desktop can cost less for pooled or multisession users when existing Microsoft licensing and effective autoscaling are included.
Can Microsoft 365 make a cloud desktop free?
No. Eligible licenses may provide Azure Virtual Desktop access rights, but Azure compute, storage, networking, profiles, and operations remain billable.
Are cloud workstation review scores reliable?
They are useful for recurring themes but not universal rankings. Segment reviews by workload, region, client, and user type, and validate important claims with a pilot.
