As of August 18, 2026, PayPal says it operates in more than 200 countries and regions, but the functions available—sending, receiving, holding a balance, withdrawing, payouts, and merchant checkout—vary by location. A failed payment may therefore reflect a country-level limitation, a restricted currency or payment corridor, an account review, or a merchant’s settings rather than a national ban.
The practical question is: which function is blocked, for which country pair, in what currency, and for what transaction type?
The short answer
PayPal availability is shaped by a combination of:
- Local licensing and regulation: PayPal may need authorization as a money transmitter, payment institution, electronic-money provider, remittance service, bank, or foreign-exchange business.
- Sanctions and financial-crime controls: Anti-money-laundering, counter-terrorist-financing, sanctions, and export-control rules can restrict countries, banks, people, goods, or individual transactions.
- Banking and currency rules: Local law may limit foreign-currency balances, conversion, settlement, or withdrawals to domestic banks.
- Payment partners: PayPal depends on banks, card networks, and local processors that may not support a market.
- Commercial and operational decisions: PayPal may limit a market when the licensing, monitoring, support, and partner costs outweigh the expected return. That is a reasonable inference from PayPal’s disclosures, not a published explanation for every country.
PayPal’s 2025 Form 10-K says customers can send payments from approximately 200 markets, while only approximately half also allow receiving payments, sometimes with restrictions. These are company approximations, not a permanent country count. PayPal’s 2025 Form 10-K
“Blocked” can describe several different situations

Why local laws affect PayPal
PayPal is a regulated financial-services platform, not just a messaging service between two users. Depending on the jurisdiction, offering a particular feature can involve money-transmission, payment-services, electronic-money, banking, remittance, foreign-exchange, consumer-protection, data-protection, authentication, and reporting requirements.

PayPal’s filing describes differing licensing obligations, subsidiaries, regulators, and local partners across markets. A government may formally prohibit a service, require a license PayPal has not obtained, or impose rules that make only certain features impractical or unlawful. PayPal may also choose to withdraw or limit service to manage legal and compliance exposure. How sanctions and compliance screening affect payments
PayPal identifies economic and trade sanctions, anti-money-laundering, and counter-terrorist-financing rules as material obligations. Screening can apply to:
- an entire jurisdiction or territory;
- a sanctioned person, bank, or company;
- a payment involving a restricted industry, product, or destination;
- names, addresses, or transaction details that resemble a designated party.
A payment can be paused while PayPal verifies the parties and purpose. This framework does not establish that sanctions caused every country restriction or individual decline; the public documentation often gives only a general compliance explanation. PayPal U.S. User Agreement
Why receiving money is harder than sending it
Receiving commercial or freelance income requires more infrastructure than funding a purchase. PayPal may need to support merchant onboarding, identity verification, transaction monitoring, refunds, chargebacks, seller protection, local settlement, tax and reporting obligations, foreign-exchange conversion, and withdrawal to a domestic bank or card.

That is why a country can have a send-only account, or allow receiving while limiting withdrawals. PayPal’s payout documentation uses separate feature sets such as “send, receive, and withdraw,” “send, receive, and withdraw in local currency,” “fully localized,” and “receive and withdraw.” Payout eligibility is not a complete description of every consumer product. Currency and withdrawal rules can create a practical block
Even where PayPal is present, local rules may restrict local-currency balances, conversion into or out of that currency, cross-border payouts, or withdrawals to domestic banks. PayPal’s developer documentation gives country-specific payout examples for Brazil, Malaysia, China, and Colombia and lists exclusions affecting currency conversion. Why a payment can fail between two supported countries
- The recipient cannot accept that personal, commercial, payout, refund, or checkout transaction.
- The selected currency is unsupported or cannot be converted on that route.
- The sender’s card issuer or bank declined the funding source.
- An account is limited, an email or bank is unconfirmed, or identity verification is incomplete.
- Fraud or sanctions screening triggered a hold or decline.
- The merchant does not accept PayPal for the buyer’s country.
- The recipient cannot withdraw or settle the funds locally.
PayPal lists bank or card declines, account limitations, security checks, unconfirmed email addresses, and unconfirmed bank accounts among common declined-payment causes. How to identify what is actually blocked
- Record the exact failure: save the error message, sender and recipient countries, currency, transaction purpose, recipient type, and whether the funding source is a card, bank, account balance, or guest checkout.
- Check country availability: use PayPal’s official country selector rather than an undated third-party list. PayPal says it serves more than 200 countries and regions, but that headline does not promise full functionality. PayPal country availability
- Check the feature: verify sending, receiving, withdrawing, local-currency settlement, commercial payments, personal transfers, payouts, or the particular API. Businesses should also consult PayPal country and region codes and payout eligibility.
- Check the route: confirm currency compatibility, domestic versus cross-border status, recipient acceptance, transaction type, and withdrawal capability.
- Check account status: review the Resolution Center, verification requests, linked-card and bank status, confirmed contact details, limitations, holds, chargebacks, refunds, and unusual activity notices.
- Test the funding source: if PayPal reports a decline, ask the card issuer or bank whether it rejected the transaction.
- Ask support a precise question: “Is this a country-level restriction, sender-to-recipient corridor restriction, currency restriction, transaction-type restriction, or account limitation?”
Can a VPN or foreign address bypass the restriction?
No—not as a safe or legitimate solution. Do not open an account with another country’s address, use someone else’s bank account, falsify residence, hide location with a VPN, create a new account to evade a limitation, or use an intermediary without understanding ownership and tax consequences.
PayPal’s U.S. agreement prohibits accessing services from a country not on its permitted list and circumventing suspensions, holds, limitations, or restrictions. Compare alternatives on residence-country eligibility, sender-recipient corridors, personal versus business use, ability to receive (not merely send), settlement time, conversion spread, fixed fees, protection and dispute rules, verification, tax records, limitation procedures, and API or invoicing support.

Is PayPal illegal in countries where it is unavailable?
Not necessarily. Unavailability may result from licensing, partner, currency, sanctions, operational, or PayPal risk decisions. Only call a service “banned” when a reliable regulator or PayPal statement specifically establishes a ban.
Can I use PayPal while traveling?
Travel does not automatically change the country attached to an account. A VPN does not create eligibility, and unusual access can trigger security checks. Follow the account’s residence and verification requirements.
Why can I pay by card but not through PayPal?
A card checkout may be supported while PayPal is disabled by the merchant, unavailable for the buyer’s market, or declined after PayPal’s account, currency, or risk checks.

Can PayPal restrictions be removed?
An account limitation may be resolved if PayPal requests documents and approves them. A country, corridor, currency, or product restriction generally cannot be removed by changing settings, and support cannot promise an exception.
