Oracle and OpenAI did not cancel the Abilene Stargate campus. They abandoned a proposed additional expansion of roughly 600 megawatts (MW) near the existing site. The original campus remains under construction and partly operational, while the companies’ separate agreement for up to 4.5 gigawatts (GW) of additional U.S. capacity is still described by Oracle and subsequent reporting as on track—not as fully built or energized.
What was canceled—and what was not
The canceled project was a prospective lease and development arrangement for approximately 600MW beside the flagship Stargate campus in Abilene, Texas. OpenAI described that capacity as a potential additional expansion in its September 2025 site announcement, separate from the Oracle–OpenAI agreement announced two months earlier.

The distinction matters for investors, local businesses and residents: “Abilene was canceled” is inaccurate. Only the incremental expansion was dropped.
The Abilene campus that continues
Contemporary reporting put the original campus target at about 1.2GW. The site was developed by Crusoe for Oracle and OpenAI and was reported as covering roughly 1,000 acres with eight planned data-center buildings. Those acreage and building figures are secondary-reporting estimates, not a final Oracle-certified specification (The Information; Tom’s Hardware).

OpenAI said in July 2025 that parts of Stargate I in Abilene were already operational and beginning early training and inference workloads (OpenAI). Oracle’s later project materials continued to list Abilene as active. Its data-center status page reported that 42% of total Abilene capacity had been delivered in a June 2026 update; that is an Oracle-reported status measure, not an independent audit (Oracle data centers).
Why the 600MW expansion fell apart
The immediate issue was a breakdown in negotiations over the expansion lease. Bloomberg-linked reporting said financing discussions dragged on while OpenAI’s infrastructure requirements and demand forecasts changed (Bloomberg; Reuters summary).
Other coverage described operational tensions, including a reported multiday problem involving liquid-cooling equipment. That account may explain strain between OpenAI and Crusoe, but the available public record does not establish the outage as the definitive cause of the cancellation (TechRadar).

Oracle pushed back against broad descriptions of an Abilene failure, calling recent coverage “false and incorrect” and emphasizing its work with Crusoe. Oracle’s rebuttal should be read narrowly: it disputed the overall characterization of trouble at the site; it did not establish that the separate 600MW expansion lease was still moving forward (Tom’s Hardware).
Timeline of the Abilene decision
- July 22, 2025: OpenAI and Oracle announce an agreement for up to 4.5GW of additional U.S. Stargate capacity (OpenAI).
- September 2025: OpenAI announces a potential additional 600MW near Abilene, alongside other proposed Stargate sites (OpenAI).
- January 26, 2026: Oracle lists OpenAI-related projects in Abilene, another Texas campus, Doña Ana County, Port Washington and Saline Township (Oracle).
- March 6–7, 2026: Bloomberg-linked reporting says the Abilene expansion plan has been dropped.
- March 9, 2026: Oracle disputes broader reports of project trouble.
- March 24–27, 2026: Reports first describe possible Meta interest, then identify Microsoft and Crusoe as moving ahead with nearby facilities.
- June 2026: Oracle continues reporting active Abilene construction and capacity delivery.
What happens to the vacated capacity?
Early reports said Meta was considering leasing the abandoned expansion site, with Nvidia reportedly helping discussions and providing a deposit. Those negotiations were described as changeable, not final (Bloomberg).
By March 27, 2026, the Associated Press reported that Microsoft and Crusoe were developing two AI-factory buildings and an on-site power plant near the Oracle/OpenAI campus. The broader Abilene-area development was expected to reach roughly 2.1GW across ten buildings (Associated Press).

That 2.1GW figure describes the later combined local development, not necessarily the original Oracle/OpenAI campus alone. It should not be treated as proof that Microsoft assumed the exact canceled contract.

The July 2025 agreement covers up to 4.5GW of additional U.S. data-center capacity distributed across multiple sites. It is not one 4.5GW building and is not a promise to add 4.5GW in Abilene. OpenAI estimated that the commitment would support more than two million chips and more than 100,000 construction and operations jobs; those are company projections, not independently verified outcomes (OpenAI).

“On track” has several meanings
- Contractually on track: Oracle says leasing arrangements for the 4.5GW commitment are in place.
- Under construction: Physical work has started at some locations.
- Operational: Data halls are energized and running workloads.
- Fully delivered: The contracted capacity is available at the intended scale.
Public reporting supports the first two descriptions more strongly than the last. Saying the agreement remains on track does not mean 4.5GW is already online.
Why this matters to infrastructure investors
The episode illustrates why AI-campus announcements should not be added together mechanically. Gigawatt projects depend on financing, grid interconnection, power generation, cooling systems, accelerator delivery and forecasts of future demand. A change in any one of those can move capacity between sites without ending the overall strategy.
Oracle said in February 2026 that it expected to raise $45–$50 billion during calendar 2026 to expand Oracle Cloud Infrastructure, including capacity for customers such as OpenAI, Meta and Nvidia. That financing plan provides context for the capital intensity of the buildout, but it does not prove that financing caused the Abilene decision (Oracle).
For local stakeholders, the Microsoft/Crusoe plans suggest substitution rather than an empty site. For shareholders, the key risk is execution: announced capacity can remain contractual or under construction for years before producing operational revenue.
