In a September 28, 2023 GeekWire interview recorded at Seattle’s Lumen Field, the Lumen CEO connected that strategy to generative AI, lessons from Microsoft and a culture overhaul inside a financially pressured legacy carrier. By 2026, the idea had become more concrete: Lumen sold its consumer fiber business to AT&T and now presents itself primarily as an enterprise infrastructure provider. The strategy has clearer products and contracts, but its ultimate test remains execution—whether network investment becomes durable, profitable cash flow.
What the 2023 GeekWire interview covered
GeekWire published its interview with Johnson on September 28, 2023, alongside a podcast episode. The conversation took place at Lumen Field in Seattle. Johnson was Lumen’s CEO and president, having taken over as CEO in November 2022. Although she was based in Denver, she retained a Seattle-area home from her tenure as Microsoft’s U.S. president.
Johnson described Seattle as a significant technology market because it contains major cloud companies, technically sophisticated businesses and demanding consumers. In her view, that concentration made the region a useful place to understand where connectivity was heading and a potential market for Lumen’s fiber and enterprise services. Calling Seattle an “ideal proving ground,” however, was Johnson’s characterization rather than an independent market measurement. The original discussion was an interview, not an audited assessment of Lumen’s performance.
At the time, Lumen was the company created from the combination of Level 3 Communications and CenturyLink, later rebranded as Lumen. GeekWire framed Johnson’s challenge against declining revenue and a large preceding-year net loss. Those figures describe the 2023 starting point, not Lumen’s current financial position.

Who is Kate Johnson?
Johnson joined Lumen in 2022 after executive roles at Microsoft, GE Digital and Oracle. Earlier in her career she worked at Red Hat, UBS Investment Bank and Deloitte Consulting. She holds an engineering bachelor’s degree from Lehigh University and an MBA from the University of Pennsylvania’s Wharton School. Lumen’s biography also lists her as a director on UPS’s board.
As of August 18, 2026, Lumen’s governance page still lists Johnson as CEO: Lumen governance. Her background matters because she was not approaching telecom as a traditional carrier executive. She was applying experience from software, cloud and large-company transformation to a business whose core assets are physical fiber, data centers, field operations and geographically constrained routes.
What “cloudifying telecom” means
“Cloudifying” is more than putting a telecom product behind a modern label. Johnson’s idea was to make the network behave more like a cloud platform:
- Programmable: customers and software can configure services through portals and application programming interfaces rather than relying solely on manual orders.
- Dynamic: capacity can be changed more quickly as workloads vary.
- Software-consumable: networking is exposed through digital controls, automation and usage-oriented options.
- Cloud-connected: the provider moves data among offices, data centers, cloud platforms and applications.
Cloud computing supplies on-demand compute, storage and software. Cloud networking supplies the programmable links between those resources, users and facilities. Network-as-a-Service (NaaS) applies the same software-oriented approach to buying and controlling connectivity. Lumen’s interpretation is to turn network infrastructure into a digital platform instead of selling only conventional circuits and voice services.

That distinction matters. A circuit that is merely renamed a “digital service” has not been cloudified if provisioning remains slow, customers cannot see or control the service, billing is inflexible and network performance is opaque. Evidence of a real change would include faster activation, API access, self-service controls, clearer service-level data, flexible billing and integration with cloud and data-center ecosystems.
Why generative AI makes the network more important
Generative AI intensifies the data-moving problem:
- Training and inference create and process very large data sets.
- Those workloads are distributed across hyperscale clouds, data centers and specialized facilities.
- Data must travel among those locations quickly, reliably and repeatedly.
- Bandwidth, latency, redundancy and predictable performance affect how efficiently an AI system operates.
The network therefore becomes part of an AI system’s performance rather than a background utility. Johnson’s 2023 thesis was that telecom companies could benefit from this demand because they already operate large fiber networks. But physical ownership alone is not enough: providers must connect the right sites, meet latency and uptime commitments, automate service delivery and price capacity in a way customers can use.
In 2026, Lumen says it has secured nearly $13 billion in Private Connectivity Fabric contracts, serves more than 2,000 NaaS customers and is developing a Multi-Cloud Gateway for data movement across distributed AI environments. These are company-reported contract and customer figures, not independently verified revenue or profit. Lumen also says it plans approximately 47 million fiber miles by the end of 2028 and about 58 million by 2031. Details are in its 2026 Investor Day announcement.

- Cloud transitions alter how work is organized, sold and delivered; they are not just product upgrades.
- Employees need to distinguish tasks that can be automated from decisions requiring human judgment.
- Technology investment must connect to customer value and a different business model.
In the interview, Johnson described using Microsoft 365 Copilot to record and summarize meetings, create follow-up reminders, draft early content and assess whether meetings were inclusive. She also stressed that users still had to understand the subject matter and verify important takeaways. Those examples illustrate potential workflows, not a controlled productivity measurement; the interview supplied no independent evidence that Copilot improved Lumen’s output by a specified amount.
The Microsoft playbook transfers only partly. Microsoft’s transformation centered on software, cloud services, developer ecosystems and recurring digital products. Telecom adds construction expense, field maintenance, regulation, physical-route limits and obligations to keep large legacy networks operating. A management method that worked in software cannot simply be copied onto fiber infrastructure.
How Johnson approached Lumen’s culture
Johnson described internal meetings designed to surface operational problems. Meetings were not recorded, and she said participants’ names would not be used. The intention was to create a safer setting for employees to explain what was failing, then demonstrate that management listened and acted.
The approach can be read in three ways: an accountability mechanism for finding bottlenecks, a symbolic culture exercise, or both. Some employees and executives initially found it unsettling, while Johnson characterized the results as constructive. The published account does not provide an independent employee survey, a quantified remediation rate or a long-term measure of cultural change. The practical test is whether issues raised in those sessions produced faster decisions, fewer recurring failures and measurable service improvements.

Lumen says the AT&T transaction reduced debt to below $13 billion and lets the company concentrate on enterprise connectivity. Its announcement is available at Lumen’s consumer-fiber sale release.

The strategic case is focus and capital allocation. Selling the consumer operation supplies cash, reduces debt and removes a retail broadband business from a company now emphasizing enterprise networks, cloud interconnection and AI-related contracts.
There is a real trade-off. Consumer fiber can provide recurring revenue, network density and optionality for future services. Divesting it may simplify Lumen’s story and balance sheet, but it also gives up direct exposure to household broadband growth in the sold territories. The transaction is therefore evidence of a sharper strategy, not proof that the strategy is economically superior.
For Seattle readers, the change is especially relevant: Lumen’s role in the consumer-fiber markets transferred to AT&T, while Lumen’s stated focus shifted toward enterprise infrastructure.

Large contract totals should not be treated as profit. Investors and customers should examine contract duration, customer concentration, installation obligations, deployment cost, renewal terms, service-level penalties and the timing of cash collection. AI may increase demand for connectivity, but it does not guarantee that every network operator captures attractive returns.
What the cloudified products mean for buyers
Lumen’s current internet-services page lists several distinct offerings. The right choice depends on workload, geography and contract requirements.

Questions to ask before buying or investing in the thesis
- Is service available at every required site, and are diverse physical paths available?
- What are the port, cross-connect and installation requirements?
- What are the minimum term, early-termination charge and renewal provisions?
- Is billing hourly, monthly, burstable or committed?
- What latency, packet-loss, uptime and restoration commitments are contractual?
- Are BGP, IPv4 and IPv6 supported as required?
- Which cloud providers and data centers can be reached directly?
- What APIs, orchestration tools and service-visibility dashboards are included?
- Does the provider own the route or depend on third parties?
- For investors, how do contract value, revenue recognition, capital spending, margins and free cash flow relate?
Bottom line: a more concrete thesis, not a finished proof
Johnson’s 2023 Seattle message was that telecom must evolve from fixed, manually provisioned connections into programmable infrastructure for cloud and AI. Lumen’s 2026 actions make that thesis more tangible: the company sold its consumer fiber business, reduced debt, emphasized enterprise networking and points to Private Connectivity Fabric, NaaS and multi-cloud products.
That is meaningful strategic progress, but it is not the same as demonstrated profitability. The decisive evidence will be recurring revenue, cash-flow conversion, network utilization, customer concentration, deployment economics and service performance. “Cloudifying telecom” describes a direction; Lumen still has to prove that the direction produces durable returns.
