But the quarter was not evidence of a company-wide turnaround: annual revenue fell 14%, major server and networking businesses contracted, and Intel forecast a much weaker first quarter of 2024.
What Intel’s 10% revenue increase means
Intel reported $15.4 billion in revenue for the quarter ended December 30, 2023, compared with $14.0 billion in the same quarter a year earlier. The 10% increase was for Intel as a whole—not a measure of global PC sales. It was the company’s first year-over-year quarterly revenue increase during 2023, according to contemporary coverage.
The annual comparison was still negative: Intel recorded $54.2 billion in revenue for 2023, down 14% from 2022. The company’s January 25, 2024 earnings release therefore showed a quarterly rebound from a weak period, not a reversal of the full-year decline.
PC processors led the quarterly rebound
Intel’s Client Computing Group (CCG), which includes notebook and desktop processors, generated $8.8 billion in Q4 revenue, up 33% year over year. Its growth substantially exceeded Intel’s 10% consolidated increase and was the clearest source of the quarter’s improvement.

CCG revenue is not the same as the number of PCs shipped worldwide. It reflects Intel’s sales into the client-computing market, where revenue can vary with processor volume, product mix, prices, customer incentives and the timing of orders. Intel’s figures are evidence of a recovery in its own PC-chip business, not an independent census of the entire PC market.
Inventory normalization helped, but does not prove lasting demand growth
Intel said CCG revenue fell 8% for all of 2023 as notebook and desktop volumes declined. In its 2023 Form 10-K, the company said volume increased in the second half as customers normalized inventories after elevated levels earlier in the year. That pattern is consistent with a market emerging from the inventory downturn: customers that had cut orders can buy more as excess stock clears, even before underlying end-user demand returns to sustained growth.

Intel also disclosed that customer incentives and purchases intended to position products and support market share contributed approximately $700 million to Q4 2023 revenue. Intel said it had contemplated the effect in its Q1 guidance. The disclosure matters when assessing order timing and the quarter’s strength, but it does not by itself establish that reported revenue was improper or that the rebound was artificial.
Growth was uneven across Intel’s businesses
The segment results show why the quarter is best described as PC-led rather than company-wide recovery. Figures below are Q4 2023 revenue and year-over-year change, as reported by Intel.

Data Center and AI (DCAI) and Network and Edge (NEX) were still shrinking, limiting the lift from CCG. The annual figures underline the scale of the pressure: DCAI revenue was $15.5 billion, down 20% for 2023, while NEX revenue was $5.8 billion, down 31%. CCG’s $29.3 billion for the year was down 8%.
Margins and earnings improved, with GAAP and adjusted results differing
Intel reported Q4 GAAP gross margin of 45.7%, compared with 39.2% a year earlier. On a non-GAAP basis, gross margin was 48.8%, versus 43.8% a year earlier. These are different accounting measures and should not be treated as interchangeable.

For diluted earnings per share, Intel reported $0.63 under GAAP and $0.54 on a non-GAAP basis. Intel also said research and development, and marketing, general and administrative expenses declined year over year. The improved margins and lower expenses supported quarterly profitability, but one quarter’s results do not establish that the improvement could be sustained while annual revenue and several major segments were falling.

Intel launched its first Core Ultra processors during Q4 and positioned them as part of its move into the AI PC category, according to its Form 10-K. That launch mattered strategically: it gave Intel a new product line around which to build its future PC proposition.

The reported results do not quantify how much Q4 revenue came from Core Ultra or show that AI PCs drove the 33% CCG increase. It is more accurate to treat AI PCs as a forward-looking product and market thesis than as an explanation for the quarter’s rebound.
Why the next-quarter forecast overshadowed Q4
Intel forecast Q1 2024 revenue of $12.2 billion to $13.2 billion, a sequential step down from Q4’s $15.4 billion. It also projected a GAAP loss of $0.25 per diluted share and non-GAAP diluted EPS of $0.13. Intel cited seasonal weakness, inventory digestion, macroeconomic uncertainty and competitive pressure as factors weighing on the near-term outlook.
Investors assess expected future results as well as a quarter that has already ended. A strong year-over-year Q4 comparison could therefore be overshadowed by guidance pointing to lower revenue and earnings pressure in the following quarter. The central uncertainty was whether PC-chip demand would remain healthy after customers finished normalizing inventories, while Intel’s server and networking businesses still faced declines.
