India and Europe’s Aerospace Industry: From Aircraft Buyers to Industrial Partners

India and Europe’s aerospace relationship now reaches beyond aircraft sales into manufacturing, engineering, defence, aviation regulation and space. The C295 and H125 programmes show both the opportunity and the limits of localisation.

India and Europe’s aerospace relationship is widening beyond aircraft sales. It now includes Indian manufacturing for European programmes, engineering and supplier work, defence cooperation, aviation-safety oversight and space partnerships. The shift is real, but uneven: local assembly and sourcing do not by themselves give India ownership of an aircraft’s design, engine technology or export rights.

What “Europe” means in aerospace

Europe is not a single aerospace actor. The European Union (EU), European Space Agency (ESA), European Union Aviation Safety Agency (EASA), national governments and individual companies have different responsibilities. Airbus, Safran, Dassault Aviation, ArianeGroup and Arianespace are companies; they are not EU institutions. The United Kingdom, meanwhile, is a European country but is not an EU member.

  • The EU shapes trade, industrial and technology policy, and participates in aviation and space policy and security cooperation. The European Commission says India is the EU’s ninth-largest goods-trading partner and that EU foreign direct investment stock in India reached €132.8 billion in 2024. These figures cover the wider economy, not aerospace investment. European Commission: EU trade relations with India.
  • ESA is an intergovernmental space organisation, not an EU agency. It works with EU institutions and European countries both inside and outside the EU, and is a channel for space science, exploration and industry cooperation.
  • EASA is the EU’s aviation-safety agency. Its regulatory and technical role is distinct from selling aircraft or negotiating a defence contract.
  • National governments negotiate and approve many defence, export-control and bilateral arrangements. France, Spain, Germany, Italy, the UK and Sweden each have their own industrial and political interests.
  • India’s institutions also have separate mandates. DGCA is the civil aviation regulator; DGAQA oversees defence quality assurance; ISRO is India’s national space agency, while IN-SPACe supports and authorises private-sector space activity.

An EU trade or safety initiative is not automatically a national defence deal; a bilateral government agreement is not an ESA mission. Identifying the actual parties is essential to understanding what a headline means.

Why the relationship matters to both sides

What India offers Europe

India combines a large aviation market with a substantial engineering workforce, manufacturing capacity, a growing private space sector and strategic importance in the Indo-Pacific. Airbus says Indian airlines, including IndiGo and Air India, have ordered more than 1,000 Airbus aircraft. That is an Airbus-reported figure, not a measure of the whole Indian fleet or a forecast of deliveries. Airbus: its C295 programme and Make in India.

For European manufacturers, India can be a customer, supplier base, engineering location and potential regional services hub. It can also help diversify production. In aerospace, however, labour-cost advantages are only useful if suppliers meet demanding requirements for traceability, special processes, quality assurance, delivery reliability and export-control compliance.

What Europe offers India

European firms and institutions bring established aircraft and helicopter platforms, global supply chains, engineering and mission expertise, certification experience and access to international customers. Cooperation can help Indian companies qualify as suppliers and gain experience in production, testing, maintenance and systems integration. It can also support India’s efforts to expand domestic defence and space capabilities.

Airbus says it invests more than US$1 billion annually in its Indian supply chain and supports more than 15,000 jobs. It also says more than 100 Indian companies supply components for global programmes. These are company-reported claims; the cited material does not establish an independently audited aerospace-wide investment or employment total. Airbus’s announced Bengaluru technology-centre expansion is another indication of its engineering presence, but a larger centre is not itself proof that design authority or intellectual property has shifted to India. The C295: the clearest manufacturing test case

The Airbus–Tata C295 programme is the most concrete example of the move from importing finished aircraft toward production in India. The Indian Air Force ordered 56 aircraft: the first 16 are being delivered from Airbus’s Seville, Spain, line, and Tata Advanced Systems is to manufacture and assemble the other 40 in Vadodara. Airbus describes the Indian production scope as involving approximately 13,000 detailed parts and 37 Indian suppliers, alongside more than 85% of the structural and final assembly of the Indian-built aircraft. Airbus has set September 2026 as the planned rollout of the first aircraft built in India and August 2031 as the planned completion of Indian deliveries. Those are company programme targets; the cited material does not establish that either milestone has been achieved. The industrial significance is broader than an assembly building. The programme involves supplier development, tooling, quality systems, training, detailed-part production and eventual lifecycle support. Airbus reported in February 2024 that DGAQA had approved the C295 quality-management system for Indian production of detailed parts and subassemblies. Airbus on DGAQA approval.

But the programme does not establish that India designed the aircraft, controls its core technologies, or can export it without contractual and government approvals. Forty Indian-built aircraft within a 56-aircraft order is a major production commitment; it is not the same as full domestic ownership of design, propulsion or export decisions.

Helicopter production and the importance of certification

Airbus Helicopters and Tata are establishing production in India at Vemagal, Karnataka. EASA’s published working arrangement names the AS350 B3 rotorcraft; Airbus commonly uses the H125 commercial designation. The designations should be retained as used by the relevant source rather than assumed to describe separate programmes. The arrangement provides a framework for extending EASA production-organisation approval to the facility and clarifying oversight responsibilities. This is strategically important because a factory alone cannot produce aircraft acceptable to regulated markets. Production approval depends on documented quality systems, part traceability, approved processes, airworthiness records and continuing oversight. EASA and DGCA cooperation clarifies how authorities share responsibilities; it does not eliminate each authority’s own legal role or guarantee that every aircraft will be approved for every market.

India’s broader Airbus footprint includes commercial-aircraft engineering, digital work, components, aerostructures, training, defence and space activity. Airbus says Indian suppliers and engineering teams contribute to programmes beyond the Indian market. Airbus in India: defence and space. Whether such activity produces lasting capability depends on the complexity of work transferred, Indian firms’ ability to win repeat orders and the degree of local responsibility for design and certification.

Defence aerospace: platforms, propulsion and control of technology

India’s defence modernisation and its Make in India and Aatmanirbhar Bharat policies create opportunities for European companies in aircraft, helicopters, engines, radar, electronic warfare, mission systems, weapons, training and sustainment. France–India cooperation is especially broad across defence and space, while Spain is central to the C295 production programme. Other national relationships involve industrial and technology cooperation, but each must be assessed on its own agreements and projects.

These opportunities sit within a competitive market that includes US, Russian, Israeli and Indian suppliers. European bidders must navigate Indian procurement rules, local-content requirements, industrial-participation or offset provisions where applicable, and negotiations over technology transfer. A purchase, local assembly contract, licence, memorandum and joint-development agreement confer different rights. Political discussion or reported interest in a future programme is not evidence of a signed contract.

Why engines are especially sensitive

Aircraft engines are among the hardest aerospace systems to transfer or reproduce. Their most advanced sections depend on tightly controlled materials, coatings, manufacturing processes, testing and certification. The associated intellectual property and military applications are commercially and strategically sensitive, while export controls can limit access or re-export.

For any India–Europe propulsion partnership, the useful question is how far the work reaches along a capability path: maintenance; licensed production; component manufacture; assembly; joint development; and, ultimately, indigenous design and certification. Evidence of one level should not be presented as proof of the next. The cited material does not establish that India has obtained unrestricted access to complete European fighter-engine technology.

Space: government cooperation and private-sector links

ISRO and ESA

ESA and ISRO signed a Statement of Intent in 2025 focused initially on human space exploration in low Earth orbit, with possible later cooperation involving the Moon. This establishes a framework and direction, not a completed mission, funded flight contract or commitment to every potential activity. ESA on its cooperation with ISRO.

Potential areas include astronaut training, life-support research, human-spaceflight technology, scientific payloads, communications and tracking, Earth observation, lunar science, mission operations and space medicine. Which of these becomes operational depends on subsequent agreements, funding and mission decisions.

ESA and Indian private companies

ESA also signed a Letter of Intent with the Indian Space Association. That is evidence of institutional engagement with Indian private space companies, but it is not itself a specific commercial contract, investment or launch programme. ESA and the Indian Space Association Letter of Intent.

Potential commercial areas include Earth-observation data, satellite communications, navigation services, space situational awareness, small satellites, launch services, components, in-orbit servicing and downstream applications such as climate and disaster monitoring. Prospective suppliers still need to meet technical, regulatory, procurement, security and export-control requirements.

The scale and priorities differ on the European side. ESA’s 2026 Space Economy Report estimates an upstream space market of approximately €75 billion and European space budgets of €13.5 billion in 2025, up 12% year on year; ESA says institutional demand is heavily influenced by defence. These are ESA’s estimates and definitions, not universal measures of the entire global space economy. ESA’s 2026 Space Economy Report announcement. The comparison is strategically relevant: Europe seeks resilient supply chains and strategic autonomy, while India seeks self-reliance and a larger private-sector role. Both also need commercial customers and international partnerships.

Where industrial opportunity sits

The most durable value may emerge beyond headline aircraft orders, in the repeatable work that makes suppliers capable of serving several programmes and customers.

Opportunities for Indian firms

  • Precision machining, sheet metal, composites and aerostructures
  • Wiring, avionics integration, tooling, jigs and ground-support equipment
  • Digital engineering, software, simulation and testing services
  • Maintenance, repair and overhaul, training and lifecycle support
  • Space components, satellite subsystems, data services and downstream applications
  • Uncrewed systems and other dual-use technologies, subject to applicable controls

Opportunities for European firms

  • Indian final assembly and supplier localisation for global production
  • Engineering centres, MRO capacity and workforce development
  • Aircraft, helicopter and defence-system sales linked to long-term support
  • Space missions and partnerships with Indian institutions and companies
  • Access to Indian customers and potential export-oriented production

For either side, a supplier relationship is more valuable when it creates qualified processes, skilled teams and recurring work—not merely a one-off purchase order. Airbus’s reported Indian supplier base and engineering activity illustrate the scale of its existing participation, but do not establish that every supplier performs high-value design work.

How to judge whether a partnership builds capability

A capability ladder helps distinguish a real transfer of industrial depth from a local-production headline. A project can occupy different rungs for different components, so it should not be assigned one simplistic label.

  1. Imported finished platform: the product arrives ready for operation.
  2. Local maintenance: Indian facilities service aircraft or systems, potentially with imported parts and technical support.
  3. Local component sourcing: Indian suppliers produce parts to another party’s designs and approvals.
  4. Licensed production or final assembly: manufacturing occurs locally under defined licences, processes and oversight.
  5. Local systems integration: Indian teams integrate subsystems and support testing, with the extent of design authority varying by contract.
  6. Joint engineering or design: parties undertake substantive design work; the agreement must specify data rights and decision authority.
  7. Indigenous product ownership and export: domestic design authority, certification capability and the ability to support exports without another party’s routine permission.

For a specific deal, examine local value creation, technology depth, lifecycle control, export potential, financial sustainability and workforce development. Ask whether tooling and special processes are local; whether the programme includes maintenance, upgrades and spare-parts support; and whether suppliers can serve other customers. Also check production volume, capital costs, programme timing, currency exposure, payment terms and dependence on one government or prime contractor.

What can hold cooperation back

Localisation is not the same as technological sovereignty

Local assembly and component production can build valuable skills, but they do not automatically transfer core design authority, engine hot-section know-how, radar algorithms, electronic-warfare libraries, mission-system source code or materials technology. “Made in India” can describe very different levels of domestic contribution, from assembly of imported kits to locally owned design.

Certification takes sustained investment

Production approvals require qualified suppliers, auditable quality systems, controlled processes, trained staff and reliable records. Training, tooling, facilities, testing and non-conformance correction all add time and cost. A production line’s opening is not the same as an approved, stable rate of output.

Export controls and intellectual property limit access

Sensitive components may be subject to European, national or other export-control rules, end-user restrictions, third-party approvals, classification requirements and re-export permissions. A commercial partnership does not imply unrestricted access to technology or the right to sell a finished product to any customer.

Procurement and programme economics can undermine plans

Government procurement can be lengthy and politically sensitive. Smaller production runs may not support the capital and certification costs of a new supplier base. Logistics, imported materials, training, rework, scrap, infrastructure constraints and currency changes can also erode expected cost advantages.

Institutional complexity and programme concentration matter

The EU, ESA, EASA and national governments make different decisions under different mandates. Cooperation at one level does not bind another. In addition, a supplier ecosystem reliant on one major programme or customer remains exposed if orders change, schedules slip or support is reduced.

What to watch next

The strongest evidence of a maturing partnership will be execution and repeatability rather than announcements alone. Relevant indicators include whether the C295 programme reaches its published production milestones; whether the Vemagal helicopter facility obtains and maintains the necessary approvals; and whether Indian suppliers win higher-value engineering, systems and lifecycle work across multiple programmes.

In space, look for funded missions or contracts following the ESA–ISRO Statement of Intent and the ESA–Indian Space Association Letter of Intent. In defence, distinguish signed procurement or development agreements from proposals and political statements, and examine what they actually say about intellectual property, technology access, local work and export rights.
