The Ka-226T plan was a proposed India–Russia programme: 60 helicopters were to come from Russia and 140 were to be manufactured in India through a joint venture involving Hindustan Aeronautics Limited (HAL), Russian Helicopters and Rosoboronexport. The joint venture was incorporated, but the available official record does not show a final production contract, Indian-built deliveries or military induction under the programme.
What the Kamov deal was supposed to deliver
The “Kamov deal” generally refers to India’s proposed acquisition and local manufacture of approximately 200 Ka-226T light utility helicopters. The aircraft was intended for troop and equipment transport, reconnaissance and liaison, casualty evacuation, high-altitude logistics and operations in mountainous or remote areas. It was also considered as a replacement for ageing Cheetah and Chetak fleets.
The Defence Acquisition Council approved the proposal in 2015. It was not an ordinary off-the-shelf order: the plan combined an initial Russian supply element with Indian production and localisation.

The 60/140 split was an announced industrial plan, not evidence that 140 aircraft were eventually built. Rostec’s localisation description is available at its Ka-226T release.
Why India needed a light utility helicopter
Cheetah and Chetak helicopters had become ageing assets for the Army and Air Force. India needed a light helicopter capable of carrying personnel and supplies, supporting surveillance and liaison missions, evacuating casualties and operating from difficult high-altitude locations.
By 2021, the Ministry of Defence described more than one replacement route: the Russian Ka-226T under a “Buy & Make (Indian)” model, HAL’s indigenous Light Utility Helicopter (LUH), and a Naval Utility Helicopter requirement. The government’s statement is recorded at PIB.
How the Indo-Russian joint venture was meant to work
HAL, Russian Helicopters and Rosoboronexport incorporated Indo-Russian Helicopters Pvt. Ltd. (IRHL) in May 2017. Government records gave HAL a 50.5% share, Russian Helicopters 42.5% and Rosoboronexport 7%. The venture was intended to implement the manufacturing arrangement and was associated with the Tumakuru complex.

Those facts establish a corporate vehicle and an intended production framework. They do not establish that an operational factory produced Ka-226Ts. The incorporation and stated purpose are documented by the Ministry of Defence; shareholding details also appear in a government release and a Lok Sabha answer.
What “Make in India” meant in this proposal
“Made in India” can describe very different levels of industrial capability. The relevant distinctions are:
- Assembly: importing major kits and putting them together domestically.
- Licensed production: manufacturing under a foreign design licence and technical approvals.
- Technology transfer: receiving technical data, processes or manufacturing know-how.
- Component localisation: producing selected structures, systems, spares or assemblies in India.
- Indigenous design: Indian control of the core design, intellectual property and future upgrades.
The Ka-226T proposal was a foreign-origin design intended for Indian manufacture and localisation. It should not automatically be described as an Indian-designed helicopter or as a programme free from Russian dependence. The public plan does not, by itself, establish how much design authority, intellectual property or component independence India would have obtained.
Did India sign and execute the final contract?
The documented milestones show a requirement, government approval, an issued request for proposals and the creation of IRHL. A 2019 official answer says an RFP had been issued and HAL had responded, but an RFP response is not a production contract or a delivery record. See the official HAL-status answer.

The available official material does not verify:
- a final commercial production contract;
- completion of the planned 140 Indian-manufactured helicopters;
- delivery of an Indian-built Ka-226T;
- induction of Ka-226Ts under this programme; or
- a formal cancellation date.
The most defensible description is that the programme progressed to a joint venture and procurement-proposal stage but is not shown in the available record to have reached completed execution.
Why the programme appears to have stalled
No single official document located for this status audit assigns a definitive cancellation cause. Several factors have been associated with the programme’s difficulties, but they should not be presented as a formally established sequence.
Localisation and technology-transfer disputes
India’s objective was not merely to assemble imported kits. Negotiations reportedly involved the depth of indigenous content, access to technical information and the division of manufacturing responsibility. A localisation percentage does not necessarily mean control of the design or supply chain.
Cost and commercial negotiations
A long-running licensed-production project must settle pricing, tooling, intellectual property, support, payment terms and liability. The available official sources do not establish a final commercial close.

The rise of HAL’s LUH
HAL’s indigenous LUH changed the strategic comparison. The LUH offered an Indian design and domestic support pathway, while the Ka-226T remained a foreign-origin aircraft requiring Russian industrial and technical participation. The Ministry of Defence said the LUH had received Initial Operational Clearance and was planned for limited-series production for the Army and Air Force.
Geopolitical and sustainment risk
Russia-related sanctions, payment complications, logistics disruption and uncertainty over long-term access to engines, spares and technical support became additional risks after 2022. These circumstances explain why the project became harder to execute, but they do not constitute proof of a formal cancellation.

LUH should be treated as the principal domestic alternative in the policy and capability discussion, not automatically as a formally declared replacement for Ka-226T.
Technical attraction—and practical risks
The Ka-226 family uses a coaxial-rotor layout, which removes the conventional tail rotor and can make the helicopter compact for confined or mountainous operating environments. Any performance figure, payload claim or configuration must be tied to the specific Ka-226 variant and manufacturer source; figures from unrelated versions should not be treated as Indian contractual specifications.

Potential operational benefits had to be weighed against unfamiliar maintenance and training requirements, integration with Indian communications and logistics systems, engine and spare-parts dependence, operating cost and lifetime support availability.
What the 2026 Russian flight test means
Rostec reported in June 2026 that an import-substituted Ka-226T began flight testing with the Russian VK-650V engine, upgraded avionics, a modernised control system and other Russian-made components. That is evidence of continuing Russian development of the Ka-226 family, not evidence that India’s manufacturing plan restarted. The report is at Rostec.

The broader lesson for Indian defence procurement
The Ka-226T case illustrates why a joint venture, an announced production split and the phrase “Make in India” are not interchangeable with a functioning domestic manufacturing capability. A procurement can move through requirement definition, intergovernmental approval, an RFP and corporate incorporation without reaching contract execution or series production.
For readers assessing similar claims, the decisive evidence is a signed contract, factory activity, first delivery, acceptance and induction—not just a planned quantity or a newly incorporated company.
