It revises the rules used to implement the statute; it does not replace or amend RA 11058 itself. DOLE reported issuing the order on 28 April 2025, and DOLE-NCR describes it as superseding Department Order No. 198, Series of 2018.
What DOLE Department Order 252-25 is
RA 11058 requires occupational safety and health protections in Philippine workplaces. DO 252-25 supplies the revised administrative rules for applying that law, including coverage, workplace duties, OSH personnel and training, protective equipment, reporting, inspections and penalties.
The Department of Labor and Employment’s OSH and Bureau of Working Conditions listings identify the measure as the “Revised Implementing Rules and Regulations of Republic Act No. 11058.” It is therefore an implementation order, not a new labor statute.
When it was issued and when it took effect
- Issuance: DOLE reported 28 April 2025.
- Publication and effectivity: A searchable reproduction of the order states publication on 1 May 2025 and effectivity on 16 May 2025. Because those two dates come from a reproduced copy rather than a directly retrieved DOLE-hosted PDF, employers should confirm them against the official text when relying on a deadline or enforcement date.
- Prior rules: DOLE-NCR says DO 252-25 supersedes DO 198; the reproduced text identifies that earlier issuance as Department Order No. 198, Series of 2018.

The reproduced rules also point to CSC-DOH-DOLE Joint Memorandum Circular No. 01, Series of 2020 for government departments, agencies, local government units, state and local universities and colleges, and government corporations with original charters. The exact boundaries, exclusions and annexes should be checked in the official order before making a coverage decision for a particular entity.

Requirements matched to risk and industry
DOLE regional materials describe a clearer risk-classification approach and compliance requirements that respond to economic activity, industry, establishment size and hazards identified through hazard identification, risk assessment and control (HIRAC). A small office, a construction project and a food-processing plant should not assume that the same OSH controls or documentation apply to all three.
Emerging work arrangements
Stakeholder materials describe provisions addressing emerging work and employment arrangements. The practical question is how the work is organized and where hazards are controlled, rather than relying only on a traditional single-employer workplace model.

Recognized equivalencies
Reported features include recognition of specified equivalencies for OSH personnel, training and reports. Equivalency is not a blanket exemption: an employer must determine whether its existing qualification, course or document meets the order’s stated conditions.
Graduated penalties and willful violations
DOLE describes a tiered penalty approach and rules for determining willful violations. The amount and treatment of a violation depend on the applicable provision and facts; a generic penalty figure cannot be safely applied to every workplace.

Workers’ PPE rights and employers’ duties remain part of the reported framework. PPE must be suitable for the hazard and compatible with the applicable OSH standards. Buying a generic helmet, mask, glove or harness does not by itself establish compliance; selection, fit, condition, replacement and training also matter.
OSH personnel and training
Employers should identify the OSH personnel, safety officers and training required for their classification and risk profile, while checking whether an existing credential qualifies under any recognized equivalency. Keep records of appointments, training and refresher requirements.

Use the forms and reporting channels required for the workplace and retain supporting records. If an existing report is being treated as an equivalent document, verify the order’s conditions rather than assuming that similar content is enough.
