X Told Australian Regulator Its Global Trust-and-Safety Workforce Fell 30% After Musk’s Takeover

Australia’s eSafety Commissioner said X reported a 30% global trust-and-safety staffing reduction after Musk’s takeover, including an 80% fall in safety engineers and slower responses to hateful-content reports. The figures cover October 2022 through May 2023 and came from X’s regulatory disclosure, not an independent audit.

Elon Musk’s X Corp. told Australia’s eSafety Commissioner that its global trust-and-safety workforce fell from 4,062 employees and contractors on October 27, 2022, to 2,849 on May 31, 2023—a 30% reduction. The same disclosure showed an 80% drop in trust-and-safety engineers, slower responses to reports of hateful content and the elimination of trust-and-safety and public-policy positions in Australia. eSafety published its findings on January 11, 2024, and warned that fewer safety personnel combined with the reinstatement of previously banned accounts could make the service “more toxic and less safe.”

These figures describe a historical reporting period and information X supplied to a regulator. They are not an independently audited count of X’s workforce today, nor do they by themselves prove that staff reductions caused a particular harmful-content incident.

What the 30% reduction actually measured

The headline number covered global trust-and-safety employees and contractors combined. X’s response to a statutory transparency notice compared staffing immediately after its acquisition by Musk with staffing several months later.

The categories are not interchangeable. Engineers build and maintain safety systems; moderators review content; public-policy teams handle government and community engagement. Adding them together or treating contractors as identical to employees would misrepresent what was cut.

The figures were supplied by X in response to eSafety’s notice and reproduced in the commissioner’s materials, including the full report and key findings.

The sharpest losses were in engineering and public policy

A 30% overall decline masks much steeper changes in specialized groups. Trust-and-safety engineers fell 80%, from 279 to 55. Global public-policy staff fell 78%, from 68 to 15. In the Asia-Pacific region, public-policy staffing dropped from 15 to four, while Australia lost its three public-policy positions and its one trust-and-safety position.

eSafety said local staffing matters because regional teams can engage communities disproportionately affected by online hate and account for language, cultural context and local institutions. The report does not provide a complete country-by-country workforce map, so the Australian figures should be treated as a concrete regional example rather than a measure of every market.

eSafety reported slower responses to hateful-content reports

X told eSafety that median response times to user reports of hateful content slowed during the period examined:

  • Reports about posts or tweets took 20% longer at the median.
  • Reports sent through direct messages took 75% longer at the median.
  • Some direct-message reports received no response for as long as 28 hours.

These are reported changes in response performance, not a finding that every report was ignored. eSafety also said X had no full-time global staff dedicated specifically to hateful-conduct issues during the period. X stated that broader teams continued handling hateful-conduct matters, so “no dedicated team” does not mean that nobody worked on hate reports.

How X’s hateful-conduct rules were supposed to work

The policy described in eSafety’s findings prohibited attacks based on characteristics including race, ethnicity, national origin, caste, sexual orientation, gender, gender identity, religion, age, disability and serious disease. Possible enforcement included reduced visibility, exclusion from recommendations, removal of content or account suspension.

The regulator’s concern was the capacity to apply those rules after personnel reductions, particularly as thousands of previously suspended accounts were reinstated, including accounts that had been banned for hateful conduct. Reinstatement alone does not establish that an account violated the rules again; eSafety’s point was that fewer people and fewer local specialists could make monitoring and response more difficult.

Why eSafety described a potential “perfect storm”

Commissioner Julie Inman Grant characterized the combination of staffing cuts, slower reported responses and restored accounts as a potential “perfect storm.” The commissioner’s January 11, 2024 release said the circumstances could make the platform “more toxic and less safe.” That is a regulatory risk assessment, not proof that every later increase in abuse or hate speech was caused by layoffs.

eSafety is Australia’s government online-safety regulator. It used transparency powers under the Online Safety Act 2021 and Basic Online Safety Expectations framework to request information about X’s handling of online hate.

What the evidence establishes—and what it cannot establish

Established by the disclosure

  • X reported the staffing levels and reductions shown in the table for October 27, 2022 through May 31, 2023.
  • X reported slower median response times for hateful-content reports and delays of up to 28 hours for some direct-message reports.
  • eSafety found that some initial answers to its notice were incorrect, significantly incomplete or irrelevant. The regulator considered later supplementary information as a mitigating factor.

Still unknown from this record

  • There is no comparable current workforce count in the January 2024 findings, so the figures should not be presented as X’s 2026 headcount.
  • The staffing data do not show how much work may have shifted to automated detection or other tools, whether automation improved accuracy, or how results varied by language and region.
  • The report does not independently prove that the cuts caused a measured rise in hate speech, abuse or illegal content.

In short, the evidence ladder runs from X’s disclosure, to eSafety’s calculations and observations, to the regulator’s assessment of risk. It does not include an independent global workforce audit or a controlled causal study of platform harm.

Timeline of the staffing and regulatory story

  1. October 27, 2022: Musk completed the acquisition of Twitter, the starting date for eSafety’s staffing comparison.
  2. October 27, 2022–May 31, 2023: The period covered by X’s reported staffing and response information.
  3. June 2023: eSafety issued a non-periodic transparency notice concerning online hate.
  4. September 2023: eSafety issued a separate A$610,500 infringement notice over inadequate answers about measures addressing child sexual exploitation and abuse material. X did not pay and sought judicial review.
  5. January 11, 2024: eSafety published its online-hate findings and staffing figures.

The child-safety notice and the online-hate report show regulatory friction, but they are separate matters. The A$610,500 notice was not a fine for cutting trust-and-safety staff.

Why advertisers and brands were watching

Safety staffing became part of a broader brand-safety debate. Some advertisers reduced or paused spending because they questioned whether X could keep the service suitable for brands. In later litigation, X accused advertisers of an illegal boycott; a U.S. judge dismissed that lawsuit, according to Reuters reporting carried by MarketScreener.

That dispute is a business consequence and a contested legal issue, not proof of a one-step causal chain from staffing cuts to a specific revenue loss. Advertiser decisions can reflect many factors, including content risk, measurement, reach and broader commercial strategy.

The bottom line for readers

X told Australia’s eSafety Commissioner that its global trust-and-safety workforce fell 30% between the acquisition date and May 31, 2023. The more severe reductions were in safety engineering, public policy and Australian staffing, while X also reported slower responses to hateful-content reports. eSafety reasonably treated those facts as warning signs, but the January 2024 record cannot establish X’s current workforce or prove that every harmful outcome resulted from the cuts.
