Microsoft’s current consumer guidance describes a storage limit: over-quota users must free space or get more capacity. A subscription is one option, not the only one.
What happened in the 2021 Outlook storage controversy?
The Tech Times article reported that some long-time Outlook.com and Hotmail users had been warned they were nearing or over storage limits. It said an over-limit account could be unable to send or receive messages and described Microsoft 365 as a way to increase capacity; deleting old mail was another option. Some users objected, saying they had accumulated years of email and believed Microsoft had previously allowed them to exceed the limit. The article, published January 31, 2021, relied substantially on user complaints and social-media reactions. Those reports show that users were upset, but do not establish that Microsoft changed every account’s terms or that all Outlook users were affected.
The title’s “forced to pay” wording overstates the practical rule. Microsoft’s current documentation says users over an applicable storage quota may need to delete content or obtain additional capacity. It does not say that every free Outlook.com user must subscribe to preserve email.
Which Outlook storage limit applies?
For consumer accounts, there are two related but distinct storage allowances. Microsoft’s storage quota guidance and Outlook.com limits page describe them as follows:

The 15 GB and 5 GB figures are not two descriptions of the same limit. Mailbox items count toward the mailbox allowance; cloud storage covers OneDrive and other Microsoft content, including Outlook attachments. Microsoft says it retained the free 15 GB Outlook.com email-storage limit when introducing the broader Microsoft-storage system; the separate cloud allowance is not a reduction of that mailbox quota. Why email can stop working when the mailbox looks under 15 GB
An account can be below its mailbox ceiling but over its cloud-storage ceiling. For example, someone might have 8 GB of mailbox data and exceed 5 GB of cloud storage because of OneDrive photos, files, and email attachments. In that situation, the visible mailbox figure alone does not explain the block. Microsoft says exceeding the applicable Microsoft storage quota can prevent Outlook.com from sending or receiving mail. Check both storage pools rather than assuming every warning means the mailbox itself is full.

What happens when an account exceeds its quota?
Microsoft’s Outlook.com storage policy says an over-quota user may be unable to send or receive email. Messages sent to that user may be returned to the sender, who may need to send them again after space is available. For Microsoft cloud-storage overages, OneDrive files may become read-only. Microsoft also warns that it may delete OneDrive content after six months over the storage limit. That six-month warning concerns OneDrive content; it is not a claim that Outlook will immediately erase a mailbox.
These rules apply to the consumer Outlook.com/Microsoft-account context described above. Work and school mailboxes may have different Exchange Online licenses and administrator-set policies.

How to free space without subscribing
Start by identifying which quota is full. In Outlook.com, open Settings, search for Storage, and review the folder-by-folder mailbox breakdown. Microsoft also provides a Microsoft storage dashboard for checking the broader account storage.
- Review mailbox folders. In Outlook.com, go to Settings and search for Storage. Use the breakdown to find large folders and, where available, bulk-delete options.
- Remove mail you do not need. Sort or review large messages, especially those with bulky attachments. Save any attachment you need before deleting its message.
- Empty Deleted Items. Deleting a message may only move it to Deleted Items, which still counts against the mailbox allowance until permanently removed. Empty that folder to reclaim space sooner; Microsoft says it is otherwise automatically cleared after 30 days.
- Check Junk Email. Microsoft says Junk Email is automatically deleted after 10 days, but review it if you are looking for space or an accidentally filtered message.
- Check OneDrive and cloud storage separately. Delete or move files and photos you no longer need, and review Outlook attachments as a possible source of cloud usage.
- Recheck the storage dashboard. Confirm that the relevant quota is below its limit. If the account still appears blocked after cleanup, sign out and back in; if the status does not update, contact Microsoft support.
Do not mass-delete old messages without checking whether they contain records you need. Before cleanup, save important attachments, consider exporting mail, and verify that any local archive or backup can actually be opened. Tax, medical, financial, legal, or business records may have retention requirements that make deletion inappropriate.

When does a paid plan make sense?
A subscription can be reasonable if you want to keep a large searchable mailbox online, need more OneDrive capacity as well, or use bundled Microsoft 365 benefits. Microsoft’s Outlook plans and pricing page describes plan benefits such as larger mailbox storage, OneDrive, ad-free email, security features, and Office applications, with the bundle depending on the plan.
- Consider paying if preserving a substantial online archive is more valuable to you than the recurring cost, or if you will also use the plan’s cloud storage or applications.
- Try cleanup or export first if only a small amount of space is needed, the overage is actually in OneDrive, or you do not need the bundled features.
- Do not expect unlimited email storage. Microsoft says consumer Outlook.com mailboxes are capped at 100 GB, including for Microsoft 365 consumers.
Plan benefits, prices, billing periods, and renewal terms can vary by location and change over time, so check Microsoft’s current checkout details before subscribing. Do not rely on the £59.99 individual and £79.99 family figures cited in the 2021 coverage as current prices. Microsoft also notes that trials can convert to paid plans after the trial period; review renewal terms before starting one.

Make sure you are troubleshooting the right Outlook
“Outlook” can mean Outlook.com webmail, the Outlook apps, a work or school Exchange mailbox, or another email account configured inside Outlook. The storage limits above concern consumer Outlook.com accounts and their Microsoft storage. Using the Outlook app does not itself determine a mailbox quota: the underlying email service and account type do. For a business or school address, ask the organization’s administrator about its Exchange license, mailbox quota, or archiving settings rather than applying consumer-account figures.
