Apple’s India iPhone Expansion Was Delayed by China, but Not Stopped

China reportedly slowed Apple’s transfer of iPhone-production equipment to India, but the strategy continued: India assembled about 55 million iPhones in 2025 and reportedly handled the full iPhone 17 lineup.

Apple’s effort to shift more iPhone assembly to India reportedly ran into Chinese delays on the equipment needed to build the phones. According to The Information, Chinese authorities slowed or rejected some applications to export production machinery from China to India, including equipment intended for iPhone 17 trial production.

The reported obstruction appears to have made Apple’s supply-chain transition slower and more complicated—not impossible. Later estimates indicate that India assembled about 55 million iPhones in 2025, or roughly one-quarter of global output, and Indian suppliers assembled every model in the iPhone 17 lineup.

What China allegedly did to Apple’s India expansion

On April 24, 2025, The Information reported that Chinese authorities were delaying the export of iPhone-production equipment from China to India.

People involved in iPhone production told the publication that approval times for some Foxconn equipment reportedly increased from about two weeks to as long as four months. Some applications were allegedly rejected without explanation. The most serious claim was that permission was refused for a supplier to export machinery needed for trial production of the iPhone 17.

According to the report, the supplier then used a Southeast Asian intermediary company to buy the equipment before sending it to a Foxconn factory in India. Those details came from unnamed sources with direct knowledge of iPhone production. Apple, Foxconn and Chinese authorities did not publicly confirm the allegations in the available coverage.

That distinction matters. The evidence describes reported delays, rejections and workarounds—not a publicly documented blanket Chinese ban on Apple moving production to India.

Why production machinery matters

Moving an assembly line is not as simple as shipping a collection of generic factory tools. iPhones require specialized machinery, calibrated processes, production software, tooling and engineering support. Equipment must be installed, tested and adjusted before a factory can produce phones at the quality and volume Apple requires.

A delay in machinery can therefore affect more than a factory’s opening date. It can postpone trial production, reduce time for fixing defects and make it harder to reach launch volumes for a new iPhone. For a product such as the iPhone 17, equipment arriving late could compress the already tight schedule between prototype validation and commercial production.

The alleged bottleneck also highlights a broader vulnerability: Apple can move final assembly to another country while still depending on China for machinery, components, technical expertise and supplier coordination.

Why Apple wants more iPhones made in India

Apple’s India strategy has several overlapping objectives:

  • Reduce concentration risk: Pandemic shutdowns and production disruptions exposed the risks of relying too heavily on one manufacturing base.
  • Limit geopolitical exposure: A larger Indian operation gives Apple more flexibility amid U.S.–China trade tensions, tariffs and export controls.
  • Create a second large-scale base: India can provide additional capacity rather than leaving China responsible for nearly all iPhone assembly.
  • Serve the Indian market: Local production supports Apple’s growing presence in India and can simplify access to the country’s market.
  • Strengthen government relationships: Manufacturing investment aligns Apple with Indian industrial-policy priorities.
  • Improve negotiating leverage: Production outside China can give Apple more options in discussions with Washington and other governments.

The April 2025 report said Apple was pursuing a long-term objective of moving roughly half of iPhone production out of China. That was a reported strategic aim, not a public Apple commitment or confirmed deadline.

Why China might resist the shift

No public Chinese government explanation for the alleged delays was identified in the available coverage, so Beijing’s motive should not be stated as established fact.

The strategic logic is nevertheless clear. Moving assembly and manufacturing know-how out of China could reduce Chinese factory activity and weaken the country’s role at the center of Apple’s supply chain. Production equipment and process expertise are part of China’s industrial advantage, not merely replaceable cargo.

India is also a geopolitical competitor with unresolved border tensions with China. Chinese regulators may scrutinize the overseas transfer of specialized industrial equipment, particularly when it is connected to a major electronics manufacturer and a rival manufacturing hub. That is context and analysis, not proof of an officially declared policy aimed at Apple.

What happened after the 2025 report?

The reported equipment problems did not stop Apple’s expansion. Later, Bloomberg-derived estimates reported by MacRumors put India’s 2025 iPhone assembly at about 55 million units, compared with approximately 36 million in 2024. That represents an increase of roughly 53%.

Other reporting estimated that India accounted for about one-quarter of global iPhone production after the 2025 expansion. The figure is an industry estimate, not a percentage Apple has publicly disclosed.

Indian suppliers also reportedly assembled the complete iPhone 17 family, including the Pro models, during the 2025 production cycle. This suggests that the equipment bottlenecks delayed or complicated the transition rather than preventing India from handling Apple’s newest phone generation.

The chronology is therefore important:

  1. Apple’s China-heavy manufacturing model became more exposed to pandemic disruption and geopolitical tension.
  2. Apple expanded assembly in India.
  3. Chinese authorities allegedly slowed some equipment transfers.
  4. Apple and its suppliers used alternative sourcing and routing arrangements.
  5. India continued scaling and reportedly assembled the full iPhone 17 lineup.

Who assembles iPhones in India?

Apple designs the iPhone and sets detailed production and quality requirements, but it generally does not operate the assembly plants itself. Contract manufacturers perform the factory work.

  • Foxconn Technology Group: A major Apple assembly partner with substantial Indian operations.
  • Tata Electronics: An expanding Apple manufacturing partner in India.
  • Pegatron: Another Apple manufacturing partner whose Indian operations have been linked to Tata’s expansion.

For that reason, “Apple makes iPhones in India” is shorthand. More precisely, Apple’s contract manufacturing partners assemble iPhones in India under Apple’s specifications and supply-chain oversight.

How India’s incentives helped

India’s Production Linked Incentive, or PLI, scheme rewards qualifying electronics production and exports. Apple’s contract manufacturers have used the program while expanding local capacity.

Business Standard reported that Apple exceeded its cumulative production target under the scheme by a substantial margin. The program helped make India economically attractive by reducing the cost of building capacity and tying incentives to measurable output.

Incentives, however, cannot instantly recreate China’s manufacturing ecosystem. They can encourage factories to open and expand, but Apple and its suppliers still need trained workers, experienced supervisors, reliable logistics, high-quality local suppliers and enough time to improve production yields.

Does an iPhone assembled in India avoid China?

No. “Assembled in India” describes the location of final assembly. It does not mean that every component, machine or production input comes from India.

An iPhone assembled there may still contain components sourced from China or elsewhere in Asia. Its factory may rely on Chinese machinery, imported parts, Taiwanese manufacturing expertise or engineers who have worked in China’s electronics clusters.

That is why Apple’s strategy is better described as diversification than independence. The company is spreading final-assembly capacity across countries while gradually developing additional suppliers and capabilities in India. It is not immediately creating a China-free iPhone.

Can India replace China?

India can replace more Chinese final assembly, but replacing China across the entire iPhone ecosystem is a much higher bar.

China retains a deeper concentration of electronics suppliers, experienced workers, tooling companies, component makers and logistics networks. Its factories also have years of experience ramping complex products quickly. India must continue improving several areas:

  • Equipment access: Specialized machinery must be transferable and available on schedule.
  • Workforce and engineering: Factories need enough trained operators, supervisors and process engineers.
  • Yield rates: A plant must consistently produce acceptable phones, not merely assemble some units.
  • Shift capacity: Labor rules and working-hour arrangements can affect throughput.
  • Supplier depth: More components need to be sourced close to the factories to reduce import dependence.
  • Logistics: Airports, customs, roads and ports must support large launch-time volumes.
  • Product complexity: New Pro models and future products can be harder to move than established or older models.
  • Ramp timing: A factory may eventually build a model but still lack enough capacity during its launch window.

India also brings its own regulatory, labor and infrastructure risks. Diversifying away from China reduces one type of exposure; it does not eliminate supply-chain risk.

What the story means for future iPhones

More iPhones made in India are likely to be part of Apple’s long-term manufacturing structure, particularly for inventory intended for the U.S. and other markets. China and India are more likely to operate as complementary production centers for some time than for one to replace the other overnight.

Apple may also continue localizing selected components and expanding the Indian supplier base. But the machinery episode shows why that process is difficult: final assembly can move faster than the upstream ecosystem that supports it.

The most accurate conclusion is not that China stopped Apple’s India strategy. It is that China allegedly made the transfer of equipment and manufacturing know-how slower and more difficult, while Apple and its partners continued to expand Indian output. India is now a major iPhone assembly center, but China remains difficult to replace across the complete supply chain.
